2 OVERVIEW The National Safety and Risk Management Diploma Series New Zealand is a world leader in aviation safety and risk management. The National Safety and Risk Management Diploma Series has been developed in consultation with the aviation industry and the national aviation regulator, the Civil Aviation Authority of New Zealand (CAANZ) to support aviation organisations in managing their safety management systems and business risk. THIS DIPLOMA SERIES CONSISTS OF THREE SPECIFIC QUALIFICATIONS, WHICH ARE: N National Diploma in Aviation (Regulatory Oversight & Governance) N National Diploma in Aviation (Risk Management) N National Diploma in Aviation (Safety Management Systems) These diplomas will provide the New Zealand aviation industry with the knowledge and skills to implement world-class governance, risk, and safety management standards. All three diplomas are quality assured by the New Zealand Qualifications Authority and registered on the New Zealand Qualifications Framework (at Level 5). The content of each diploma has been purposely developed in collaboration with industry and regulatory bodies in aviation, to ensure they address the specific training needs of New Zealand aviation and cater to the full spectrum of industry needs from large airlines to small general aviation operators, airports, maintenance organisations, sport and recreation activities through to Defence activities.

The development of all three diplomas has been a collaborative effort between four partners: the Aviation, Tourism and Travel Training Organisation (ATTTO), Aerosafe Risk Management, the Civil Aviation Authority of New Zealand (CAANZ), and the Aviation Industry Association (AIA). These alliance partners have worked together to shape the content of each individual diploma as they sit within a national training framework. Each key partner has contributed to ensure that a broad range of needs across their respective sectors has been captured and incorporated into the three qualifications. This partnership has also utilised consistent language, approaches and methodologies to ensure that this National Diploma Series in safety and risk management can set the industry benchmark in this field nationally and internationally. 4 DIPLOMA REGULATORY OVERSIGHT & GOVERNANCE DIPLOMA OVERVIEW The National Diploma in Regulatory Oversight and Governance is designed for senior leaders who have responsibility for developing and implementing the oversight and governance function of the industry and aviation organisations. Based on the principles of corporate governance, compliance, risk management, assurance and quality management, this diploma is the first of its kind to equip the Regulator and industry leaders alike with the common skills and knowledge in this domain. This qualification provides practical guidance to introduce emerging concepts in effective oversight, governance, corporate responsibility and focuses on developing a positive and just culture in the aviation industry. The program enables candidates to establish and enhance organisational frameworks and standards for oversight and governance based on a comprehensive understanding of the regulatory structure. WHO IS THIS COURSE FOR? This program is designed for industry leaders including: Board Members Chief Executive Officers WHAT S INVOLVED IN THIS DIPLOMA? To achieve this Diploma (Level 5) trainees must achieve eight Unit Standards comprising of five core and three electives. The program enables candidates to establish and enhance organisational frameworks and standards for oversight and governance based on a comprehensive understanding of the regulatory structure. COURSE DELIVERY AND ASSESSMENT This course is delivered in two modes: N Executive Leadership Program: Hosted by the CAA, ATTTO, AIA and Aerosafe this executive leadership program invites industry leaders to study alongside other leaders via a dedicated training program over a two year period. With a suite of presenters drawn from industry experts, senior professionals and industry speakers in the field, this structured executive program provides an amazing learning environment for the busy professional. With four three-day residential modules delivered six months apart, this program provides the added benefit of information exchange, networking, sharing of practices and organisational benchmarking among each leadership cohort. N Client Based Delivery: This program is designed for regulators, government agencies and Boards of Directors and, as such, can be delivered as an in-house training program. Selection and customisation of the training modules enables organisations to use this training program as an opportunity to establish or embed governance and oversight practices internally. EDUCATIONAL OUTCOMES Qualified trainees will have an appreciation of the role and function of governance and how to implement effective governance frameworks and systems. Trainees will be able to conduct regulatory activities and be aware of regulatory compliance requirements, with an increased understanding and appreciation of the role of the aviation Regulator and best practice techniques for oversight. The core modules of this diploma focus on establishing foundational understanding and skills in the areas of governance standards and practices, regulatory frameworks, risk management practice, corporate governance, quality management, change management, strategic leadership and cultural development.
6 DIPLOMA DIPLOMA OVERVIEW The National Diploma in Risk Management is designed to introduce the concepts, principles, processes and practices for the management of risk in an array of applications. Utilising the concepts and processes defined in the International Standard Organisation ISO31000:2009 Risk Management Principles and Guidelines, this program equips trainees with the ability to manage risk in any aviation organisation, at any level. All businesses, operational and organisational activities involve some level of risk. Through a systematic application of structured risk management processes, key areas of growth and change can be effectively managed, enabling organisations to achieve their objectives. This National Diploma enables trainees to develop risk management plans and establish frameworks for managing risk at both the enterprise (business) and operational level. WHO IS THIS COURSE FOR? Risk management is applicable in many areas of aviation and defence activities. This Diploma has been designed for those who are looking to develop advanced skills in risk management planning, are responsible for establishing risk management practices within their organisations or for those groups or organisations who want to develop their internal risk culture. WHAT S INVOLVED IN THIS DIPLOMA? To achieve this Diploma (Level 5) trainees must achieve eight core Unit Standards. This Diploma covers the following training modules: This course is designed for organisations or industry groups who are looking to: Achieve cultural development or change Adopt risk management practices across the organisation or sector MODULE 1 MODULE 2 VENTURE MODULE 3 OPERATIONAL MODULE 4 ENTERPRISE MODULE 5* SPECIAL APPLICATIONS Build on an existing mature safety management system Embed and implement internal risk management practices at a customised level Up-skill an internal team of key staff, managers or project personnel in risk management * This module includes risk management application in safety management systems, security management systems, project management and environmental management. This module is aligned with the Safety Management Systems module within the Diplomas of Regulatory Oversight & Governance and Safety Management Systems.
7 NATIONAL DIPLOMA IN The National Diploma in Risk Management enables trainees to develop risk management plans and establish frameworks for managing risk at both the enterprise (business) and operational level. COURSE DELIVERY AND ASSESSMENT This course is delivered in two modes: N Client Based Delivery: This program is designed to be delivered to a team of people within an organisation or industry group who wish to design, develop and implement risk management practices into their everyday business, management and operational planning processes. This vocational based program is ideal for introducing practices and up-skilling a group of planners, managers or leaders collectively. The schedule and location of delivery is determined by the client group and caters for the group s needs. Selection and customisation of the training materials, examples and workplace based assessment is also included in this mode of delivery. N Distance Learning: This program will be made available via distance education in the future. EDUCATIONAL OUTCOMES Upon the completion of this Diploma program, the trainee will be able to successfully undertake risk management planning at the business, project and operational level. The trainee will also be able to prepare and facilitate risk management planning within the organisation on key areas of growth and change such as introducing a new aircraft type into service, organisational restructures, opening a new base, initiating a new contract, introducing new technology or managing new or complex projects. 8 DIPLOMA SAFETY SYSTEMS DIPLOMA OVERVIEW The introduction of Safety Management Systems (SMS) has been recognised by the International Civil Aviation Organisation as an effective way to strengthen internal safety oversight and safety assurance. A safety management system has been dubbed by many as a business-like approach to managing safety with explicit, comprehensive processes. A safety management system has a number of distinct components: the proactive component risk management, an analysis component accident and incident reporting, analysis and investigation, an accountability framework and a means to communicate this information around the organisation to enhance the overall safety culture. The National Diploma in Safety Management Systems is designed to provide trainees with the core SMS body of knowledge as well as teaching trainees how to design, develop and effectively implement these practices across their organisation over the course of the program. This inventive combination of formal education with a practical coaching program through the SMS Incubato r equips trainees with a solution for SMS implementation that provides more sustainable outcomes than what is achieved through engaging an external consultant. WHO IS THIS COURSE FOR? This Diploma is primarily for safety, risk and quality professionals who are responsible for developing, implementing or administering the organisation s safety management system. In addition, the program is excellent for those who are starting out in this field of SMS and are interested in adding SMS to their professional industry skills and qualifications. This Diploma has been designed for: Air Operator Certificate Holders WHAT S INVOLVED IN THIS DIPLOMA? To achieve this Diploma (Level 5) trainees must achieve eight Unit Standards comprising of six core and two electives. Delivered through the unrivaled SMS Incubator program trainees over a two year period will develop the skills, knowledge and practical experience in setting up or enhancing their own organisational SMS. This Diploma covers the following training modules: Cultural change drivers Risk Managers Safety Managers MODULE 1 MODULE 2 SAFETY SYSTEMS MODULE 3 SMS IMPLEMENTATION MODULE 4 SAFETY ASSURANCE MODULE 5 CULTURAL DEVELOPMENT Senior Operational Staff Those responsible for SMS implementation Quality Managers
9 SAFETY SYSTEMS KNOW YOUR BUSINESS. MANAGE YOUR. The National Diploma in Safety Management Systems will provide trainees with the skills to design, develop and effectively implement the core SMS body of knowledge across their organisation. COURSE DELIVERY AND ASSESSMENT This course is delivered as a structured education and training program via the SMS Incubator program. The SMS Incubator adopts a blended delivery model of classroom based training, distance modules and workplace based projects. Access to the SMS Incubator program is via enrolment in the Diploma of Safety Management Systems which then allows trainees on this program participation in the following three educational activities: N Face to Face Training Modules: Trainees complete three face to face training modules available exclusively through the AIA Training Week Program. These modules are offered three times per year and study is undertaken with a composite class of personnel from industry, the Regulator and academia. Two of the three modules are common to three Diplomas in the National Diploma Series. N SMS Coaching Program: Modelled off Aerosafe s Aviation Safety Network Program, the SMS coaching program brings together trainees on a monthly basis to participate in web based tutorials. Trainees can participate in these tutorials from the comfort of their home or office and only need access to the internet and telephone. This structured program of coaching walks trainees through the journey of SMS development, implementation and roll out within their own organisations while sharing practices with others on the journey. Each intake on the SMS Incubator program is assigned an SMS Coach for the duration of the program. This Coach is available to provide support, advice and review of trainee project work during the program. The SMS Incubator is supported by the infrastructure of the Aerosafe ASN Operations Support Centre which is available 24/7 to trainees. N Workplace Application: All trainees will undertake a workplace based activity to develop, introduce or enhance the organisation s SMS during the duration of the Diploma program. EDUCATIONAL OUTCOMES Upon completion of the Diploma Program, the trainee will possess a broad range of knowledge and skills in SMS including the principles of SMS, the evaluation of existing SMS practices, the implementation or enhancement of SMS and the ongoing maintenance of SMS activities, systems and practices.

As the provider of industry leadership in the areas of workforce and skills development, ATTTO works with employers, training providers, trainees and trainers to develop and facilitate high quality industry training. ATTTO s qualifications specialists have managed the registration and accreditation of these Diplomas, working with the New Zealand Qualifications Authority to ensure they meet standards for nationally recognised, industry endorsed qualifications.
