8 Higher Education in Germany: Finance 16 federal states are responsible for the financing of the universities German Basic Law ( Grundgesetz ) allows for cooperation between the Federal Republic and the federal states in cases of supraregional importance on the basis of joint agreements Higher Education Pact 2020 as example of a special programme jointly run by the Federal Government and federal states Private funds play a minor role in the funding of higher education: According to OECD statistics, around 30 per cent of the funds spent worldwide on higher education stem from private sources; however, in Germany this is only around 16 per cent Source: Rector s Conference

12 DAAD 2020 Strategy What do we want to achieve by 2020? I. Scholarships for the Best Awarding scholarships to the best German and international students and researchers who, in a demanding application process, demonstrate exceptional ability and willingness to accept responsibility II. Open-door approaches Creating higher education structures in Germany and abroad (e.g. international degree programmes, bilaterally established universities, academic networks, etc.) which promote international qualification, mobility and dialogue which, in turn, improves the quality of research and instruction III. Expertise for Academic Collaborations Systematising, developing and providing expertise in educational cultures and systems of higher learning, which the DAAD has gained through its work and network and which is essential for developing internationally successful collaborations
