3 03 Foreword Advise Educate Exercise Implement I am delighted to introduce you to the Emergency Planning College (EPC) The UK s leading organisation for multi-agency and major incident preparation. To deliver our mission of enhancing UK resilience we work with a broad spectrum of professionals from the public, private and voluntary sectors. In 2013 the number of delegates increased by 50% reflecting a high level of trust in us. This range of delegates makes for a dynamic organisation, embedded at the centre of the UK Government through the Cabinet Office s Civil Contingencies Secretariat. Our most recent, innovative projects create a coherent and structured support service for both individuals and organisations: Debate and Research - our seminars, webinars, occasional papers and guest speakers are provoking debate and promoting information sharing. Underpinned by the Knowledge Hub there is now a one stop service for professional development. Academic Accreditation - through a partnership with the University of Portsmouth you can gain credits that contribute towards academic qualifications (from degree to Masters level). Exercising - our exercising capability has been re-built and is now a flexible, innovative exercising tool. Cost effective and adaptable, it is now the exercising system responders asked for. Accessibility - we now deliver as many of our programmes off-site as we do on-site and regularly deliver training from regional centres across the UK. Partnering - we now lead on significant resilience projects in the public and private sectors through long-term partnerships that share risk and draw on a wide pool of talent too costly for one organisation to hold themselves. Cumulative Changes - E-Learning refresh, tablets in classrooms, new and revised courses, greater learner support, wider consultancy, use of virtual reality, quarterly newsletters, online bookings are all individual change projects, but cumulatively they create a cohesive service. RUSI recently wrote that the EPC was; not only desirable, but in many ways vital to the UK s ability to respond to the threats in the National Risk Register. 7 07 Academic Partnerships Exciting opportunities for personal development, the best possible learning support and value for money We now offer higher education accreditation on many of our courses through one of our two new higher education partners. University of Portsmouth This great new partnership provides a process which will enable delegates to gain accreditation points on courses studied at the EPC. Using the Accredited Prior Learning process, and subject to assessment, it is possible for you to gain up to 50% of the accreditation points required for a postgraduate diploma or full MSc programme through modules offered at the EPC. This opportunity applies to any delegates who have undertaken courses with the EPC within the last 4 years The programmes are supported by three of the University s Centres of Excellence who provide the very best knowledge and expertise and a breadth and depth of content which would be very difficult to equal. If you have completed three relevant EPC courses; these can be accredited against any of the above. Business Continuity Courses 1. Business Continuity Foundation In association with: Case Study: UK Financial Department of a Leading German Car Manufacturer We have been engaged in a programme of work to develop, deliver and embed a business continuity management system for the UK financial services department of a leading German car manufacturing company across 30 departments and three levels of management. This was designed to mitigate immediate risks and gaps with a requirement to embed arrangements into their long term plans. With a portfolio of 1 million contracts, and 600 UK based staff across two sites based around the Midlands, the geographic concentration of the business, coupled with significant growth in headcount required flexible, durable and detailed crisis management. Threat assessment, strategy, impact analyses, plans, training and exercises were delivered within cost and agreed timescales in order to establish the foundations for a long term business continuity system underpinned by proven and validated crisis management arrangements. This City & Guilds approved course provides a solid understanding of the building blocks and component parts of a robust business continuity management system, covering all 6 elements of the business continuity lifecycle. It is based on the international standard ISO22301 and the Business Continuity Institute s Good Practice Guide and you can obtain free affiliate membership of the BCI as a result of completing this course. This course is designed to meet the needs of individuals who are complete beginners to business continuity and have less than 6 months experience. I enjoyed the course and the information given was presented in a clear and professional manner. The trainer was an excellent facilitator and lecturer and her knowledge on the subject was evident. 11 11 2. Developing and Maintaining Business Continuity Plans In association with: 3. Business Continuity Institute Certificate Course and BCI Exam In association with: This City & Guilds approved course is designed for business continuity practitioners who are at the early stage, or part way through, implementation of a business continuity management system (BCMS). The course explains the integrated frameworks, processes and procedures required to develop a robust BCMS and enables you to apply this information to your own organisation. The course compares BS25999, ISO22301 and the Business Continuity Institute s Good Practice Guide. It discusses issues and hurdles, offering solutions and opportunities to support you in managing resources more effectively when they return to work. You can obtain free affiliate membership of the BCI as a result of completing this course. This course has been designed for individuals with business continuity responsibilities that are actively implementing their business continuity programme and have between 6 and 12 months experience. Beginners to business continuity are advised to complete the foundation course first. Both trainers were excellent and highly knowledgeable. I would definitely recommend them for delivery within any organisation either for teaching or solutions development. First Class! Cass Flack-Dalziel Grampian Fire And Rescue Service This is a Business Continuity Institute (BCI) course which is designed by the BCI and delivered by BCI Approved / Accredited Trainers. The course assists you in understanding the Good Practice Guide and prepares them to undertake the BCI professional exam. Both course and exam are based on the BCI Good Practice Guide Successful completion of exam entitles you to use CBCI. This training was excellent, and the trainer s depth of knowledge of the subject was extensive. Communicated in a clear manner and very informative, comparison of old and new standards extremely helpful. Debra Voller Liverpool Community Health NHS Trust 4. Business Continuity Champion Medium, large and complex organisations benefit from the introduction of business continuity champions to proactively assist with the embedding of business continuity and communication activities. This course is delivered on demand at your own premises and is tailored to your needs. It provides you with an understanding of the benefits of business continuity, takes you through your organisation s incident management and business continuity arrangements and your role as champions. By the end of this course your organisation will have a trained group of BC Champions with proven competency for their role and will bring added value to the resilience of their organisation. 12 12 Case Study: Kent County Council Kent County Council (KCC) is a top tier county council that governs the non-metropolitan county of Kent in England. It is one of the largest local authorities in England in terms of population served and the largest local authority of its type. Most district councils in the county have an Emergency Planning Officer who operates autonomously. However, the emergency planning function is overseen by a central team headed up by an Emergency Planning Manager. The Emergency Planning College worked in partnership alongside KCC to deliver responsibilities that would implement a change programme that would enable the KCC emergency response team to discharge their duties regardless of the type of incident. This included human processes and methodologies, decision-making tools, communications skills, information management systems, operations rooms, team-working, inter-agency cooperation and cultural acceptance of the nature of emergency management. The project lasted 3 years and saw a total of 480 staff trained and exercised.

13 13 Civil Protection Civil Protection is the biggest of the College s centre s of excellence. We take our delegates through a range of scenarios from identifying and assessing the risk of emergencies, through planning to deal with them, developing the capability to manage them effectively, responding to them and managing the recovery from them. Our trainers are also consultants out there in the field working with our customers, helping them build, develop and test their plans and emergency arrangements. We focus on the multi-agency approach and our portfolio ranges from important individual operating skills to the strategic management of crises and major emergencies. With some 30 courses and 20 trainers, our prospectus covers a very wide range of disciplines, and reaches right across the field of integrated emergency management. Although the college-based prospectus is the bedrock of what we do, it is very far from all that we do. We can deliver training, consultancy, exercising and assessment in places and at times of your choosing. Our services can be tailored and re-assembled - to create a bespoke package of learning that addresses your specific needs and issues in the way you want. In addition to the topics described in this brochure, we are developing a new suite of solutions in CBRN recovery and civil nuclear accident management. We also plan to add humanitarian welfare, recovery from emergencies and learning lessons from emergencies and crises. Call

14 14 Civil Protection Courses 1. Introduction to Civil Protection This 2 day course is for anyone who needs an introduction to the multi-agency approach to Integrated Emergency Management in the context of the Civil Contingencies Act (2004). By the end of this course you will be able to; define the key duties under the Civil Contingencies Act (CCA) and its associated regulations, explain the concept of Integrated Emergency Management, outline the most significant aspects of central, regional and local planning and response arrangements, describe the key considerations in relation to emergency risk management, emergency planning, information sharing, business continuity management and recovery. An excellent course. The trainer was knowledgeable and friendly. The Centre s facilities are excellent and I look forward to returning for future courses. Amy Murray Merseyside Police 2. Starting Out in Civil Protection The aim of this 5 day course is to give practitioners who are new to the business of civil protection a developed understanding of how multi-agency Integrated Emergency Management (IEM) is delivered in the UK. Delegates are given an option to sit a test at the end of the course to receive a certificate of achievement. 3. Risk Management in Civil Protection This 2 day course is ideal for anyone who needs to understand how risk assessments for emergencies and major incidents are made and used. You will learn how to apply the methodology in detail. You will also learn how to make better use of your assessments and your community risk register. You will consider good practice in risk communication to ensure your warning and informing strategy is effective. You will also finish the course with a much more sophisticated understanding of risk and assessment techniques in civil protection, and leave with an action list of ways in which you can make quick, significant and relatively easy changes that will make a real difference to the way risks are understood, presented and used by your local resilience forum. 4. Emergency Shelter and Evacuation Planning If you are responsible for any aspect of emergency shelter and evaluation plans you need to attend this 2 day course. The main aim is to assist emergency planners in preparing a set of multi-agency shelter and evacuation plans. It will extend your basic plan writing skills into this demanding area. We will be looking at the big risks that need large scale multi-agency responses and will effect large numbers of people. As such, the course will especially suit you if you already have a basic awareness of how to write emergency plans and will take you to the next level of complexity and challenge.

Exercising Emergency Plans This 2 day course is aimed at those who, in order to implement effective civil protection arrangements, have a role in developing and/or delivering training and exercising, reviewing, validating and auditing civil protection arrangements. By the end of this event you will be able to describe the purpose of training, testing and exercising in multi agency civil protection, create an exercise, describe the principles of directing an exercise, explain the principle of debriefing and write a post exercise report. An excellent course that I would thoroughly recommend, delivered extremely well and in a relaxed atmosphere conducive to good learning - overall a great programme. Andrew Park Police Scotland 6. Planning for Emergency Assistance Centres This is essential for anyone who plans for and manages emergency assistance centres. It examines how to plan for and set up a wide range of facilities including survivor reception centres, family and friends reception centres, rest centres and humanitarian assistance centres. This is core business for the local resilience community and something that has to be handled effectively. This is the best training available and, if you work in this area, you need to attend this course. The aim of this 2 day course is to enable delegates to prepare for and deliver humanitarian assistance through the provision of emergency assistance centres Subsequent attendance on the Emergency Shelter and Evacuation Planning course may be appropriate for this course. 7. Managing High Impact Weather In association with: During this course Met Office trainers will explore the impact of severe weather, and how emergency planners might prepare for such events. They will describe the role of the Met Office and its range of services that help authorities prepare for and respond to emergency incidents and long-term risks that are caused or influenced by weather and climate. Furthermore, they will explain how Responders can work with the Met Office to become more resilient in the face of severe weather and climate change. As well as drawing on case studies, this 2 day course also describes how a weather forecast is compiled and gives an overview of the functionality and use of Hazard Manager, the Met Office s interactive web portal which uses maps overlaid with weather and incident information. 8. Planning for Mass Fatalities You must attend this 2 day course if you have responsibility for planning for, and responding to, incidents involving large numbers of fatalities. Typically this brings together those from emergency services, local authorities, coroners/procurator fiscal (and staff), health services, ports, airports, transport operators, voluntary and commercial organisations. This is a multi-agency concern and this is the course that will expose you to all the challenges associated with that. 9. Preparing Emergency Plans for COMAH You should attend this 2 day course if you are responsible for writing or overseeing COMAH and Major Accident Hazard plans. This is a specialised planning course where you will learn how to write these plans, as well as assessing and improving them. It is also essential for those who design and manage exercises run under these regulatory regimes. The main aim of the course is to examine good practice in planning for COMAH related emergencies and other major industrial accident risks. Call

16 Recovering from Emergencies Recovery co-ordination and management is traditionally the domain of the local authority. However, it is a multi-agency concern and many other responders need to be aware of the challenges and be professionally equipped to support the local authority as and when needed. If you are a local authority emergency planner or a representative of any agency that might be involved in a recovery co-ordinating group, you really need to attend this 2 day course. It is the essential, definitive grounding in this complex subject. The main aim is to improve the knowledge and skills of managers in the preparation, planning and activation of the recovery phase. The trainer was brilliant - easy to talk to, friendly, knowledgeable and able to fully answer all questions. Sarah Hale Environment Agency 11. Resilient Telecommunications and Information Management for Emergency Response You should attend this if you are a chair or a member of your Local Resilience Forum Telecommunications Sub Group (TSG), or its equivalent in Scotland. Good communications are a fundamental requirement of effective response. The quality of communications is a repetitive theme in after-action reports and enquiries. This course will help you contribute decisively to your LRF ensuring you get the planning for the technical side of communications absolutely right. The aim of this 2 day course is to examine the need for interoperable and resilient telecommunications in Integrated Emergency Management. Excellent trainer, the debates around the room were controlled very well. His knowledge would appear to be limitless and was able to teach extremely well. Jamie Whitford-Robson Plymouth City Council Agency 12. Warning and Informing Developing a Communications Strategy This 2 day course is a must if you are involved in community resilience. It brings a media element into the warning and informing space so that you can develop strategies for public communication - from the basic idea to the means of getting it out there to your various audiences. The central concern is warning and informing the public through the various mechanisms available, and the course examines good practice in this area so that you have a toolkit to take back to work - a toolkit that will make a difference straight away. The course also examines how to incorporate traditional warning and informing mechanisms into a coherent and effective communications strategy. It shares concern about finding ways to increase the resilience of communities through cost-effective and information-based means.

17 Writing Contingency Plans This 2 day course is essential if you are engaged in the development and writing of contingency plans for your organisation. It is learner-focused and follows a work-book approach. To get the best value out of college-based time, it includes exercises that use your own plans and documents. It gives a wider context to local planning, through an understanding of the national risk picture, resilience planning assumptions and the resilience agenda. You will leave with a well-developed plan template as well as an understanding of how planning needs to be an integrated part of a wider resilience and preparedness effort. 14. Emergency Control Centre Operations This 2 day course is a must if you have been nominated for a role in your control centre. If the information management staff don t get it right, the decision-makers will probably get it wrong. You will learn to manage large volumes of complex information efficiently. You will practice doing this in ways that effectively support the decision-making teams who depend on you for organised, analytical presentations of the information picture knowing what is going on, what it means and what it might mean through shared situational awareness. The trainer has an excellent personal style and possesses vital practical experience through live incidents and exercising, which brings the required level of credibility to this course. Eric Mirfin South Yorkshire Police 15. Tactical Emergency Management This is a particularly dynamic subject area that includes in-depth case studies and first-hand experience of emergency management and provides you with a technical understanding of the challenges and demands placed on tactical managers. This 2 day course will particularly those from local authorities and other agencies whose role is to represent their organisation at the tactical level of multi-agency emergency management. The trainer was a highly effective facilitator, providing plenty of real life examples of incidents and events he had dealt with. The pace of the course was just right, with a good mix of presentations, group discussions and plenty of short breaks to maintain attention. Clive Exton BAA 16. Managing Your Reputation in a Media Crisis If you are concerned about your organisation s reputation coming under attack and the damage this can cause in the event of a crisis, then your staff need this training. A highly practical 1 day course that will equip your spokespeople with the skills and knowledge they need to engage effectively with the media in a way that protects one of your organisation s most vital asset - it s good name. Call

18 Communicating with the Public in a Digital Age Social media is now part of the main fabric of communications. News of major events breaks first on Twitter. Radio and television stations use social media to enhance their news coverage and capture public opinion. So, how should emergency managers react? How can they mobilise the extraordinary reach of social networks to deliver a more effective response? This 2 day course combines cutting-edge case studies, good practice examples and current developments in all aspects of media communication - convention and social. It will examine the challenges facing emergency management and communication professionals and provide them with solutions. 18. Community Resilience: Children and Schools This 1 day course explores ways of promoting community resilience by engaging children in schools in the resilience message. It focuses on low-cost ways in which you can make a difference to community resilience inways that will really pay off. This results in communities that are better informed, better able to absorb the shock of emergencies and better able to look after themselves, their families and their neighbours. It also deals with making schools more resilient, and more confident in their ability to support their children and their community when emergencies strike. 19. Emergency Management in Higher Education Institutes This 2 day course is for staff within Universities and other Higher Education Institutes who have management or executive responsibility for pre-emergency risk assessment, emergency planning, and business continuity. The main aim of this course is to introduce you to the principles of emergency planning and response and will assist you with the development of resilience within your own institution. 20. Introduction to Passenger Transport Emergencies This 2 day course is a must for front-line managers and staff who work in the passenger transport sector, particularly those employed by light/heavy rail and bus/coach operators. It should also be of interest to any emergency planning and management professional. Considering the number of risks associate with transport in your community risk register and the number of UK disasters which have been transport accidents, it is easy to see how such accidents can also become mass fatality incidents. This underlines the importance of multi-agency shared understanding of the challenges associated with these risks and the mechanisms in place to cope with them. This course aims to raise the professional competence of people engaged in the planning for, response to, and the management of passenger transport emergency incidents. 21. Strategic Management of Passenger Transport Emergencies This 2 day course is for middle and senior managers who work in the passenger transport sector, particularly those in light/heavy rail and bus/coach operations. They should attend this course as an essential part of their continuous professional development. However, this is also a multi-agency concern and should also be of interest to any senior emergency planner or responder. 22. Managing for Energy Resilience Think about how much depends on electricity, and what your challenges as a planner and responder would be if the service was cut for a significant length of time? Then ask yourself how much you really know about the electricity system and reflect on this chance to learn a lot more.

19 19 Strategic Training: 1. Strategic Emergency Crisis Management: The challenges presented on this 2 day course will appeal to strategic thinkers, even if they have relatively little experience of civil protection. It is primarily designed for those working in organisations, such as local authorities and other agencies, that do not have a bespoke internal programme of strategic emergency management training. However, those that do have their own programmes may wish to send delegates to experience the multi-agency dimension. You should have, or be aspiring to, a role at the local strategic level of emergency management. This course aims to prepare you for emergency management activity at the local strategic level. It provides the ideal opportunity for you to acquire and practice decision-making skills and competences before participating in team exercises. The next stage of training would be participation in an exercise. 2. Chief Executives: Your Role in Civil Protection Being able to share real experiences was invaluable. Not only was the trainer able to talk about his experience but really knew the subject well. Alan Palmer London Ambulance Service This interactive course, designed specifically with the requirements of the local authority chief executive in mind, will give you a strategic overview of civil protection as well as a clear understanding of how you can guide your organisation towards resilience. Elected Members : Your Role in Civil Protection This course is designed for elected members of local authorities in the UK (particularly those who are engaged in civil protection matters). This training is often delivered at clients own venues on a date that suits Council Members and is delivered as a bespoke event tailored to the local authority s specific needs. 4. Strategic Risk Management You should attend this course if you have managerial and executive responsibility for your organisation s emergency preparedness. This 2 day course is exclusively about civil protection risks but it does not include detail on how to do the assessments or maintain the community risk register. It is assumed that you understand how this is done. Instead, the focus is on understanding (in a socio-technical systems approach) how risks present and what challenges they produce for the strategic manager. It is an intellectually demanding course taught at postgraduate level. 20 20 Case Study: London Olympics 2012 The EPC embedded a wide range of subject matter experts in London and the regions to support training, planning and validation of venue and event plans. In the later stages we acted as a critical friend to test plans prior to games time and ran 14 text exercises at each venue to meet International Committee Standards. Our aim was to support the business continuity, crowd safety and testing requirements to enable London 2012 to be Games fit. The Olympic Delivery Authority required a combination of pre-planned and responsive support for its preparation and validation program. This involved preparing over 2,000 dedicated emergency response staff at 14 venues across the nation. Overall 25 dedicated EPC staff were employed in a wide range of tasks including the development of a trainer programme to rapidly cascade skills. Our staff became indispensable and some were embedded during games time at the velodrome, some organised the torch relay and others acted as venue safety officers.
