6 Fuel Efficiency standard Based on the Act on the Rational Use of Energy, Japan establishes and publicizes the energy consumption efficiency standard for Passenger vehicles and commercial vehicles as well as other energy-consuming machinery and equipment. Japanese Fuel efficiency standards are established by the Top Runner Program. The Act on the Rational Use of Energy imposed on manufactures and importers of Type Approved Vehicles. 20 Develop partnership with Asian countries - Asian countries are rapidly growing. For Japan, they are promising auto markets and, at the same time, important international partners. 24 New program Energy Saving in automotive sector New Actions -Japan proposed to launch a new program Energy Saving in automotive sector as one of the measures of the ASEAN-Japan Action Plan on Environment Improvement in the Transport Sector (AJ-APEIT) to ASEAN Land Transport Working Group (LTWG) in July ASEAN LTWG welcomed the proposal on the new program. The new program is expected to be endorsed at the forthcoming ASEAN-Japan Transport Ministers meeting in November We should cooperatively develop the most effective policy package in a harmonized and coordinated way among emerging countries, by making best use of our know-how of policy development and experiences, even considering that situations are deferent among countries. - Japan will take initiative to develop common methodologies and assist emerging countries to implement them in nationally adequate ways and to establish good examples in emerging countries. 24
