2 Objective of the rehabilitation and modernization of waterway on Trans-European Transportation axis Sava River Rehabilitation and modernization of the waterway that complies with international navigability class, making Sava river a component of European waterway network, as well as part of multimodal transportation chain 2

3 Background Framework Agreement to the Sava River Basin (signed by Bosnia and Herzegovina, Republic of Croatia, Republic of Slovenia and Republic of Serbia), with the aim of establishing navigation, maintenance and marking of the navigable parts of Sava River and its tributaries, in order to regulate international navigation regime and improvement of the sustainable water management; Implementation Strategy of the Framework Agreement to the Sava River Basin, adopted by the Sava Commission (foresees activities to 2015, i.e. operational tasks for continual implementation of strategic goals); 3

4 Sava Commission s decision no. 21/09, determining that Sava river waterway will be designed for navigability class IV on section Brčko- Sisak, and for Va navigability class on section Belgrade-Brčko. Sava Commission s decision no.1/10, determining deadlines for different activities: - completion of designing documentation for works on the waterway by the end of 2012, when necessary financial resources will be provided; - commencement of works on the waterway by mid

5 Basic documents for activities on Project: Rehabilitation and modernization of waterway on Trans-European Transport axis Sava River Feasibility Study for Rehabilitation and Development of Transport and Navigation on Sava river waterway, financed through the Sava Commission by the Framework Agreement parties; Study on inter-modal transportation in Bosnia and Herzegovina (highlights importance of the river transportation along Sava river, as an important element of multimodal transportation waterways-railways-roads, emphasizing economic and ecological advantages of this transportation mode); 5

6 Performance of works on rehabilitation and modernization of the Sava river waterway as in FS Feasibility Study on rehabilitation and development of transport and navigation on Sava river waterway provided an estimate of total costs for works on a section from Sisak to Belgrade (cca 80 MEuro) Bosnia and Herzegovina s contribution for planned navigability class amounts approx. 22 MEuro (cca 30 m$) provided through the World Bank s credit. Works include: clearing and upgrade of the riverbed, bank protection, clearing of locations, laying of boulders, geotextile material. Commencement of works second half of Completion Assumption of a 30 year operational life, from 2015 to 2045 as in the FS. Benefits are generated from cost reductions for existing, diverted and generated traffic; Residual value included as a benefit: 40 percent of river works (groynes, bank protection, sills, bridge replacement and river bend improvements), excludes RIS, river markings, and demining; 6

7 Economic Appraisal Results THE PROJECT IS VIABLE All sections together are economically viable for investment. Sections 1 to 8 are economically viable for the proposed investment returning an EIRR of 15.8%, a NPV of approx. Euro 26 million, and a B/C ratio of 1.81 (sorce: WB); WB / IDA loan / M$ 30. 8 Implementation of FS: design documentation for rehabilitation and modernization of Sava river waterway Conceptual design and Environment Impact Assessment Study prepared by the Republic of Croatia, section from Sisak to Račinovci in Croatia/Brezovo Polje in Bosnia and Herzegovina. We are in the process of composing it in compliance with B&H laws; Provision of Detailed Design for the section from Sisak to Brčko (Republic of Croatia), financed from IPA funds for Republic of Croatia, in the length of 365 km (in accordance with Sava Commission decision no. 21/09 designed under properties of navigability class IV); Provision of designing documentation (including EIA) for section from Brčko to Belgrade (navigability class Va); 1,6 MEuro from IPA 2010 fund was approved to Bosnia and Herzegovina; 8

9 Framework dynamics for provision of study and designing documentation: Launching of the consultant procurement procedure 2011 (March 7, General Procurement Notice GPN was published) Provision of Environment Impact Assessment Study (EIA) Provision of Detailed Design

10 Rehabilitation and modernization of waterway on Sava River (activities on waterway marking system and RIS) B&H completed reconstruction of the waterway marking system in 2010, on a section from rkm 211 to 343 on both sides (agreement with Croatia), from rkm 178 to rkm 211 on the right side of Sava (bordering section with Serbia). Works were financed by the joint resources from the budgets of B&H, two entities and District of Brčko, in the total amount of KM; Maintenance of the marking system has been established for and (activities are ongoing); Sava Commission has financed provision of Implementation documentation for establishing the river information service on Sava river (RIS), in accordance with EU RIS Directives. 10

11 Port infrastructure development Port of Brčko Study on reforming the management system of port of Brčko from 2009 (ordered by District of Brčko), provides review of institutional framework and proposes alternatives for management structures and ownership models for Port of Brčko Public-Private Partnership; Modernization foresees: - reconstruction of the port quay; - railway access to the main railway track - procurement of modern port equipment. Planned investments from the World Bank s credit (10 M$) 11

12 Port of Šamac The Port has been privatized and it is owned by the company Balkan Steel ; Modernization foresees construction of container and bulk cargo terminal; Lack of own capital for port investments is possible to be resolved with the World Bank s credit, intended for the private sector (IFC); Potential ports: Gradiška and Brod The need to offer B&H industry alternative in river transportation, prerequisiting river port development; It is necessary to prepare Feasibility Study for construction and development of ports Gradiška and Brod, together with defining of spatial and planning documentation (it is necessary to provide 1,5 mil KM for this purpose) 12

13 CONTENTS OF THE REHABILITATION AND DEVELOPMENT PROGRAM FOR SAVA RIVER NAVIGATION Program includes following projects and project activities: A. Rehabilitation and modernization of the Sava river waterway; B. Implementation of RIS for Sava river waterway; C. Port infrastructure development; D. Development of domestic operators for navigation and maintenance of waterways; E. Legal framework and institutional development in the sector of inland navigation. 13
