1 NAMA Development for the Building Sector in Asia
2 Bali Action Plan Nationally appropriate mitigation actions by developing country Parties in the context of sustainable development, supported and enabled by technology, financing, and capacity-building, in a measurable, reportable and verifiable manner. Appropriate mitigation action is related to each country's particular national circumstances and priorities, which include economic and/or social conditions (national appropriateness) NAMAs can be policy-based or project-based Standards; Regulations; Financial Incentives Retrofits; Targeted building stock Support for NAMAs Unilateral Supported- Internationally (e.g. financial, technological) Credited- generate credits Subject to MRV (levels of stringency)
3 International Climate Initiative- NAMA Development for the Building Sector UNEP developed a five year project, funded by Germany s Federal Ministry for Environment, Nature Conservation and Nuclear Safety (BMU) to facilitate building sector mitigation actions in Asia, assisting Indonesia, The Philippines, Thailand and Viet Nam, and to develop a sectorspecific MRV methodology based on UNEP-SBCI s Common Carbon Metric.

5 Why NAMA for Buildings? 1/3 of global GHG emissions is from the building sector- the single largest contributor of emissions 40% of global energy use 40% of waste generated by volume 25% of global water usage 40% of global material resources 60% of world s electricity consumed in residential and commercial buildings Energy used for heating, cooling, ventilation lighting, plug loads, water production, etc. Growth regions: Asia, Africa, Middle East, and Latin America

Building sector represents 10% of global GDP- higher in some rapidly developing countries Employs more than 111 million people, including within the sector s supply chain More than $7 trillion in annual expenditures in the sector- expected to increase to $12 trillion by 2020 Nearly $100 trillion will be spent in construction sector over the next 10 years Significant Opportunities for Co-benefits and Market Transformation

17 NAMAs for the Building Sector in the UNFCCC Registry Type: NAMA seeking implementation support Name: Introduction of metering system and billing on the basis of measured consumption in district heating systems in Serbia Description: Almost all residential consumers connected to the district heating (DH) network in Serbia are paying their bill based on the floor size, instead of actual heat consumption. This billing system prevents consumers provides no incentive for energy saving. The NAMA involves installation of metering devices of heat consumption by each consumer, a necessary prerequisite for billing on the basis of actual heat consumption. Measures to be introduced include heat allocators with radio modem, thermostatic radiator valves as well as rehabilitation of 50% of existing substations in Serbia (approximately 12,500 substations) and installation of heat meters, automatic control, pumps with integrated frequency converters, plate heat exchangers, valves, etc. The NAMA will contribute to climate change mitigation through reducing the consumption of heat at residential sector, which is generated by fossil fuels. Time requirement: 4 years from 2013 Estimated full cost for implementation the NAMA: 212 m EUR in total. 0 incremental cost. Financial support need is 212 m EUR in grant or loans. Estimated GHG emission reduction: 6,582,340 tco2e for 20 years (0.32 MtCO2 per year) Source: UNEP RISOE Centre
18 NAMAs for the Building Sector in the UNFCCC Registry Type: NAMA Seeking Support for Implementation Name: Energy Efficiency Improvements in Public Buildings: 23 schools and 26 hospitals Serbian Energy Efficiency Project (SEEP), Serbia Description: The overall goal of the Project is to improve energy efficiency in public buildings and improve thermal comfort for users. The NAMA involves re-furbishment of 23 schools and 26 hospitals throughout Serbia. The NAMA will contribute to climate change mitigation as the targeted buildings will use less energy and consequently emit less CO2- approximately 8,326 tones annually during their projected life cycle over BAU scenario. National Implementation Entity: Ministry of Energy, Development and Environmental Protection Time requirement: 4 years from 2013 or project acceptance Estimated full cost for preparation: 12.5 m EUR; 0 incremental cost. Financial support need: 12.5 m EUR in loans/grants. Estimated GHG emission reduction: MtCO2e for 25 years (8.326 MtC02e/yr) Source: UNEP RISOE Centre
19 NAMAs for the Building Sector in the UNFCCC Registry Type: NAMA Seeking Support for Implementation Name: Improvement of old residential buildings envelope (exterior doors, windows and thermal insulation) in Serbia Description: Residential buildings in Serbia up to 1980 s were generally built without any thermal insulation, resulting in tremendous energy consumption for space heating today. The objective of this project is rehabilitation of about 10% of the existing residential buildings in Serbia built from 1950 s to 1980 s -- approximately 10 millions square meters. Improvements in selected residential buildings throughout Serbia will reduce heat energy consumption and costs, increase the level of indoor comfort, providing end users satisfaction, while reducing GHG emissions National Implementation Entity: Ministry of Construction and Urban Planning Time requirement: 8 years, starting from 2013 Estimated full cost for preparation: m EUR; 0 incremental cost; financial support needed m EUR, in any form. The construction of houses according to the benchmark level is incentivized by a scaled-up financial promotion system Supportive actions for NAMA implementation, operation and support of the wider transformational process in the residential building sector: introduction of energy performance requirements in the legal system and permitting process, training of planners, architects, energy advisors and manufactures, creation of model projects NAMA timeframe - preparation: implementation: (first phase), - second phase to be scheduled NAMA roll-out schedules and 2013: focus nearly exclusively on Eco Casa and 2015 some Eco Casa 2 houses envisaged. - Passive Houses are considered in limited numbers as pilot projects. Institutional set-up and NAMA administration 1.1 Designing fund for financial resources, incl. legal agreements 1.2 Designing, establishment and operation of "NAMA Programme Office Unit" 1.3 Baseline, MRV and additionality framework Development of data-collection systems to accurately measure, report and verify emissions: Set up and operation of a comprehensive data base (baseline and MRV) of houses and energy consumption and demand Capacity building and capacity build-up for monitoring and auditing Establishment of a professional and specialized inspection and supervision system Comprehensive household monitoring and auditing surveys (i.e. simulation using data base and detailed surveys) 1.4 Technical Assistance to FOVISSSTE and SHF in the establishment of their institutional set-up for the implementation of the NAMA 2. Building Codes and permitting procedures 2.1 Technical Assistance to local governments and organizations at state and municipal level for introduction of a minimum energy performance standard, the whole building approach and target values for primary energy consumption as well as sustainability criteria. Elaboration of a national guideline for Building Code adaptation. 3. Capacity building 3.1 Training for energy advisors, planners and construction workers on energy efficiency building mainly through the PHPP tool Scaling up of university/commercial school curricula on EE buildings and RE in buildings with focus on supporting for the NAMA implementation and operation Source: UNEP RISOE Centre
22 The Sustainable Housing NAMA of Mexico- Supportive and administrative actions No. Action Translation and adaptation of European/PHI training material to Mexican climate and building traditions; check after experience Training through a Train the trainer approach with local partners. The local partners consecutively, provide training and design of energy-efficient buildings (eco-casa, PHPP) for developers and planners throughout Mexico and special training for construction workers 3.2. Training to local authorities and stakeholders CONAVI will also perform capacity building for local, state and federal authorities by attendance courses, virtual learning and the construction of an inter-institutional platform. Objective: local authorities and stakeholders are able to introduce and implement sustainability criteria in their daily processes and decisions involved in housing master plans and house construction level 3.3 Training to house-owners/users Production of a manual for house-owners/users in order to understand and optimize the use of energy-efficient houses Campaigns to increase awareness of energy efficiency not only for buildings but also with appliances 3.4 Encouragement and support of regional manufacturers and companies to increase the availability of suitable products Guideline and support for manufacturers through local partner and international advisory Adaptation of certification criteria for local Mexican products Source: UNEP RISOE Centre
