PURPOSE The purposes of this procedure is to ensure safe excavation, reduce the potential of damaging underground pipes or cables, and ensure proper handling of excavated soil in accordance with Environmental regulations by establishing guidelines for excavation, drilling and trenching on BASF Midga property. 2. DEFINITIONS Competent Person One who is designated by the contractor, with respect to excavation and trenching, who is capable of identifying existing and predictable hazards in the surroundings, or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate the condition. Excavation - any man-made cut, cavity, trench, or depression in an earth surface, formed by earth removal. NOTE: Removal of concrete paving or earthen material less than one foot does not constitute an excavation. Trench (Trench excavation) a narrow excavation (in relation to its length) made below the surface of the ground. In general, the depth is greater than the width, but the width of a trench (measured at the bottom) is not greater than 15 feet. If forms or other structures are installed or constructed in the excavation so as to reduce the dimension measured from the forms or structure to the side of the excavation to 15 feet or less (measured at the bottom of the excavation), the excavation is also considered to be a trench. Shield (Shield system) - a structure that is able to withstand the forces imposed on it by a cave-in and thereby protect employees within the structure. Shields can be permanent structures or can be designed to be portable and moved along as work progresses. Additionally, shields can be either pre-manufactured or jobbuilt in accordance with 29 CFR (c)(3) or (c)(4). Shields used in trenches are usually referred to as trench boxes or trench shields. Shoring (Shoring system) a structure such as metal hydraulic, mechanical or timber shoring system that supports the sides of an excavation and which is designed to prevent cave-ins. Sloping (Sloping system) - a method of protecting employees from cave-ins by excavating to form sides of an excavation that are inclined away from the
2 Procedure No.: SOP-0203 Page: 2 of 5 3. SCOPE excavation so as to prevent cave-ins. The angle of incline required to prevent a cave-in varies with differences in such factors as soil type, environmental conditions of exposure, and application of surcharge loads. This procedure applies to BASF employees, outside engineering firms and contractors involved in excavation, drilling, pile driving, and trenching activities greater than one foot in depth. 4. PROCEDURE Excluded from this procedure are mining operations, excavations at the mines (downdrains, pipes, etc.), drilling wells, digging piers, and pipeline repairs. These operations are covered under our safe work procedure and other work instructions. The BASF Representative (Project Engineer, Environmental Engineer, Construction Engineer, etc.,) requesting the excavation will: Review drawings that show the exact excavation location and extent. When necessary, walk the excavation site with appropriate individuals. The EHS department will: Review all projects per the STEP review process. Some considerations are: Areas or close to areas of known soil and/or groundwater contamination. Areas where remediation is currently on-going. Undeveloped areas where potential wetlands are present.
3 Procedure No.: SOP-0203 Page: 3 of 5 The Engineering Manager (or designated representative): Review drawings to develop an understanding of the excavation location and details. Review all existing underground piping and electrical drawings and or CAD files on the area to be excavated. When necessary, walk the excavation site with the appropriate individuals. Consult with the IE group as needed for Instrument/Electrical issues. The project engineer (or designated representative) will: Issue applicable safe work permits and confined space permits. Insure contractor does not begin work without proper permits. If an excavation is more than 4 feet deep and not sloped, a Confined Space permit may be required. For example if the excavation is in close proximity to a hazardous gas that could settle in the excavation. Conduct inspections of excavations, prior to the start of the work and as needed throughout the shift. Inspections shall include the adjacent areas, protective systems for evidence of a situation that could result in possible cave-ins, indications of failure of a protective system, and hazardous atmospheres or other hazardous condition. Make sure the contractor understands the location of all underground obstructions. Emergency conditions In the event of an emergency such as a chemical spill or an underground fire, evacuate a safe distance and contact your BASF representative. If needed contact emergency services. GENERAL For excavations outside the BASF property line, a notification to the Utilities Protection Center at must be made in advance. All proper PPE requirements will be followed (hard hat, safety glasses, safety toed shoes, etc.)
4 Procedure No.: SOP-0203 Page: 4 of 5 Excavations four feet or greater are required to have a sloping or shoring system to protect workers in the excavation. All surface encumbrances that create a hazard to employees shall be removed or supported, as necessary, to safeguard employees. If a person is working in a trench that is not sloped then a stairway, ladder, ramp or other safe means of egress shall be located in trench excavations that are 4 feet or more in depth and placed no farther than 25 feet apart for lateral travel. No employee shall be permitted underneath loads handled by lifting or digging equipment. Employees shall not work in excavations where there is accumulated water or in excavations where water is accumulating, unless adequate precautions have been taken to protect the employee against hazards posed by water accumulation. Excavated materials or other materials or equipment will be placed no closer than 4 feet from the edge of the excavation. If applicable, excavations will have adequate barricades, guard rails, hand rails, warning lights, orange mesh fence, etc. as needed for protection of personnel, vehicles or equipment working or passing adjacent to the excavation site. If heavy equipment is to be operated near the edge of the excavation site, the sides of the excavation will be adequately braced to prevent collapse. When approaching the estimated location of underground obstructions, the exact location of the obstruction shall be determined by safe and acceptable means such as but not limited to hand digging, probing, etc. A bucket watch will be used when digging around utilities or other obstructions like tanks or structures. Inspections shall be made after every rainstorm or other hazard increasing occurrence by the employees performing the work. SHORING Any excavation requiring the need for shoring material will use a manufactured shoring system or a system that has been engineered, tested and certified. Where timber shoring is used, it must meet OSHA 29 CFR subpart P appendix C (Timber shoring for trenches).
