1 PAT Report for Sri Ganganagar District Summary: The Performance assessment covers eight contracts in Sri Ganganagar district. In Sri Ganganagar district there are total 15 packages having total length of about km, connecting 48 villages. Overall, physical progress at the end of June 2015 is about 95% and financial progress is about 109%. Overall riding quality of bituminous surface and ICPB works is good. Good quality road marking have been done on some roads. It was informed by PIU that on all roads, as per revenue records, the available land width is 16.6 feet only. Therefore, shoulders width is not sufficient. Rain cuts have developed on many roads, earthen shoulders need leveling, and side slope needs to be dressed to required slope of 2(H):1(V). On few project roads, proper informatory sign boards and road signage boards have not been provided as per site requirements. On most of the roads, the Km stones and 200 m stones have not been provided/ properly painted. On most of the roads, measures for speed reduction at sharp curve locations have not been taken. Mutation on land is to be got done in the name of PWD. Tree plantation work is to be taken up through Panchayat Raj Institutions (PRI)/Forest department on RRSMP roads. Detailed PAT assessments of eight contracts in Sri Ganganagar district, including issues to be resolved are presented in the following pages.

2 Contract 1: RJ-30-WB-RRSMP-09/1 Road: BT Road from NH-15 to 4 DBN Contractor: M/S Ganesh Garhia construction company, Sri Ganganagar Summary of findings: The contract includes four roads with total length of km. The road visited in this package has a length of 3.50 km. It provides connectivity to village 4 DBN having a population of 259. The stipulated completion date was July 04, It was informed by PIU that all roads of this contract have been completed up to BT level as on stipulated date of completion. Physical progress is about 100 % and financial progress is about 137 % as up to June Work of longitudinal drains in village portion has not been taken up. Riding quality is satisfactory but Shoulders width is not as per DPR (1.125m). Pavement marking has not been done as per norms. Rain cuts have developed and side slopes also need to be dressed up as per 2(H): 1(V) slope. Informatory Boards, Km stones and 200 m stones have not been painted as per norms. Bricks on edge has been provided at the edge of BT surface. Road signs for T-junctions, major road ahead, and speed breakers have not been provided as per site requirements. Measures for speed reduction at sharp curve locations have not been taken. It was informed by PIU that Contractor had sufficient numbers of plant and equipment. QC register-1 was available but QC register-2 was not available at site. Recommendations: The contractor needs to repair rain cuts & dress up the shoulders immediately. Informatory Boards, Km stones, and 200 m stones, Junction ahead road sign boards need to be painted properly. The trees and poles along the road edge need painting for better night visibility.

3 Contract 2: RJ-30-WB-RRSMP-09/2 Road: BT Road from 4 KSR to 3 KSR Contractor: M/s Ganesh Garhia construction company, Sri Ganganagar Summary of findings: The contract includes four roads with total length of km. The road visited in this package has a length of 4.00 km. It provides connectivity to village 3 KSR having a population of 432. The stipulated completion date was July 04, It was informed by PIU that all roads have been completed up to BT level as on stipulated date of completion. Physical progress is about 100% and financial progress is about 140% as on June Riding quality of BT surface is good but shoulders width is not as per DPR (1.125m) at many locations. Pavement markings have not been done on curves and junction locations. Farmers at several locations have constructed new water ponds and the excavated soil has been dumped on shoulders, which has partly spilled over to BT surface. Rain cuts have developed at many locations, side slopes also need to be dressed up as per 2(H): 1(V) slope. Informatory Boards, Km stones and 200 m stones have not been painted as per norms. Bricks on edge have been provided at the edge of BT surface. Road signs for T-junctions, major road ahead, and curves have not been provided as per site requirements. Measures for speed reduction at sharp curve locations have not been taken. It was informed by PIU that the Contractor had sufficient numbers of plant and equipment, now it have been demobilized. QC register-1 was available but QC register-2 was not available at site. Recommendations: The contractor needs to repair rain cuts & dress up shoulders immediately. Informatory Boards, Km stones, and 200 m stones, Junction ahead and curves road sign boards need to be painted properly. Road site trees and poles need painting for better night visibility.

4 Contract 3: RJ-30-WB-RRSMP-08/1 Road: Sardargarh Road to 11SHPD Contractor: M/S Ramesh Kr Bansal, Sri Ganganagar Summary of findings: The contract includes 4 roads with total length of km. The road visited in this package has a length of 3.50 km. It provides connectivity to village 11SHPD having a population of 254. The stipulated completion date was June 18, It was informed by PIU that all roads have been completed up to BT level as on May 10, Physical progress is about 100% and financial progress is about 124% as on June Riding quality was good but Shoulders width is not as per DPR (1.125m) & rain cuts have been developed an many locations. Quality of ICPB work is good but edges have been damaged. Sand dunes have formed up at many places on berms. Pavement marking has not been done as per norms. Side slopes need to be dressed up as per 2(H): 1(V) slope. Km stones and 200 m stones have not been painted as per norms. Bricks on edge have been provided at the edge of BT surface. Road signs for T-junctions, and major road ahead, have not been provided as per site requirements. Measures for speed reduction at sharp curve locations have not been taken. It was informed by PIU that the Contractor had sufficient numbers of plant and equipment. QC register-1 was available. However, QC register-2 was not available at site. Recommendations: The contractor needs to dress up the shoulders immediately. Km stones, and 200 m stones, Junction ahead road sign boards need to be painted properly. The trees and poles need painting for better night visibility. The sand dunes formed on the berms need to be removed.

5 Contract 4: RJ-30-WB-RRSMP-08/2 Road: Sardargarh Road to 4 FDM-A Contractor: M/S Ramesh Kr Bansal, Sri Ganganagar Summary of findings: The contract includes four roads with total length of km. The road visited in this package has a length of 4.00 km. It provides connectivity to village 4 FDM-is having a population of 259. The stipulated completion date was June 18, It was informed by PIU that all roads under this Contract Package have been completed up to BT level as on May 10, Physical progress is about 100% and financial progress is about 152% as up to June Riding quality was good but Shoulders width is not as per DPR (1.125m). The rain cuts have developed at many locations. Pavement marking has not been done as per norms. School and community places have been connected to the BT road. Side slopes also need to be dressed up as per 2(H): 1(V) slope. Informatory boards, Km stones and 200 m stones have not been painted as per norms. Bricks on edge have been provided at the edge of BT surface. Road signs for T-junctions, and major road ahead, have not been provided as per site requirements. Measures for speed reduction at sharp curve locations have not been taken. It was informed by PIU that the Contractor had sufficient numbers of plant and equipment. QC register-1 was available but register-2 was not available at site. Near the end point, the canal runs parallel to the road for about 250 m length. This stretch needs delineators for vehicles safety.

6 Recommendations: The contractor needs to dress up shoulders immediately. Informatory boards, Km stones, & 200m stones, Junction ahead road signs boards need to be painted properly. Road site trees and poles need painting for better night visibility. Contract 5: RJ-30-WB-RRSMP-02 Road: BT Road from 54 LNP to 53 LNP Contractor: M/S Surendar Kumar Bansal, Sri Ganganagar Summary of findings: The contract includes three roads with total length of 5.00 km. The road visited in this package has a length of 1.0 km. It provides connectivity to village 53 LNP having a population of 251. The stipulated completion date was June 21, It was informed by PIU that all roads have been completed up to BT level as on stipulated date of completion. Physical progress is about 100% and financial progress is about 97% as on June Work of longitudinal drains in village portion has not been taken up. Riding quality was very good but Shoulders width is not as per DPR (1.125m). Pavement marking has been done as per norms. Side slopes also need dressed up at 2(H): 1(V) slope. Informatory Boards, Km stones and 200m stones have been painted as per norms. School has been connected by BT road. Quality of ICPB work is also very good. Brick on edges has been provided at the edge of BT surface. Road singes for T-junctions, major road ahead, School and speed breakers have not been provided as per site requirements. Measures for speed reduction at sharp curve locations have not been taken. It was informed by PIU that Contractor had sufficient numbers of plant and equipment. Contractor also had a well equipped laboratory and lab technician at the time of execution but now it has been demobilized. QC register-1 was available but register-2 was not available at site.

7 Recommendations: The contractor needs to dress up the shoulders immediately. Junction ahead, speed breaker, 200m stones and school signs boards need to be provided. Road site water tank wall, trees, and electric poles need painting for better night visibility. Contract 6: RJ-30-WB-RRSMP-11 Road: BT Road from 30 APD to 28 APD Contractor: M/S Ramesh Kumar Bansal, Sri Ganganagar Summary of findings: The contract includes six roads with total length of km. The road visited in this package has a length of 1.50 km. It provides connectivity to village 28 APD having a population of 373. The stipulated completion date was June 21, It was informed by PIU that all roads have been completed up to BT level as on stipulated date of completion. Physical progress is about 100% and financial progress is about 126% as up to June Riding quality was good but shoulders width is not as per DPR (1.125m). Pavement marking has not been done as per norms. Rain cuts have developed at many locations on both sides. Quality of ICPB work is good but edges have been damaged due to rain cuts. School has not been connected. Side slopes also need to be dressed up as per 2(H): 1(V) slope. Informatory boards, Km stones and 200 m stones have not been painted as per norms. The Bricks on edge have been provided at the edge of BT surface. Road signs for T-junctions, major road ahead, and School have not been provided as per site requirements. Measures for speed reduction at sharp curve locations have not been taken. It was informed by PIU that Contractor has sufficient numbers of plant and equipment. Contractor also had well equipped laboratory and lab technician at the time of execution but now it has been demobilized. QC registers-1&2 were not available at site.

Informatory boards, Km stones, and 200 m stones, Junction ahead road sign boards need to be painted properly. School signage and rumble stripes need on both side of school. The trees and poles along the road edge need painting for better night visibility Contract 7: RJ-30-WB-RRSMP-12 Road: bye Pass to 3D Chhoti Contractor: M/S Deep Jyoti construction Company Summary of findings: The contract has only one road of length 3.0 km. It provides connectivity to village 3D Chhoti having a population of 254. The stipulated completion date was January 10, It was informed by PIU that work had been completed up to BT level as on stipulated date of completion. Physical progress is about 100% and financial progress is about 107% as up to June Riding quality was good but shoulders width is not as per DPR (1.125m). Pavement marking at junction, culverts, curves etc. has been done as per norms. Side slopes need to be dressed up at 2(H): 1(V) slope. The Bricks on edge have been provided at the edge of BT surface. Road signs for T-junctions, major road ahead, School, and speed breakers have been provided as per site requirements Good quality ramps have been constructed and School has been provided connectivity. It was informed by PIU that the Contractor had sufficient numbers of plant and equipment. Contractor also had a well equipped laboratory and lab technicians at the time of execution but now it has been demobilized. QC register-1 was available but QC register- 2 was not available at site.

9 Recommendations: The contractor needs to repair rain cuts and dress the shoulders immediately. The trees and poles along the road edge need painting for better night visibility. Mutation of land in the name of PWD is required to be done. Contract 8: RJ-30-WB-RRSMP-15 Road: 21 JSM to 8 LSM Contractor: M/S Surenda Kumar Bansal, Sri Ganganagar Summary of findings: The contract includes three roads with total length of 8.10 km. The road visited in this package has a length of 3.60 km. It provides connectivity to village 8 LSM having a population of 317. The stipulated completion date was June 06, It was informed by PIU that all roads have been completed up to BT level as on stipulated date of completion. Physical progress is about 100% and financial progress is about 86% as up to June Riding quality was good but shoulders width is not as per DPR (1.125m). Pavement marking has not been done as per norms. Side slopes also need dressed up at 2(H): 1(V) slope. Informatory Boards, Km stones and 200 m stones have not been painted as per norms. Brick on edges has been provided at the edge of BT surface. Road singes for T-junctions, school ahead and speed breakers have not been provided as per site requirements.
