6 INTRODUCTION Part One General Information These Guidelines contain information about funding offered by Arts NSW through the Arts and Cultural Development Program (ACDP). The ACDP provides a range of funding opportunities for NSW arts and cultural organisations and NSW based professional artists and arts/cultural workers across artforms and disciplines. The ACDP has replaced the former Arts Funding Program (AFP) and introduces several changes, including to categories which were previously available under the AFP. Whether you are a first-time applicant or have previous experience applying for funding with Arts NSW, you will find important information to assist you with your application within these pages. 7 PRIORITY AREAS AND POLICY DIRECTIONS NSW 2021: A Plan to Make NSW Number One outlines the NSW Government s agenda and guides the Government s decision making. NSW 2021 recognises that arts and culture play an invaluable role in strengthening communities, particularly in regional areas, through engaging and connecting people, and by facilitating interaction and collaboration that allows arts and creative businesses to develop. It also recognises the significant contribution of the digital and visitor economy to NSW, including cultural tourism. Support for arts and culture in NSW is important for boosting growth and creating vibrant and liveable centres. The ACDP represents a renewal and re-thinking of the NSW Government s support for arts and culture. We will be seeking to fund projects and programs that are capable of creating the greatest impact and value. The ACDP is guided by three major objectives: A creative and vibrant NSW arts and cultural sector renowned for excellence and innovation (Quality) We address the notion of quality within our arts and cultural sector through a focus on creativity, vibrancy, excellence and innovation in our decision making across all artforms and cultural collections. By seeking out and supporting these qualities we will foster an ambitious, contemporary and progressive sector that is inspired locally, but has national and international appeal. State-wide engagement with diverse audiences and communities (Reach) We want everyone in NSW enjoying the benefits that come from experiencing and participating in arts and culture. The ACDP aims to make projects and programs accessible. Of particular importance are programs and projects that focus on: people living and/or working in Regional NSW people living and/or working in Western Sydney Aboriginal people (see the Aboriginal Arts and Cultural Strategy) people from culturally and linguistically diverse (CaLD) backgrounds young people people with disability A resilient NSW arts and cultural sector (Health) We want to continue to build on the expertise and creativity active in our arts and cultural organisations. So we will be working to increase their resilience through the exploration of new working methods and new income streams. Building resilience will ensure continuity, and through that continuity we can be sure of maintaining the high quality of NSW arts experiences and cultural activities. NSW ARTS AND CULTURAL POLICY The NSW Government is developing a NSW Arts and Cultural Policy (the Policy) as a key commitment under Goal 27 of NSW 2021: A Plan to Make NSW Number One. The Policy will provide a vision and 10-year strategy for NSW Government engagement with the arts and cultural sector in NSW. The Policy is being developed during 2014 and will identify topics and directions to inform future priorities under the ACDP and provide direction for the Strategic Fund. Public and sector consultation on a Discussion Paper: Framing the Future Developing an arts and cultural policy for NSW was undertaken in late The consultation engaged over 200 people in facilitated forums across the State and attracted 130 written submissions. 2 3

Before you begin your application read through these Guidelines to check: the most suitable category to apply to eligibility requirements for your chosen category application closing dates assessment criteria Need advice? Arts NSW staff are happy to provide advice on interpreting these Guidelines and on the types of activities that are relevant to each funding category. You can contact us between 9am and 5pm (Monday to Friday). See Part Five for staff contact details. You may also find it useful to come to an Arts NSW funding information session. 9 PROGRAM FUNDING PROJECTS ANNUAL PROGRAM MULTIYEAR PROGRAM ANNUAL PROGRAM Annual Program funding contributes to an organisation s costs of delivering its annual program of arts and cultural activities. Funding can contribute to any aspect of the program. An annual program consists of multiple arts and cultural activities delivered throughout the calendar year. Program funding is available to NSW based organisations towards the costs of delivering arts and cultural programs on an annual or multiyear basis. There are three Program funding categories: Annual Multiyear - Category A (3 years) - Category B (3 years) Service Organisations (1 or 3 years) Program funding is also available by invitation on a negotiated basis to the State Significant Organisations (Carriageworks, Museum of Contemporary Art Australia) and Key Festivals (Sydney Festival, Sydney Writers Festival, Biennale of Sydney). Arts NSW also supports 11 Major Performing Arts organisations in partnership with the Australian Government through the National Framework for Governments Support of the Major Performing Arts Sector, and several NSW based visual arts organisations through the Visual Arts and Craft Strategy in partnership with the Australian Government. Program funding is a contribution towards an organisation s costs of delivering its annual program of arts and cultural activities Objectives Sustainable arts and cultural organisations and infrastructure Improved arts and cultural quality, innovation, excellence and development across NSW Employment and development of NSW professional artists and arts/cultural workers Increased access by, and engagement with, diverse artists and audiences Best practice governance and financial management Who can apply? Organisations that received 2014 Annual Program funding from Arts NSW with a minimum annual income of $50,000* Organisations with a history of 3 Arts NSW grants in 3 of the last 5 years (at the time of application) AND a minimum annual income of $50,000* Local government authorities may submit one application for each eligible business unit. Income requirements are based on the annual income of each separate business unit. Organisations must meet the General and Special Eligibility requirements, including delivering activities that engage with at least one ACDP priority area (see Part Three below). Closing date Monday, 30 June 2014 Funding range Minimum: $10,000; Maximum: $150,000 6 * Including Arts NSW funding 7

Complete and submit the Annual Program Application Form available through the Apply Online page of the Arts NSW website. MULTIYEAR PROGRAM Multiyear Program funding is for arts and cultural organisations that are central to the cultural life of NSW. Funding contributes towards an organisation s costs of delivering its annual program of arts and cultural activities over multiple years. The Multiyear funding categories will open in 2015 for funding commencing in Objectives Vibrant and sustainable arts and cultural organisations that are leaders or emerging leaders in arts and cultural development in NSW Artistic and/or cultural innovation, excellence and development activity across NSW Long term access by and engagement with diverse artists and audiences, including in priority areas Employment and development of NSW professional artists and arts/cultural workers Best practice governance and financial management Multiyear Program funding is open for applications every 3 years. CATEGORY A Category A Multiyear Program funding is available from 2016 to organisations that are leaders or emerging leaders in arts and cultural production and development in NSW. Who can apply? Organisations in receipt of 2014 Multiyear Program funding with an annual income of $100,000 to $1,000,000* can apply in 2015 without completing an Expression of Interest (EoI) Organisations with a history of 3 consecutive years of Arts NSW Annual Program funding at the time of application AND an annual income of $100,000 to $1,000,000* are eligible to submit an EoI in Organisations successful through the EoI process will be invited to submit a Category A application in 2015 Karla Dickens, A Common Pain 2013, vintage prayer book, echidna quills, snake skin and raffia. Local government authorities may submit one application for each eligible business unit. Closing dates Expressions of Interest: EoIs must be submitted together with an Annual Program funding application by Monday, 30 June 2014 (see Annual Program above). Applications: open in 2015 for funding from 2016 Funding range Minimum: $50,000; Maximum: $350,000 Term 3 years Assessment Expressions of Interest are submitted as part of an Annual Program funding application (see Annual Program above). EoI applicants that best meet the objectives and assessment criteria for Multiyear Program funding will be approved to submit an application for Category A Multiyear Program funding in Approval to submit a Category A application does not guarantee that the application will be successful. Information required as part of the EoI includes: an outline of your organisation s artistic, operational and financial goals for the next 3 years (you may attach your current business plan if you have one) information on your management and governance structure your most recent audited financial statement your most recent annual report (if produced) Multiyear Program applications will be assessed by a peer panel against the General Assessment Criteria: Artistic and Cultural Merit (Quality) Engagement and Participation (Reach) Viability (Health) Budget (Health) See Part Three below for further information on assessment criteria and the assessment process. CATEGORY B Category B Multiyear Program funding is available from 2016 to organisations that are leaders in arts and cultural production and development in NSW. Who can apply? SERVICE ORGANISATIONS Service Organisation funding is available on an annual and multiyear basis to organisations whose primary purpose is providing services to members of the arts and cultural sector in NSW. Organisations predominantly delivering curated arts and cultural programs should apply through the Annual or Category A or B programs above. Applications are currently open for Service Organisations seeking annual funding for Multiyear Service Organisations funding will open in 2015 for funding commencing from 2016, and will reopen every 3 years. Objectives Delivery of expertise, key services and critical functions to the NSW arts and cultural sector, particularly in priority areas Capacity building through the delivery of relevant programs and activities to the NSW arts and cultural sector Stimulation of arts and cultural development across NSW, including through the delivery of small grants programs Provision of timely and relevant advice and information to Government and the sector Research, data collection and analysis of emerging trends and arts and cultural sector issues Who can apply? Organisations that are dedicated to providing expertise, key services and critical functions to members of the arts and cultural sector in NSW Organisations with an annual income of $100,000* or more may apply for multiyear funding (up to 3 years). Organisations with an annual income of under $100,000* may apply for annual funding Regional Arts Board (RAB) funding is available through the ACDP Strategic Fund and is negotiated directly with Arts NSW. RABs are not eligible for funding through this category. Service Organisations must meet the General and Special Eligibility requirements, including delivering activities that engage with at least one ACDP priority area (see Part Three below). 12 * Including Arts NSW funding 13

13 Closing dates Service Organisations (annual): Monday, 30 June 2014 Service Organisations (multiyear): opens in 2015 for funding commencing from 2016 Funding range No limit Term 1 or 3 years Assessment Applications will be assessed by a peer panel which includes Arts NSW representatives against the following criteria: Artform and Sector Development (Quality) - delivering activities and/or services that are timely and relevant to the broader artform/discipline or cultural practice - a high level of significance to the arts and/or cultural sector within the local region or State - strong expertise and understanding of the range of issues within the organisation s area of relevance Engagement and Participation (Reach) - a good understanding of the needs and expectations of the targeted NSW community and how to meet those needs through its activities - capacity building within the arts and/or cultural sector in NSW - collection of relevant data, and consultation with targeted communities - services to the arts and/or cultural sector at appropriate rates (where relevant) - a strong track record in working with ACDP priority communities (including new priorities from the forthcoming Arts & Cultural Policy) Viability (Health) - see General Assessment Criteria Budget (Health) - see General Assessment Criteria See Part Three below for further information on assessment criteria and the assessment process. Successful applicants will negotiate key performance indicators with Arts NSW against the required outcome areas (Artform/ Sector Development, Engagement and Participation and Governance and Financial). Service Organisations will attend biannual meetings with Arts NSW to report on progress against KPIs and outcomes. 15 18 PROJECT FUNDING Project funding supports innovation, vibrancy and creativity within the NSW arts and cultural sector. Funding is available for arts and cultural activities and events, and for professional development opportunities. In addition to the General Eligibility requirements, some Project categories have Special Eligibility requirements (see Part Three below). Read each Project funding category carefully before completing your application. The ACDP Project funding categories are: Artist Support Arts & Cultural Projects Performing Arts Touring Regional Partnerships Regional Capital ARTIST SUPPORT Artist Support funding is available to professional artists and arts/cultural workers to support skills development, to take up outstanding opportunities of significance to their practice, to develop markets or engage with new technologies. Activities could include: professional and skills development, including mentorships, residencies and secondments research for a creative/cultural project that develops and engages with new technologies an outstanding arts and cultural opportunity, including: - performing or presenting a work at a nationally or internationally recognised festival, industry event, curated season of works, or exhibition - presenting a paper, or conducting a workshop at a nationally or internationally pre-eminent symposium or conference Funding for projects that are solely focussed on the creation, development and delivery of work should be sought through the Arts & Cultural Projects or other appropriate ACDP category. The following activities are not supported through this category: accredited study or training courses (e.g. undergraduate and postgraduate degrees) travel to accept or participate in an award or prize giving event activity that commences less than eight weeks after the closing date Objectives Enable professional artists and arts/cultural workers to take up an outstanding opportunity that has significance to the development or promotion of their arts or cultural practice Build the capacity and skills of professional artists and arts/ cultural workers, and strengthen their capacity to become arts and cultural leaders Develop new markets and audiences (national and international) Promote the NSW arts and cultural sector nationally and internationally Who can apply? Individual artists and arts/cultural workers Artists working in practice partnerships Priority will be given to applicants who have not received Artist Support or devolved funding for a similar activity in the last 12 months. Applicants must meet the General Eligibility requirements set out in Part Three below. Closing dates Monday, 26 May 2014 (for projects commencing after 21 July 2014) Monday, 1 September 2014 (for projects commencing after 27 October 2014) Funding range Up to $5,000 Assessment Applications will be assessed by a peer panel against the following criteria: 19

16 Artistic and Cultural Merit (Quality) - quality of your artistic and cultural achievements - the significance of the proposed activity to your practice or career development - the professional standing of others involved Viability and Budget (Health) - effective planning and use of resources - budget that is realistic, accurate, and represents value for money - income (cash or in-kind) from sources other than Arts NSW See Part Three below for further information on assessment criteria and the assessment process. Complete and submit the Artist Support Application Form available through the Apply Online page of the Arts NSW website. ARTS & CULTURAL PROJECTS Arts & Cultural Projects funding supports professional arts and cultural projects at any stage of the creative process. Projects could include, for example: the creative development and/or public presentation of work/s commissioning of professional artists (for example, a writer/ composer/choreographer/visual artist) to develop a work for an event partnerships (including with the non-arts sector) to develop arts and culture in a specific region, priority area, artform or discipline community collaborations involving professional artists, for example engagement of a professional creative to develop skills, public performances, exhibitions or participatory events the development and presentation of a new museum display featuring items from current and/or new or borrowed collections activities aimed at engaging young people in arts and culture, particularly students attending geographically and/or socio-economically disadvantaged schools extending an artist s or organisation s practice, audiences and markets developing and deepening audience engagement with arts and culture Objectives Deliver a dynamic and diverse range of arts and cultural experiences to communities across NSW Contribute to the development of a vibrant and accessible arts and cultural sector in NSW Strengthen professional arts and cultural development in the small-to-medium arts and cultural sector Contribute to arts and cultural excellence and innovation Increase the accessibility of vibrant arts and culture in NSW Support the employment and development of professional NSW based artists and arts/cultural workers Deliver arts and cultural outcomes in priority areas Who can apply? Individual artists and arts/cultural workers (auspiced) Partnerships and groups (auspiced) Organisations Organisations are not able to receive both Program funding (Annual, Multiyear and Negotiated) and Arts & Cultural Projects funding in the same year. Performing arts touring applications are not eligible through this category (see Performing Arts Touring below), although projects can be located in multiple locations. Applicants must meet the General and Special Eligibility requirements set out in Part Three below. Closing date Monday, 28 July 2014 Funding range Up to $60,000 for projects delivered within 12 months OR Up to $75,000 for projects delivered over more than 12 months Term Projects must commence in 2015 and be completed within a 24 month timeframe 20 21

REGIONAL PROJECTS The following funding opportunities are available to support and further develop arts and cultural activities in regional NSW: Performing Arts Touring Regional Partnerships Regional Capital In addition to these Project categories, there are current opportunities available to regional applicants through the Strategic Fund (see below). A number of Arts NSW Devolved Funding Programs are also available to regional applicants (see Devolved Funding in Part Four below). For the purposes of the ACDP regional NSW includes the Central Coast, Hunter and Illawarra and is defined as the areas or regions outside Sydney and Western Sydney. Regional applicants are encouraged to contact the Regional Arts Development Officer (RADO) in their area or Regional Arts NSW ( for further advice. For a list of ABS regions see Part Five below. PERFORMING ARTS TOURING Performing Arts Touring funding is for projects that provide access to performing arts programs for audiences living in regional NSW. Funding supports the net costs of touring a professional production to regional NSW and the costs of delivering associated community engagement activities at regional NSW locations. Funding is available for: a tour to at least two regional NSW destinations in 2015, OR a multiyear program of touring to at least three regional NSW destinations in each year of funding for up to three years from Odile Le Clezio, Tim Loch and David Cantley in Sydney Theatre Company and the Australian Defence Force s The Long Way Home Lisa Tomasetti This category does not support pre-production and rehearsal costs; in-house salaries or fees; international touring; touring to primary and secondary schools; or the Sydney and Western Sydney destinations within a tour

Organisations, partnerships (auspiced) and groups (auspiced) can apply for tours being delivered in 2015 Organisations currently in receipt of Multiyear Program funding (including Major Performing Arts, State Significant and Key Festivals) are eligible to be considered for multiyear touring support through submission of an Expression of Interest (EoI) for designation as a NSW Touring Organisation (NSWTO) Multiyear Performing Arts Touring funding is only available to organisations designated as NSWTOs. Applicants must meet the General Eligibility Requirements set out in Part Three below. Closing dates To be considered for multiyear touring funding, organisations must submit an EoI for designation as a NSW Touring Organisation and information on their proposed touring program for up to 3 years. The EoI should include: an outline of your organisation s touring goals over 3 years details of your previous touring history itinerary and an outline of the production/s to be toured in 2015 information on the productions proposed to be toured in 2016 and 2017 or the process for selecting them, and proposed regions being visited a comprehensive budget for touring in 2015 and indicative budgets for 2016 and 2017 an outline of community engagement activities you have delivered on previous tours (including any current partnerships), and those proposed to be delivered across the triennium confirmation of whether the proposed touring will be administered in house or outsourced Please see the Performing Arts Touring application form for further details on the information required as part of the EoI. Organisations submitting an EoI that do not receive designation as a NSWTO will still be assessed by the peer assessment panel for funding for their 2015 touring program. Up to $150,000 per annum for each year of touring is available through the NSWTO multiyear program. 19 REGIONAL PARTNERSHIPS Regional Partnerships funding supports partnerships in regional NSW which stimulate strong and diverse regional arts and cultural activity. This funding supports strategic partnerships across and beyond the arts and cultural sectors, including with local government authorities or other public, private or community organisations. Funding is for new projects and/or the significant development of a current project. Examples of collaborative partnerships include: a Sydney based theatre organisation working in partnership with a Regional Arts Board and the local community to deliver arts development and performance outcomes a regional museum working in partnership with volunteer museums in the surrounding regions to develop skills or a collaborative exhibition or program a partnership between a regional gallery and the local health service to establish and deliver a visual arts program for the benefit of patients and visitors to the hospital Applicants who have received Regional Partnerships funding previously are eligible to apply for funding to support a previously funded partnership into its next phase. Regional Partnerships funding does not support: the core business or program of an organisation and related administration costs; curriculum based activities in schools; or infrastructure, capital and projects involving purchase of significant assets (see Regional Capital project category), the ongoing activities of collecting institutions such as acquisitions, maintenance and conservation. Project partners must make a financial contribution to the project (cash or in-kind). Regional Partnerships funding supports partnerships which stimulate strong and diverse regional arts and cultural activity Objectives Support strategic partnerships for the delivery of high quality regional arts and cultural activity in NSW Build the capacity of regional organisations to deliver arts and cultural activity in regional NSW Achieve enhanced long-term arts and cultural outcomes for regional and remote communities, including Aboriginal communities Support the employment, and professional and artistic development of NSW professional artists and arts/cultural workers Stimulate arts and cultural development, and contribute to innovation and excellence in regional NSW Who can apply? Regional organisations Regional partnerships and groups (auspiced) Partnerships between regional arts organisations and Sydney based organisations are eligible if the benefit and the funding goes directly to the region. Applicants must meet the General and Special Eligibility requirements set out in Part Three below. Closing dates Expression of Interest: Thursday, 3 July 2014 Final submission by shortlisted applicants: Monday, 3 November 2014 Funding range Up to $150,000 within a two-year period Term Projects must commence after 1 March 2015 and generally be completed by February

20 Assessment There is a two stage application process which includes an Expression of Interest (EoI) and then submission of a final application for shortlisted organisations. The Expression of Interest will: outline the proposed project, and the aims and outcomes anticipated identify the confirmed and/or anticipated partners, including an outline of the anticipated contribution (artistic, operational and financial) by each partner identify the artists and key personnel involved in the project, where known provide an indicative timeline, including key milestones for the project outline the anticipated audience/participants and strategies for engagement of new audiences/participants include an indicative budget Expressions of Interest are peer assessed and those that best meet the assessment criteria will be shortlisted. Shortlisted applicants will be invited to develop a final application for consideration for funding by a peer assessment panel. Expressions of Interest and final applications are assessed against the following criteria: Artistic and Cultural Merit (Quality) - the quality of the strategic partnerships and evidence of active involvement of key partners in planning and delivery - strategies that support arts development and sustainability in areas of low arts activity - quality of the artistic or cultural activity - involvement of NSW regional artists and cultural workers - capacity of the project to leave a lasting legacy within the region Engagement and Participation (Reach) - strategies for consultation with, and involvement of the community in, the development, planning and creative processes - a good understanding of the needs and expectations of the targeted community - potential for engagement of new audiences - provides opportunities for people to access arts and cultural activities as creators, participants and audiences Viability (Health) - see General Assessment Criteria Budget (Health) - see General Assessment Criteria See Part Three below for further information on assessment criteria and the assessment process. 21 REGIONAL CAPITAL Funds are available for capital works and the purchase of equipment used for arts and cultural purposes. Capital works can include construction, alteration, renovation, completion or fitting out of buildings or facilities for arts and cultural use. Funding can support the purchase of auditorium seating, storage units and equipment such as theatre and exhibition lighting and sound systems, air-conditioning, stage machinery and electrical systems which improve the usability of arts and cultural facilities. Regional Capital funding does not support the purchase of furniture and equipment to be used for administrative purposes (e.g. computers, printers). Applicants must clearly demonstrate the purchase of capital items is primarily used for arts and cultural purposes and/or to improve the usability of arts and cultural facilities. Objectives Support innovative smaller scale capital infrastructure projects that increase and promote participation in arts and cultural activities Develop NSW s regional arts and cultural facilities Encourage collaboration and partnerships between and across community groups, arts organisations and local government authorities to deliver efficient use of resources Address local needs and gaps in the network of arts and cultural facilities Improve the maintenance, preservation and display of collections Closing date Monday, 7 July 2014 Funding range Arts NSW will provide matched funding of up to $60,000 Term For projects commencing from January 2015 Who can apply? Regional organisations Applicants must meet the General and Special Eligibility requirements set out in Part Three below. Assessment Applications will be assessed by a peer panel against the following criteria: Artistic and Cultural Merit (Quality) - impact of project on arts and cultural experiences within the community - improves usage of arts and cultural facilities - improves the quality of arts and cultural outcomes - supports the delivery of arts and cultural activities Engagement and Participation (Reach) - community support and partners - relevance to artistic and cultural needs of sector or community Viability (Health) - a well-planned project, with appropriate approvals and risk management in place - achievable and realistic timelines - future operations and maintenance considered Budget (Health) - detailed, comprehensive and accurate - value for money realistic for scale and impact of program or project - appropriate use of the public funds requested - income (cash and in-kind) from sources other than Arts NSW - appropriate provision for contingencies - provision for insurance and other liabilities See Part Three below for further information on assessment criteria and the assessment process. 23 PROFESSIONAL DEVELOPMENT FELLOWSHIPS The ACDP supports a range of Fellowships for emerging and established artists and arts/cultural workers in the areas of writing, theatre, music, dance, visual arts, history, design, arts and technology and for regionally based and Aboriginal artists. Each Fellowship has its own application dates and application requirements. The suite of Fellowships is delivered over a four year cycle and not all Fellowships are open for application in The following Fellowships are on offer in 2014: NSW Writer s Fellowship (Established and Mid-Career) NSW Visual Arts Fellowship (Emerging) in collaboration with Artspace NSW Dance Fellowship (Established and Mid-Career) NSW Fellowship for Regional Artists NSW Aboriginal Arts Fellowship Guidelines and application forms will be available at least six weeks before the closing date for each Fellowship. Fellowships in writing, visual arts, theatre, history, music, arts and technology, and for regional artists will be offered in 2015/16. Further information will be made available on the Arts NSW website. In addition to these Fellowships, Arts NSW also supports the annual NSW Philip Parsons Fellowship for Emerging Playwrights and Memorial Lecture managed by Belvoir. Closing dates The NSW Fellowship for Regional Artists and NSW Writer s Fellowship (Established and Mid-Career) have now closed for applications. NSW Visual Arts Fellowship (Emerging): 5 May 2014 NSW Dance Fellowship (Established and Mid-Career): 14 July 2014 NSW Aboriginal Arts Fellowship: 11 August 2014 Who can apply? Individual artists Applicants must meet the General Eligibility Requirements set out in Part Three below. Funding range The NSW Writer s Fellowship (Established and Mid-Career), NSW Visual Arts Fellowship (Emerging), NSW Dance Fellowship (Established and Mid-Career), NSW Fellowship for Regional Artists and NSW Aboriginal Arts Fellowship are all valued at $30,000. Fellowships to be offered in 2015/16 are valued at either $20,000 or $30,000 dependent on the Fellowship. Further details of each Fellowship will be placed on the Arts NSW website and advertised through the Arts NSW e-news as it becomes available. Assessment Applications will be assessed by a peer assessment panel against the criteria set out in each Fellowship application form. AWARDS Arts NSW supports literature and history through the NSW Premier s Literary Awards and the NSW Premier s History Awards. The Premier s Literary Awards provide an opportunity to highlight the importance of literature and to encourage everyone to enjoy and learn from the work of our writers. These annual awards honour distinguished achievement by Australian writers, contribute to Australia s artistic reputation, and draw international attention to some of our best writers and to the cultural environment that nurtures them

24 The Premier s History Awards honour distinguished achievement in history. These annual awards assist in establishing values and standards in historical research and publication and encourage everyone to appreciate and learn from the work of our historians. The Awards are managed by the State Library of NSW, in association with Arts NSW. STRATEGIC FUND The Strategic Fund is a key gateway to drive outcomes against planned and developing priorities, including those emerging from the NSW Arts and Cultural Policy, and to respond to new opportunities, challenges and issues. Strategic funding will be administered through open competitive grants, requests for proposals, non-financial support (e.g. workshops, forums, skills development), direct negotiation and development of new intra and inter-government partnerships. Strategic Funding will be directed into: Arts NSW initiated programs and strategies to support priorities over set timeframes negotiated funding for the NSW Regional Arts Boards planned and emerging partnerships and opportunities, such as cross and inter-government partnerships business support and capacity building which may include, for example: - initiatives directed at specific regions, organisations, or in particular artforms or disciplines - incentives for organisations to achieve financial health - new models of collaboration between arts and cultural organisations - micro-finance programs to develop sustainable arts enterprises - market development research, consultations and reviews More information on opportunities under the Strategic Fund will be made available following release of the Arts and Cultural Policy and throughout the year. 25 ABORIGINAL ARTS AND CULTURE The NSW Aboriginal Arts and Cultural Strategy is delivered within the Strategic Fund. The Strategy recognises that Aboriginal arts and cultural expression is fundamental to the social, cultural and economic well-being of Aboriginal people in NSW and that support for arts and cultural development assists in building resilience and cohesion within NSW Aboriginal communities. The Strategy also acknowledges the diversity and excellence in Aboriginal arts practice, and its right to be respected and valued as a central part of the wider arts and cultural sector in NSW. The Strategy s four directions are aligned with the priorities of NSW 2021 in particular: Goal 26 - Create more opportunities to participate in cultural activities and programs to create a greater sense of Aboriginal identity and strengthen communities Goal 27 - Increase the number of opportunities for cultural participation, including Aboriginal cultural activities/events Strategic support for Aboriginal arts and culture is provided throughout the year through invited competitive tender (requests for proposals), negotiated funding and open competitive rounds.
