1 Call to 8:30 a.m. COMMISSIONERS PROCEEDINGS Regular Meeting Adams County Courthouse, Ritzville September 30, 2002 (Monday) Present: Chairman Jeffrey W. Stevens Vice-Chairman Rudy Plager Commissioner Richard Johnson *0-135 Sheriff Appointment Chairman Stevens noted the letter received from the Republican Central Committee that submitted three names for appointment consideration for the vacancy of Adams County Sheriff. Those names listed in alphabetical order were: Doug Barger, Robert Guerrero, and John Hunt. Commissioner Plager moved, Johnson seconded, to appoint Doug Barger as Adams County Sheriff effective October 1, Motion carried. This appointment was based on the results of the primary election that was certified on September 27, Barger noted that Jay Weise would resume his Undersheriff duties until the end of the year to provide continuity for budgeting purposes. Kevin Fuhr will begin as Undersheriff effective January 1, Commissioner Plager noted for the record the Board s appreciation for Jay Weise s services during the interim. Barger informed the Board that Weise would resume his duties as Undersheriff until December 31, Kevin Fuhr will become Undersheriff effective January 1, * Public Works Quotes for repair of the roof on a portion of the Adams County Shop and for construction of a storage addition to the shop were requested from the following vendors on the small works roster:

2 Gilbert Cabinet s, Othello Columbia Roofing, Moses Lake Thurman Roofing, Moses Lake Thermo Seal, Moses Lake Goltz Roofing, Moses Lake One quote was received from Columbia Roofing, Moses Lake as follows: Shop roof - $4, including tax Storage Building - $3, including tax Commissioner Plager moved, Johnson seconded, to authorize the Chairman to sign the acceptance of the proposal from Columbia Roofing, Moses Lake. Motion carried. * WA-CERT Prioritization List Commissioner Johnson moved, Plager seconded, to approve Resolution No. R In the Matter of Prioritizing Projects for Adams County to the Washington Community Economic Revitalization Team (WA- CERT). Motion carried. Projects endorsed were as follows: Ranking Proposal Score Project Washtucna Water Main Lines & Reservoir Replacement Lind 2003 Water Improvement Project Othello Seal Grand Ronde Aquifer in Well # Othello Dredge/Line Sewer Lagoons Ritzville School Safety Project Othello Economic Development Plan Washtucna Housing Rehab Project Othello Main Street Resurfacing Othello SR26 to 14 th Avenue Intersection Upgrade Washtucna Fiber Regeneration Study Ritzville Ritzville Pioneer Plaza Lind Sewer Collection Reconstruction Project Othello Traffic Lights at 14 th & Main Othello Cyclone Fence Length of Canal along 14th Ritzville Generator Required by WSP Othello Flashing School Lights Othello Aquatic Center Ritzville Roof on Museum Othello Community Irrigation System Plan Othello SR 17 Interpretive Center

3 Commissioner Plager requested that in the future more time be given to the Board for reviewing the projects before they were required to endorse the priority listing. The Project Review Board will be advised of this request. 12:00 1:00 p.m. *1360- Fire Marshall Position Doug Barger, Kevin Fuhr, Todd O Brien, and Bill Johns discussed the establishment of a stand-alone Fire Marshall position and/or combined Emergency Management/Fire Marshall position. Additional discussions will take place with the local Fire Chiefs and additional financial projections will be compiled. Until further decisions can be made, Public Works Director O Brien will resume Emergency Management Coordinator duties. Emergency Management Coordinator Commissioner Plager moved, Johnson seconded, to approve Todd O Brien s assumption of Emergency Management Coordinator duties on a temporary basis effective October 1, 2002, with the monetary stipend of $300 per month. Motion carried Transportation Improvement Program Public hearing to consider comments on the Six Year ( ) Transportation Improvement Program was set for Monday, October 14, 2002 at 10:00 a.m. in Room 202 of the Adams County Courthouse, Ritzville. Consent Agenda Commissioner moved, seconded, to approve the Consent Agenda: Preliminary minutes of September 23, 2002 Vouchers audited and certified by the Adams County Auditor as required by RCW , and those expense reimbursement claims certified as required by RCW and recorded on a listing, which was made available to the board. These vouchers were listed as follows:

6 WHEREAS, the Adams County Development Center has opened a store in Lind, Washington, and is in need of an imprest fund to provide customer change; THREFORE BE IT RESOLVED that the Adams County Treasurer is authorized to issue a remittance in the amount of Forty and no/100 dollars ($40.00) payable to Developmental Disabilities Fund #117; and, BE IT FURTHER RESOLVED that these funds shall be expended from Fund #117 BARS as established by the Adams County Auditor.
