1 TERMS OF REFERENCE CONSULTANCY TO DEVELOP A MODEL NATIONAL RECOVERY FRAMEWORK 1.0 INTRODUCTION The Caribbean is one of the most disaster prone regions in the world 1. Economic, social and environmental advances, achieved by the countries of the Region in the post independence period of their development, are threatened by the far reaching consequences of disasters. Recognising the threat which disasters pose to sustainable development, CARICOM countries have embraced a Comprehensive Disaster Management (CDM) approach, emphasising risk reduction and resilience building at all levels in addition to developing and maintaining sound response and recovery mechanisms. The Caribbean Disaster Emergency Management Agency (CDEMA) is an associate institution of the Caribbean Community (CARICOM), established and supported by Caribbean Governments to function as a specialized regional disaster management agency. The CDEMA Coordinating Unit (CU), is located in Barbados, and is responsible for day to day activities of the Agency. In 2001 CARICOM, through broad based stakeholder consultation, adopted a Strategy and Results Framework for CDM in the Region. The goal was to link CDM to development decisionmaking and planning. In June 2007, the then CDERA CU revised the 2001 Strategy and adopted an Enhanced Framework Comprehensive Disaster Management (CDM) Strategy and Programming Framework ( ). The revised strategic framework stressed disaster loss reduction, through risk management, and following a more Program Based Approach (PBA) with an emphasis on Results Based Management (RBM). The revised Strategy was expected to result in better coordinated programming among regional CDM actors and to stimulate national and regional championing of risk management. Outcome 4 of the Enhanced CDM Strategy speaks to enhancing community resilience in CDEMA states/territories to mitigate and respond to the adverse effect of climate change and disasters. Key to achieving this result is ensuring that there is a suitable policy and planning environment for recovery and reconstruction. The Recovery phases of the CDM cycle are recognised as key entry points for integrating risk reduction measures. The 1999 impact of Hurricane Lenny caused significant infrastructural and environmental damage to a number of CDEMA Participating States (PS) and precipitated increased focus on 1 Living with Risk (to be confirmed) 1
2 the issue of national recovery planning. Following Hurricane Lenny, the CDEMA (then CDERA) CU prepared a Model Recovery Plan (2000), through the support of the United Nations Development Programme (UNDP). A set of Operational Guidelines accompanied the 2000 Model. These tools were intended as resources to support CDEMA PS in strengthening national recovery planning. Since the development of the 2000 Model, new issues have emerged that are relevant to recovery planning, including the critical nexus between climate change adaptation and disaster risk reduction. The development of a new Model National Recovery Framework is therefore set against the backdrop of heightened awareness of the necessity of integrating recovery planning into disaster management processes and of the wide ranging and far reaching project impacts of climate change on the Region. This heightened awareness is also reflective of the philosophical and paradigm shift in the region towards a more proactive, risk management oriented approach to disaster management. Against this background, the CDEMA Coordinating Unit is desirous of engaging a Consultant/Firm to develop a Model National Recovery Framework and Adaptation Guide. 2.0 OBJECTIVES The overall objective of this consultancy is to strengthen CDM programme implementation at the national level through the development of a Model National Recovery Framework. 2.1 Specific Objectives The specific objectives are: A Model National Recovery Framework A user friendly, easily understood Adaptation Guide to assist PS in adapting the Model National Recovery Framework. 3.0 SCOPE OF WORK The Consultant will: 3.1 Participate in an inception meeting with the CDEMA CU to agree on the roll out of the consultancy. 2
3 3.2 Review relevant literature aimed at providing an understanding of the context for the consultancy and the review, revision and adaptation processes to date. Documents to be reviewed will include inter alia: a. The Enhanced CDM Strategy , b. The Blue Print for Advancing CDM at the National Level, c. The Refined Model CDM Legislation and Regulations (2013), d. The Model National CDM Policy, e. The Model National Disaster Office Organisational Structure(s) 2, f. The CDERA Recovery Planning Framework and Model Recovery Plan, g. The CDERA Recovery Planning Framework Detailed Operational Guidelines, h. Existing Recovery and/or Reconstruction frameworks/policies/plans of CDEMA PS, including Jamaica, St. Lucia and the Turks and Caicos Islands. i. UNDP/World Bank and UNISDR approach to Post Disaster Needs Assessment (PDNA) and Probabilistic Risk Assessments 3.3 Prepare an inception report, post inception meeting, which details the methodology/approaches and timelines associated with this consultancy. This report should demonstrate consideration of gender and climate change issues. 3.4 Participate in regular progress meetings with the CDEMA CU, the frequency of which will be agreed at the inception stage of the consultancy. 3.5 Consult with key stakeholders, including PS and the CU, to inform the development of the Model. Consultations should also be familiar with, inter alia: a. The Work Programme Development and Review Sub Committee (WPDRSC) of the CDEMA Technical Advisory Committee (TAC). b. The Plan Development and Review Sub Committee (PDRSC) of the CDEMA Technical Advisory Committee (TAC). c. The National Disaster Offices/Coordinators of Jamaica, St. Lucia, and the Turks and Caicos Islands (TCI). 3.6 Prepare a report of the consultation. 3.7 Develop a first draft of the Model National Recovery Framework (inclusive of the UNDP/World Bank and UNISDR PDNA and PRA approach) which should be informed by the feedback received during the consultations noted at 3.5 above. Gender and climate change issues must be considered and clearly integrated into the Model. 2 Subject to its availability. 3
4 3.8 Present the first draft of the Model National Recovery Framework to the CDEMA CU and WPDR SC. The first draft will also be circulated to CDEMA PS and partners for comments. 3.9 Develop a second draft of the Model National Recovery Framework based on the comments received at Develop a draft Adaptation Guide for the Model National Recovery Framework. The Adaptation Guide should be detailed, offering guidance on adapting each section of the Model National Recovery Framework, and executing each step of a model adaptation process Facilitate a Regional Consultation of CDEMA PS and other key stakeholders to review, discuss and comment on the second draft of the Model National Recovery Framework and the draft Adaptation Guide. Including: a. Preparation of agenda b. Preparation of meeting documents c. Rapporteuring of the discussions 3.12 Submit a report of the Regional Consultation noted at 3.11 above Finalise the Model National Recovery Framework and Adaptation Guide, based on the comments and guidance received at the Regional Consultation noted at 3.10 above Prepare a draft final report of the Consultancy for review. The draft final report should include, inter alia: a. The Model National Recovery Framework, b. The Adaptation Guide, c. Report of the Regional consultation d. Activities undertaken and results achieved (planned and unplanned), e. Challenges, lessons learned and recommendations Submit the Final Report of the Consultancy, amended as per comments received, for final review and approval. 4
5 4.0 RESULTS AND DELIVERABLES The Consultant(s) will submit to the CU for approval: 4.1 An Inception Report which details the methodology/approaches and timelines associated with this consultancy. This report should demonstrate consideration of gender and climate change issues. To be submitted within one (1) week of signature of contract. The acceptance of the inception report by the CDEMA CU is to be considered as a critical path activity of the consultancy. 4.2 Report of the Consultations. To be submitted within three (3) weeks of signature of contract. 4.3 First draft of the Model National Recovery Framework. To be submitted within two (2) months of signature of contract. 4.4 Second Draft of the Regional Consultation To be submitted within three (3) months of signature of contract. 4.5 Draft Adaptation Guide. To be submitted within three (3) months of signature of contract. 4.6 Report of the Regional Consultation. To be submitted within one (1) week of conclusion of the Regional Consultation. 4.7 Final Model National Recovery Framework. To be submitted within two (2) weeks of conclusion of the Regional Consultation. 4.8 Final Adaptation Guide. To be submitted within two (2) weeks of conclusion of the Regional Consultation. 4.9 The Draft Final Report on the consultancy, inclusive of the final deliverables. To be submitted within two (2) weeks of conclusion of the Regional Consultation The Final Report on the consultancy, inclusive of the final deliverables. To be submitted within six (6) weeks of conclusion of the Regional Consultation. 5.0 INPUTS OF THE CDEMA COORDINATING UNIT The CDEMA CU will: i. Provide technical comments and feedback on the outputs of the Consultancy; ii. Organize the inception meeting; iii. Support the organization of relevant meetings and teleconferences between the Consultant, and relevant stakeholders through the provision of contact information, and participate, if required; 5

Provide oversight in the roll out of the consultancy. 6.0 CONSULTANT REQUIREMENTS The Consultant/Consulting firm should demonstrate the following qualifications and competencies: 6.1 QUALIFICATIONS A Masters degree in Disaster Management or a related field. 6.2 PROFESSIONAL EXPERIENCE a) Minimum ten (10) years demonstrated working experience in Disaster Management. b) Demonstrated experience in post disaster Recovery planning and implementation. Practical experience is preferred. c) Proven experience in working in a participatory and consultative environment. d) Analytical skills, particularly the ability to conduct research and prepare appropriate findings and conclusions e) Exceptional written and report writing skills f) Knowledge of disaster management, gender and climate change issues would be a distinct asset. g) Experience as a facilitator with good presentation and listening skills. 7.0 DURATION Work is expected to start by February 15 th 2014 and conclude by July 15 th The Consultant may be an individual or team and should be able to assume duties by February 15 th The Consultancy is scheduled to last for approximately five (5) months. A technical and financial proposal based on the Terms of Reference outlined above must be provided by no later than close of business on February 01 st The proposal must include full Curriculum Vitae for each member of the proposed team.
