3 Meeting Date: November 19, 2013 Cover Page BOARD OF WAHKIAKUM COUNTY COMMISSIONERS Presenter: Subject Background Information Pete Ringen, Public Works Director/County Engineer 3 Flood Route Agreements with Hancock Forest Management for use of alternate route through forest lands during flood emergencies. The flood route agreements with Hancock Forest Management s parent companies require renewal on an annual basis. There are three separate agreements, one for the Knappton Tree Farm, one for the Chehalis Tree Farm, and one for the Sacajawea Tree Farm. All three are necessary for the complete flood route that provides an alternate in a flood emergency. The flood route agreement provides for different phases of operation of the flood routes. Level 1 Road Use is for emergency and public works vehicles only. Level 2 Use includes Level 1 Use and Local Access. The renewed agreements will become effective January 1, 2014, as the current agreements expire December 31, Recommendation Alternatives Financial Impact Funds Available Action (Motion) Authorize Flood Route agreements for the Knappton Tree Farm, the Chehalis Tree Farm, and the Sacajawea Tree Farm. None recommended at this time. Historically, there has been little to no cost to have these agreements in place, the agreement does provide for County cost of repairs should they become necessary. N/A Move to authorize chair s signature on the temporary road use agreement for Knappton Tree Farm with John Hancock Life Insurance Company. 18 Meeting Date: November 19, 2013 Cover Page BOARD OF WAHKIAKUM COUNTY COMMISSIONERS Presenter: Subject Background Information Chris Weiler Washington State Health Care Authority Contract Amendment Medicaid Administrative Match The Washington State Health Care Authority provides payments for activities that Health & Human Services perform that help connect the public to Medicaid related services. This contract amendment extends to September 30, The contractual payments are based on a series of variables and formulas that the federal government created. In 2009 Wahkiakum HHS decided to pursue administrative match reimbursements since HHS is routinely connecting the public to Medicaid services and Public Health funding was expected to drop. The idea was to develop a new revenue stream for work we are already performing. But with any program there are contract requirements to meet. This program is very time consuming on staff and initially the value of the contract was worth the effort. However, over time the payments are decreasing and the contractual requirements are increasing. Recommendation Alternatives Financial Impact Funds Available Action (Motion) Please approve and sign the contract. Do not sign the contract and discontinue administrative match activities (not recommended at this time) Payments under this contract are decreasing: 2009 $24k 2010 $68K 2011 $35k 2012 $19k 2013 $12k Staff time is the biggest cost to track and follow the reporting, billing, and audit obligations. Should annual payments decrease further it may not warrant continuing with the contract. However, discontinuing with the contract will not impact HHS ability in any way to connect the public to Medicaid services. NA Authorize chair s signature on contract between Wahkiakum County Health & Human Services and the Washington State Healthcare Authority to perform Medicaid administrative match activities through September 30, 2014.

Recommendation Alternatives Financial Impact Funds Available Action (Motion) Please approve and sign the contract. Do not sign the contract and discontinue solid waste activities (not recommended) In effect Public Health will provide up to $10,702 in matchable work and the State will pay Public Health up to $32,106 for solid waste enforcement activities. The contract total value is $42,808 NA Approve the contract G between Wahkiakum County Health & Human Services and the Department of Ecology that pays the cost for solid waste enforcement activities.

20 Meeting Date: November 19, 2013 Cover Page BOARD OF WAHKIAKUM COUNTY COMMISSIONERS Presenter: Subject Background Information Chris Weiler Renew Interagency Agreement with Tacoma Pierce Health Department The Tacoma Pierce Health Department provided a contract that extends the contract period from January 1, 2014 to December 31, This contract is related to Wahkiakum County s interest to take advantage of an online food worker program administered through Tacoma Pierce. This program allows Wahkiakum residents to take online food safety tests, submit new and renewal applications and make payments over the internet to obtain a food worker card. In past years Wahkiakum residents, that complete the food worker applications in Pacific or Cowlitz Health Departments, paid those counties directly. But under the online program if the person resides in Wahkiakum County online credit payments are captured and sent to Wahkiakum Public Health. The Health Department allows the public to use a public computer to complete the online food card process using a credit card. Also in the Health Department, people without a credit card may watch a movie and take a written test and pay with a check or cash. Recommendation Alternatives Financial Impact Funds Available Action (Motion) Please approve and sign the contract. Continue to provide food worker cards manually through the Health Department. By participating in this program Tacoma Pierce will collect $10 per transaction and send $7 to Wahkiakum County Health Dept. Quarterly payments will be made to Wahkiakum County HHS. In the last year the online transactions generated approximately $500 in revenues. N/A Move to authorize chair s signature on contract between Wahkiakum County and Tacoma Pierce Health Department extending the online food worker program administered through Tacoma Pierce from January 1, 2014 to December 31, 2016.

At present, HHS does not have qualified in house staff person certified to provide chemical dependency services. Willapa Behavioral Health has agreed to provide chemical dependency services until HHS hires a full time employee. HHS continues to search and recruit for a full time Chemical Dependency Counselor. To continue treatment and outreach services HHS will use a qualified Chemical Dependency professional to provide individual and group services. A pre existing business associate agreement is in place with Willapa Behavioral Health. Recommendation Alternatives Financial Impact Please approve the professional services contract as written retroactive to October 28, Some services have been provided by Willapa to accommodate our initial needs. Therefore the contract is retroactive to cover any previously performed services to date. Do not approve the professional services contract with Willapa Behavior Health and limit chemical dependency services until a full time counselor is hired (not recommended). The contract shall be an hourly rate of $35.00 to be billed in fifteen (15) minute increments for the time services are provided (no travel time can be charged). The cost for Willapa services will be recouped by billing the Department of Social and Health Services for any treatment services under the existing DSHS fee forservice contract. Funds Available This expense will be covered under Professional Fees. Action (Motion) Authorize chair s signature on contract between Wahkiakum County and Willapa Behavioral Health to provide professional services for chemical dependency.
