2 2 About UNISDR Responsible for monitoring the implementation of the Hyogo Framework for Action : Building the resilience of nations and communities to disasters by 168 signatory members of the United Nations. Mandated by the United Nations General Assembly to lead the Post Disaster Risk Reduction and Resilience agenda. Accelerate international resilience focus through the Global Assessment Report (GAR) and Global Platform. The next GAR and Global Platform (May 2013) will bring these questions to the fore: - What are the implications of climate change scenarios for urban investment? - How can cities adequately address climate concerns in investment decisions? - How to facilitate urban investment under climate uncertainty?

3 3 Hyogo Framework for Action (HFA) 5 Priorities of Action 1. Build institutional capacity: Ensure DRR is a national and local priority, with strong institutional basis for implementation. 2. Know your risks: Identify, assess, and monitor DRR and enhance early warning. 3. Build understanding and awareness: Use knowledge, innovation, and education to build a culture of safety and resilience. 4. Reduce Risk: Reduce underlying risk factors through land-use planning, environmental, social, and economic measures. 5. Be prepared and ready to act: Strengthen disaster preparedness for effective response at all levels.

Benchmarking and Reporting Tools HFA Local Government Self-Assessment Tool Identifies gaps and challenges and helps in setting baselines; Allows governments to compare their progress in implementing disaster risk reduction and HFA with other cities; Measures advancement over time; Helps governments to justify priority setting and budget allocations within the city council and national government. 41 Indicator Questions: Examples: To what degree does the local government support the restoration, protection, and sustainable management of ecosystem services (e.g. forests, coastal zones, wetlands, fisheries, water resources)? To what degree does the private sector participate in the implementation of environmental and eco-system management in the local authority?

POPULATION: Est. 4 mill (70 % living in informal settlements) HAZARDS: Frequent flooding (drought major development threat in Tanzania Dar perceived as rich by comparison) More must be done to integrate disaster risk reduction in the context of the city s and nation's development priorities (e.g. water, waste management systems, etc.) The Campaign is assisting Dar with a risk and vulnerability assessment using the Local HFA Tool to form a Strategic Disaster Risk Reduction and Resilience Plan The perception among local communities and leaders in Dar is that Climate Change is the biggest threat and DRR is somewhere over there...
