3 Introduction We believe climate change and global environment challenges are top priorities. The rapidly changing climate is the most serious threat to our planet s security in the 21 st century. For Small Island Developing States, climate change often poses a truly existential threat. Joining forces in responding to it is of great importance. Resilience to storms, droughts, sea-level rise and biodiversity loss requires working in partnership. We have a strong tradition of engaging in dialogue and collaboration, and believe that all relevant stakeholders should work together towards dealing with the challenges climate change poses. The following courses, programmes and teams envision strengthening the capacity of SIDS professionals and decision makers. 4 Education Blue Diplomacy Scholarship Course in The Hague The Netherlands Institute of International Relations Clingendael and the Ministry of Foreign Affairs of the Kingdom of the Netherlands are offering two dedicated courses for professionals from SIDS. One professional from each SIDS country will be able to enrol in a Blue Diplomacy course in April It will enable diplomats and civil servants to effectively represent the interests of their respective countries in water-related challenges and the ocean s resources for sustainable economic development. 5 MSc level education at the UNESCO-IHE Institute in Delft The UNESCO-IHE Institute for Water Education in Delft and the Ministry of Foreign Affairs of the Kingdom of the Netherlands are jointly offering MSc level education on relevant topics to professionals from SIDS. The project aims to strengthen water management capacity in SIDS, enabling them to better address future challenges such as coping with the effects of climate change. Interested candidates from eligible SIDS countries who meet UNESCO-IHE s admission criteria are advised to register as soon as possible. 6 One-month training programme for CARICOM diplomats In 2016 and in 2017, the Kingdom of the Netherlands, together with the Netherlands Institute of International Relations Clingendael, will offer a one-month training programme entitled Enabling Closer Cooperation: A Course in Diplomacy for Diplomats from the Caribbean, Central America, Colombia and Venezuela. The programme s overall aims are to provide in-depth training in diplomatic skills such as negotiating and intercultural communication, to serve as a forum for discussion, to build a network among the participants, to deepen mutual understanding, and to strengthen cooperation between the Kingdom of the Netherlands, the European Union and the region, as well as among the participating countries. or contact Ms. Evelien Borgman, eborgman@clingendael.nl 6 Kingdom of the Netherlands: Capacity Building Programmes for SIDS

7 EP-scholarship opportunities in the Netherlands Students from 42 (SIDS) wishing to study in the Netherlands can check with EP-NUFFIC (the Dutch expertise and service centre for international cooperation in education) to find out what funding is available for them. On average, 70 scholarship programmes are open to students from SIDS. More than 2,100 courses in the Netherlands, from short training seminars to full bachelor s and master s degree courses, are taught entirely in English. Scholarship opportunities include studies at the International Institute of Social Studies in The Hague, Wageningen University, and many more. Grantfinder gives students an overview of available sources of funding and admission requirements for courses in the Netherlands. 7

8 Water-related disaster prevention & response teams Dutch Disaster Risk Reduction Team for SIDS The Dutch Disaster Risk Reduction Team is made up of the best water experts in the Kingdom of the Netherlands. It is now setting up a special team for SIDS, consisting of high-level advisers supported by a broad base of technical experts. They will provide top-quality, tailor made expertise to governments confronted with severe and urgent water challenges. 9 Dutch Surge Support (DSS Water) DSS Water (Dutch Surge Support) responds to the needs during water related disasters around the globe by deploying excellent experts from the Kingdom of the Netherland s water sector. With the DSS Water facility we aim to contribute to a better international response to water and sanitation related disasters and assist in building up knowledge in dealing with these emergencies. DSS Water offers a one-stop-shop for international humanitarian organizations in need of water expertise. Topics include (urban) water and sanitation, water resources management and water supply. With the addition of the DSS instrument the Kingdom of the Netherlands will be able to cover the entire disaster management cycle from mitigation, preparedness and response to recovery. or contact your local embassy of the Kingdom of the Netherlands 9

10 UNDP Centre of Excellence on Sustainable Development of SIDS in Aruba Football The Kingdom of the Netherlands supports the UNDP in establishing a Centre of Excellence in Aruba for the Sustainable Development of Small Island Developing States. The Centre will offer a platform for South-South cooperation and for exchanging knowledge on renewable energy, public-private partnerships, water management, tourism, the environment and health. It will be a game-changing opportunity for SIDS to share knowledge and experience, to ensure resilience to climate change and drive their sustainable development priorities. 11 World Coaches programmes for SIDS The Royal Netherlands Football Association (KNVB) and the government of the Kingdom of the Netherlands are jointly offering WorldCoaches programmes to coaches in SIDS. WorldCoaches is a capacity building programme which aims to help local communities in developing countries through football. It educates local coaches to develop both their football skills and life skills. A World Coach plays an important role in the community, being football coaches on the pitch and life skills trainers off the pitch. They are role models.
