3 Recycling and Waste Management Code of Practice The need for this Code The University generates large amounts of waste (in excess of 1,000 tonnes over the academic year ). The disposal of waste has an array of environmental impacts and to minimise those we need to reduce the amount we generate, reuse when possible, recycle, and use landfill only as a last resort. As well as being more resource efficient and avoid waste going to landfill, we need to ensure the University is legally compliant when dealing and disposing of its waste and seek value for money. Government recognises landfill is an unsustainable practice, has escalated the cost of landfill disposal year on year as a deterrent, and has made the use of the Waste Hierarchy a requirement for businesses (see Figure 1). The Waste Hierarchy (DEFRA) The Environment Agency enforces legislation on the transfer of all wastes and has the power to prosecute non-compliant organisations. Specific requirements apply to hazardous waste (such as chemicals, batteries, electrical and electronic equipment), clinical and hygienic waste. It is University policy to: Aim for zero-waste to landfill. Segregate waste and follow DEFRA s Waste Hierarchy at all time. Maintain an up-to-date, online University Recycling and Waste Directory. The Estates Department has overarching responsibility for waste management, control of waste contractors and the procurement of bins. It is University practice that: Only waste contractors approved and controlled by the Estates Department are used by departments. Waste transfer documentation is retained by the responsible departments or individuals in line with University and the Estates Department procedures. Faculties must arrange for the disposal of large amounts of waste through the Estates Helpdesk, including booking skips (the cost will be recharged). If there is any doubt, please estates.helpdesk@port.ac.uk or telephone extension Who needs to recycle and manage waste? All staff, students and visitors shall follow this Code to reduce wastes generated and increase the use of the recycling facilities provided. Use only waste containers and contractors tendered by the Estates Department to ensure legal compliance, secure disposal (data protection) and value for money. All contractors and suppliers shall follow this Code and remove waste from University premises responsibly. Only use licenced waste carriers and provide waste transfer documentation. Weight data will be requested for all waste contracts and building contracts over 300,000 in value. It is an offence to leave or dump your waste anywhere on University premises. 5 Staff in offices All general office waste must be segregated in accordance with the latest information available to staff. Recycling is always the default option. All general office waste should be placed in office recycling bins with the exception of food, liquids and waste containing hazardous materials. Food waste must be placed in the food waste caddies located in kitchens. After events, speak to your caretaker if you have large amounts of food leftover. Talk to your caretaker for disposal of office waste containing hazardous materials. Your department purchasing staff can arrange recycling of toners and printer cartridges. It is the responsibility of staff to manage their waste according to the online Recycling and Waste Directory, which can be found at To encourage waste segregation and increase recycling small desk-side office bins are only permitted in individual offices. Cleaners will not empty any desk-side bins or provide liners, they are for recycling and it is the responsibility of staff to empty into the nearest large recycling bin (grey body/green lid). It is University policy for all departments and staff to: Follow the University online Recycling and Waste Directory. Use recycling bins approved and sourced by Estates Department. Place recycling and general waste bins in public areas (e.g. building lobbies), so as to optimise recycling rates. Practice It is University practice for all staff to segregate all their waste and use the recycling facilities provided. Currently these categories include: General office waste (recycling bin) Food waste (Kitchen caddy) Office batteries (Battery bucket)* Furniture, fridges, electrical and electronic equipment (use Redundant Equipment form) Small hazardous waste (caretakers for aerosols marked as hazardous, adhesives)** Toners and inkjet cartridges (through your department purchasing staff) Confidential waste paper * For larger batteries speak to your caretaker. **For more details please refer to the Recycling and Waste Directory. Departments disposing of large volumes of waste or creating waste through contracts It is University policy for departments to: Consult the Estates Helpdesk if a large amount of waste has to be disposed of. Arrange for the booking and delivery of waste skips exclusively through the Estates Helpdesk (costs will be recharged). Consult with the Environment Team. Suppliers are not permitted to use University waste facilities. UNIVERSITY OF PORTSMOUTH RECYCLING AND WASTE MANAGEMENT CODE OF PRACTICE JANUARY
6 Departments dealing with hazardous waste Hazardous waste streams Specific requirements apply to the disposal of chemicals, clinical waste, oils, and electronic and electrical equipment (WEEE) amongst others. These are all classed as hazardous waste and must be treated separately. Please refer to your Departmental/School/Faculty waste management procedures for guidance. If in doubt please contact the Estates Department, Environment Team. It is University policy for Departments to: Follow the University online Recycling and Waste Directory. Only use waste contractors approved by Estates Department. Comply with the Duty of Care regulations and all other waste legislation at all times. Internally audit their waste management activities for legal compliance and best practice. Practice It is University practice for Departments to: Make sure Estates Department is consulted if any changes occur in the type of hazardous waste generated, the staff dealing with disposal, or if issues are encountered with waste contractors. Follow the University, Estates Department and departmental procedures in dealing with waste. For designated staff to receive adequate training and be made aware of their responsibilities for record keeping in line with University procedures. Hazardous waste registered buildings/locations Buildings/locations which generate over 500kg of hazardous waste per year must be registered with the Environment Agency. The Environmental Team in Estates is responsible for registering the following buildings/locations: St Michael s Building William Beatty (Dental Academy) Port Royal Street Depot Durham Street Store Ravelin recycling compound Langstone Student Village Margaret Rule Store Harry Law Hall Rees Hall Caretakers Caretakers have an important role in promoting recycling in their buildings and helping staff and departments to dispose of their waste responsibly. They are able to advise on how to deal with waste and can arrange disposal for: redundant equipment/furniture office batteries small hazardous items (such as non-domestic aerosols, part-full paint or any materials contaminated with oil). 6 RECYCLING AND WASTE MANAGEMENT CODE OF PRACTICE JANUARY 2013 UNIVERSITY OF PORTSMOUTH
7 Catering kitchens Catering kitchens segregate mixed dry recycling and food waste for recycling. Recycling should be free of food contamination as far as practical and contained in clear bin liners before being placed in external Greenspace bins. Food waste is contained in biodegradable food waste bin liners, before being placed in external red food waste wheelie bins for recycling. It is University policy for catering staff to: Follow the online Recycling and Waste Directory. Only use the waste contractor and containers approved by Estates Department. Comply with the Duty of Care regulations and all other waste legislation at all time. For hazardous waste such as fridges, cookers, lamps, make sure to use the facilities provided and described on the Recycling and Waste Directory. Students in Halls of Residence Recycling bins are provided in kitchens where practicable. Please follow the guidance and recycle all the materials you can in line with the latest recycling information available. It is University policy for students to: Use the recycling facilities provided. Follow Halls recycling guidance. Practice It is University practice for students to: Use clear bin liners for recycling and place in the external Greenspace bins. Use black bin liners for non-recyclable waste and place in the external purple bins. Unwanted electronic and electrical items are hazardous waste and must be recycled separately; speak to your halls reception for guidance. At the end of term follow your Halls recycling advice, use the recycling facilities provided for unwanted kitchen cutlery, clothing etc. UNIVERSITY OF PORTSMOUTH RECYCLING AND WASTE MANAGEMENT CODE OF PRACTICE JANUARY
8 Estates Department The construction, refurbishment and maintenance work of project teams within Estates generate a wide variety of wastes. Please refer to the Contractors Waste Procedure and note that contractors are not permitted to use University recycling or waste disposal facilities. It is University policy to: Comply with the waste duty of care regulations. Produce Site Waste Management Plans for construction projects over 300,000. Use licenced waste carriers approved by the Environment Team. Practice It is University practice for: External contractors to: Be responsible for their own waste. Provide Waste Carriers Licences. Provide waste transfer notes. Provide waste weight data for construction projects over 300,000. Project managers to: Request contractors Waste Carriers Licences. Obtain waste transfer notes. Obtain project waste weight data for construction projects over 300,000. Internal works maintenance teams to use the following recycling facilities: Segregate all waste as far as possible. Lights and lamps to be taken to the lamp recycling container at Port Royal. Electrical and electronic equipment waste (WEEE) to be taken to the following registered storage facilities: Small WEEE container Ravelin recycling compound Bulky WEEE on pallets Ravelin recycling compound Halls domestic WEEE waste Langstone Student Village Batteries to be taken to Port Royal depot stores or Ravelin recycling compound The recycling bays at Ravelin recycling compound to be used for waste segregation (currently metal, cardboard, wood etc). Contractors and suppliers It is University policy that all contractors and suppliers are responsible for their waste. A charge will be made if contractor or supplier waste is found dumped in University waste facilities and a decision will be made whether to inform the Environment Agency of the incident. It is University policy for: Contractors to remove all waste produced in the undertaking of contracted work from University premises in line with the Contractors Waste Procedure. To be aware and adhere with the Contractors Waste Procedure. Contractors to complete the Health, Safety and Environment Contractors questionnaire. Contractors found dumping/leaving waste to be in breach of their contract. Only waste contractors authorised by Estates Department to be allowed to remove waste from University premises. Practice It is University practice that: The cost of removing suppliers/contractors dumped waste will be recovered.
