1 Terms of References (TORs) for short term consultancy: Risk assessment and monitoring for waste management facilities along the Rift Valley/Red Sea Flyway with in particular wastewater treatment plants and solid waste dumps, in support of the conservation of Migratory Soaring Birds (MSB) Mainstreaming Conservation of Migratory Soaring Birds into Key Productive Sectors along the Rift Valley/Red Sea Flyway Under the auspices of the UNDP/GEF, National component (Egypt) of the Migratory Soaring Birds Project, seeks a consultant /firm with extensive experience in the delivery of ornithological assessment documents for the waste management sector to undertake a short term consultancy. The consultancy requires conducting study the waste management facilities to evaluate the impacts waste sector on Migratory Soaring Birds (MSBs). This study will be required to pay particular attention to the wastewater treatment plants and solid waste dumps due to the potentially significant impacts of this sector upon MSBs This study will be a technical tool to identify the threats and migration conflict sites with MSB which possess adverse impacts and my cause barrier to migration of MSB along the Rift Valley/Red Sea Flyway for the conservation of Migratory Soaring Birds (MSBs) in waste management facilities. In addition, the consultant will be required to outline assessment criteria of waste management facilities which could be used to ensure MSBs are suitably considered in early stage of waste sector projects. 0

Introduction Project brief description: The Rift Valley/Red Sea flyway is the second most important flyway for migratory soaring birds (raptors, storks, pelicans and some ibis) in the world, with over 1.5 million birds of 37 species, including 5 globally threatened species, using this corridor between their breeding grounds in Europe and West Asia and wintering areas in Africa each year. The aim of this project is to mainstream migratory soaring bird considerations into the productive sectors along the flyway that pose the greatest risk to the safe migration of these birds principally hunting, energy, agriculture and waste management while promoting activities in sectors which could benefit from these birds, such as ecotourism. The project seeks to integrate flyway issues into existing national or donor-funded "vehicles" of reform or change management in the key sectors through the provision of technical tools, content, services and support. Context and background information Waste management is becoming an increasing problem along the flyway as human populations rise and industrialization increases. Generally, the main reason for the problem is the poor management attempts for solid waste, which usually thrown into open pits, burned, or dumped into rivers and lakes, and waste water and effluents usually discharged directly into rivers without prior treatment. Municipal rubbish tips are usually poorly managed with large amounts of exposed waste, and toxic materials are often present. Although efforts have been made to address the waste disposal issue in some countries, it is often only the aesthetic aspect of the problem that is addressed and ecological impacts are ignored. The proper designed and management of waste sites, especially open waste-water treatment plants Waste management can form suitable habitat for migratory birds. The conflicts generally arise in the poorly managed open land-fill sites and waste water treatment plants in the migration flyway that attracts soaring birds mainly storks and raptors. Where birds can ingest toxic substances and frequently become entangled in plastic, wire, and other debris, or are injured by metal scrap or fire. Large numbers of MSBs often also die at poorly managed waste water treatment facilities (domestic and industrial) due to drowning, entrapment in sludge (due to inappropriate pond designs) or die or become sick from drinking contaminated water. Waste sites pose particular threats in desert environments where they represent an obvious and attractive source of food and water to MSBs. However, there is a shortage in the systematic and quantitative data about the threats of this sector on MSB along the flyway; it is known that thousands of storks and raptors feed at Sharm el Sheikh and White Storks congregate at rubbish tips in numerous tourist resorts along the Red Sea coast. 2
4 Consultancy objectives, scope of work and deliverables The Consultant will need to conduct an assessment and monitoring of the running waste management facilities to evaluate to which extent these impacts could affect MSBs and to identify the main conflict points and could be a migration barriers for MSB. Overall objective To assess to which extent the operation and management process for waste management facilities along the main flyway in Egypt are appropriately takes into consideration and effectively addresses key conservation concerns with regards to Migratory Soaring Birds (MSBs). Scope of work 1. Describe and mapping of the existing and planned waste management facilities along the main flyway of MSB in Egypt. 2. Describe the type of EIA studies and the details of information required for this study to identify gaps and weaknesses relevant to MSB conservation considerations. 3. Assessment of the impact of running waste management facilities into the migration of MSBs. 4. Effectively mainstream the result of the assessment study and recommendations into concerned stakeholders. And conduct the field monitoring and assessment study in close consultation with the main regulatory organizations that are overseeing the risk assessment and management process. Expected deliverables Report detailing the results of the constancy, describing methodology, participants, main contacts in each organization, detailed data collected, describing proposed guidelines and possible management arrangements, next steps, capacity needs, and other relevant information. The report should be organized according to the items in the scope of work above. 3
5 3. Consultancy management Roles and responsibilities The selected individual consultant will be contracted by the Migratory Soaring Bird Project Egypt National Component, in close coordination with the RFF & UNDP- Egypt. The roles of each party are: Migratory Soaring Birds Nature Conservation Egypt (NCE)- National component - Egypt The National Project Manager will supervise and coordinate the work of the Consultant, in close consultation and with the close involvement of the Regional Flyway Officers in the Middle East and Africa, and will be responsible for: Consultant - Direct contract management for the consultancy. - Facilitating data provision, collection and communication with project partners for the Consultant. - Coordinate technical delivery of the contract and provide technical assistance when needed. - Supervision and regular follow up on consultancy progress and contract implementation. - Revision and approval of consultancy deliverables and reporting. - Manage payments based on approved deliverables and payment arrangement below. The consultant should put together a bid that can include his/her services exclusively or can subcontract to other consultants as needed. The senior consultant will be responsible for the overall management & supervision of other consultants i.e. hiring & contracting, payments, etc as well as the output in its entirely. One aim can be to build the capacity of the junior consultants in light of the limited national expertise in MSB. The Consultant will hold the overall accountability to fulfil the timely delivery of the activities and deliverables specified in this TORs, and will be responsible of: - Overall implementation of the contract and delivery of all requirements specified in this document. - Submit regular reports and implementation work plan to the Migratory Soaring Birds Project, National component - Egypt on the below reporting plan. 4
6 - All the supportive photos and materials produced during this consultancy are part of consultancy and must be delivered to Migratory Soaring Birds Project, National component Egypt. - Notify the Migratory Soaring Birds Project, National component - Egypt in writing, upon the successful completion of each deliverable and provide all required supporting documentation. 3- Reporting Upon contract award, the Consultant shall provide National component - Egypt with a proposed consultancy work plan covering all the activities described in this document, detailed list of tasks, and implementation schedule. National component - Egypt will revise the above and comment if necessary within 5 days, once agreed upon, the new plan shall be adopted and shall form the basis for project supervision and monitoring. All deliverables should be reported in appropriate format with all supporting documentation to the Migratory Soaring Birds Project, National component - Egypt. Upon submission, the deliverables will be reviewed by Migratory Soaring Birds National component - Egypt and the RFF subject to contract terms and the Consultant will be given the approval on submitted deliverables or recommendation for amendments within 15 days from the date of receiving the deliverables and reports. 4- Remuneration and disbursement All payments will be processed upon approval of deliverables as following: - First payment (20 % of the total) is cleared upon Submission of work plan - Second payment (50 % of the total) is cleared upon delivery and approval of Draft. - Third payment (30 % of the total) is cleared upon delivery and approval of final drafts of all deliverables. No cost extension and sub-contracting are subject to the written approval of National component - Egypt. Any travel and accommodation expenses relating to the consultancy will be covered separately and will require prior discussion and agreement with Migratory Soaring Birds National component - Egypt. 5
7 5- Qualifications Consultant / firm (staff) applying for the services described herein should have the following minimum qualifications: A degree in a field related to birds ecology, monitoring or equivalent work experience. Knowledge of MSB and related issues. Experience in the birds EIA industry (particularly with waste management facilities) Proven experience in bird monitoring studies and preparing birds monitoring protocols. High level coordination skills. Good organizational and planning skills and ability to adhere to deadlines. Excellent writing skills Fluency in written and spoken English (and preferably also Arabic).
