1 Request for Quotation: Resubmission - Pay Per Click Internet advertising for the Shisa Solar Programme 26 September Background 1.1 Policy Context South African National Solar Water Heating Strategy & Implementation Plan (November 2009) provides a national strategic framework to ensure that 1 million solar water heaters (SWH) are installed across South Africa. The national SWH Strategy was developed in response to the goals of reducing electricity demand, offsetting rising electricity cost to residential households, accelerated water heating service delivery, particularly to low income and indigent households and achieving renewable energy targets of 10,000 GWH contained in the White Paper on Renewable Energy of This focus on solar water heating is also articulated in the ethekwini Municipality Energy Strategy, 2008 (adopted by Council Dec 2009). The Energy strategy lists a number of action plans which span a wide range of technical, managerial and institutional interventions to deliver Energy Efficiency (EE) and Renewable Energy (RE) improvements across all sectors. Two of the action plans are dedicated specifically to Solar Water Heating, namely: Residential Sector Action Plan 7 - Enhanced use of Solar Water Heating in the Home Local Authority & Public Sector Action Plan 10 - Maximize use of Solar Water Heating in Public Buildings. Both of these action plans list a number of actions which need to take place, responsible agents and timeframes in order to increase the uptake of solar water heaters in the municipality. One of the most critical actions identified in the energy strategy is to implement a program for large scale SWH roll-out. 1.2 Neighbourhood Solar Water Heater Model The Shisa Solar Neighbourhood SWH Project ( is a volume purchasing project for SWH that targets the higher Living Standards Measure (LSM) groups in the ethekwini Municipality. The project assists groups of people working together in neighbourhoods in the ethekwini Municipal Area to simplify the process and reduce the cost of fitting a SWH to their homes. The aim is for the project to facilitate the installation of 30,000 solar water heaters to middle and upper income homes in the municipal area by 2015.

2 The project helps the participants to decide: What supplier to use? Which SWH technology to purchase? How much will it cost? How do I apply for the Eskom SWM rebate? And where to get started. Such volume-based purchasing programs can remove a percentage of costs associated with a traditional SWH installation. The project effectively hand-delivers interested customers in a small geographic area to members of the Panel of SWH Suppliers. 1.3 Shisa Solar Marketing: Phase 1 and Phase 2 Phase one of the marketing activities for the Shisa Solar Program focused on creating brand awareness. This phase began on the 1 st of May 2011 and was concluded on the 30 th June 2011 and included intense advertising on radio and newspapers. Phase 2 will take a more personal approach, and concentrate on interacting with citizens on a one-onone basis and disseminating information. During the period of May to July 2012 a Pilot PPC campaign was run, emanating from this we wish to embark on a prolonged campaign. 2 Required Services Service providers are hereby requested to submit quotations and proposals for the design and development of Pay Per click web based advertising solutions for the Shisa Solar Program. 2.1 Design of the Shisa Solar Pay Per Click advertisements and proposal elements. 2.2 Shisa Solar Brand Elements A comprehensive brand guideline for Shisa Solar is available on request. The key purpose of the PPC advertising is to direct web traffic to the Shisa Solar website ( The information topics that will be communicated include: 1) What is a Solar Water Heater? 2) Why do I need a Solar Water Heater? 3) How do I choose a Solar Water Heater? 4) How does the Shisa Solar Program work 5) How much will a Solar Water Heater Cost

A sample banner graphic for use on websites. 2) Implementation of all Pay Per Click advertising in accordance with the approved proposal 3) Regular updates as to the progress of the PPC campaign. 4) Mid-term progress report due 31 December ) Full Report post close of the campaign, including a breakdown of the funds spent. 2.3 Time Frames Component Date & Month of Completion 1. Contract Award 8 th October Implementation 12 October Contract Completion 29 March Budget All proposals are not to exceed R inclusive of V.A.T. and all management fees. 3 Adjudication Criteria The quotations will be assed according to 2 step process. The first step is a functionality assessment and bidders must score a minimum of 80 points (out of 100) in order to be assessed any further. Step 2 is adjudicated according to price and preferential procurements. Step 1: Functionality (100 points) Professional experience in Pay per Click Advertising. The ethekwini Energy Office does not bind itself to accept the lowest or any quotation, and reserves the right to accept a portion of any quotation, unless the supplier expressly stipulates otherwise in their quotation. The ethekwini Energy Office does not undertake to consider quotations received after the due date and time unless clear evidence of dispatch is available (e.g. postage stamp with date).
