3 1 INTRODUCTION The Council for Scientific and Industrial Research (CSIR) is one of the leading scientific research and technology development organisations in Africa. In partnership with national and international research and technology institutions, CSIR undertakes directed and multidisciplinary research and technology innovation that contributes to the improvement of the quality of life of South Africans. The CSIR s main site is in Pretoria while it is represented in other provinces of South Africa through regional offices. The CSIR has a strategic relationship with the National Department of Health (NDoH) related to ehealth interventions. The CSIR is tasked to address the issue of fragmentation and interoperability in South Africa. This Open Call is part of the Hospital Patient Information System Assessment project which aims to identify and rank systems utilised in the hospital sector in South Africa. By responding to this Open Call, vendors are nominating their respective systems to form part of the hospital patient information system assessment process. This process is NOT a procurement process between the CSIR or NDoH with participating vendors. 2 BACKGROUND The CSIR conducted an assessment of primary healthcare (PHC) patient information systems in early The aim of the PHC project was to identify and rank the qualifying systems with respect to their functionality; and perform a cost analysis on the systems as well. During 2015 the results were communicated to the National Health Council (NHC) and the CSIR was requested to continue the assessment, expanding into hospital patient information systems, both in the public and private sector. This Open Call for Participation requires vendors of hospital patient information systems to identify their systems to the CSIR and participate in the assessment process. 3 INVITATION FOR OPEN CALL FOR PARTICIPATION Responses are hereby invited from hospital patient information system vendors to answer this Open Call and opt to be a part of the full assessment process going forward. By submitting a response, all respondents accept that they will be adjudicated to confirm that their submission meets the minimum requirements (described in Section 4). Thereafter, successful respondents will be contacted to describe the next steps. Communication will also be sent to all unsuccessful submitters. CSIR OPEN CALL No. HPISA/2016/X131 Page 3 of 6

4 4 OPEN CALL REQUIREMENTS The CSIR has produced this Open Call to request vendors that have hospital information systems to submit a response and opt to be a part of the full assessment process going forward. The Open Call allows any party to make a submission subject to the fulfilment of the basic requirements listed below. All submissions will be adjudicated by the CSIR to ensure that the following basic requirements are met: i. The system MUST be used in the hospital environment, either public or private sector; ii. The system MUST be used by a minimum of one hospital anywhere in South Africa; iii. Full details of the site where the system is deployed MUST be provided in an editable spreadsheet. Site details must include: a. Full name of hospital; b. District that the hospital services; c. Province that the hospital is located in; d. Classification of hospital (central, district, tertiary, provincial, specialised) e. GPS coordinates of hospital (if available); and f. Specific department that the system is used within the hospital (e.g. pharmacy, out-patient, emergency etc.); iv. If the vendor deploys the same system at more than one hospital, all hospital names and locations where the system is implemented must be provided; v. If the vendor deploys more than one system at one or more hospitals, the vendor must ensure that items (i)-(iv) above are completed for each system. All submitters should note that: a) These basic requirements may change based on changes to the project scope; b) The CSIR offers no guarantee that all submissions will qualify to participate in the full assessment towards achieving the project objectives; and c) This process is NOT a procurement or contracting process between the CSIR, NDOH and participating vendors. 5 5 SUBMISSION REQUIREMENTS All submissions to this Open Call must have the following items: 1. A cover letter from the submitter's organisation addressed to: ATT: Mr. D. Seetharam Project Manager CSIR Meraka Institute RE: Hospital Patient Information System Assessment - Open Call Response (REF: HPISA/2016/X131) 2. The cover letter must contain the following details: a) The name of the system (or systems if more than one); b) System vendor contact information (vendor name, contact person name, business address, phone, fax and ); c) An Executive Summary of the system's functionality indicating what the system is used for and who the typical users are within the hospital environment; d) Full system distributor contact information (if applicable); e) Contact details of the submitter indicating their organisational role, address and at least one contact number; 3. A table (or spreadsheet) containing: a) All information stipulated in Section 4, item (iii); b) This table must be editable (i.e. not in PDF format) to ease the adjudication process; 4. 6 6 ELIMINATION CRITERIA Responses will be eliminated under the following conditions: 1. Submission after the extended deadline of Thursday, 30 June 2016; 2. Submissions that are NOT in electronic format (e.g paper-based and submissions on CDs); 3. If a vendor s system is ONLY used in a primary healthcare facility, such as clinics or community health centres; 4.
