7 The issues that most stakeholders mentioned in regards to problems the cluster could address: Lack of scalability in the developing phase of solutions there is a low focus on making the solution scalable in a national and international perspective Low implementation ratio of pilot projects few local projects have been lifted up to a national level Low internationalisation of Danish developed solutions 7
