3 INTRODUCTION BAJA ŻAGAŃ 2014 will be run in compliance with: FIA International Sporting Code (along with Appendices) (here and after 2014 ISC), PZM Cross Country Events General Prescriptions (along with Appendices) (here and after 2014 TIS General Prescriptions), Polish Cross Country Cup Regulations (along with Appendixes)(here and after 2014 RPPST Regulations), - the Polish Road Traffic Law, - these Supplementary Regulations. Modifications, amendments and / or changes to these Supplementary Regulations will be announced to all entered participants only by numbered and dated bulletins issued by the organiser and approved by PZM Automobile Sport Commission (here and after GKSS PZM) or by the Stewards of the Meeting (here and after the Stewards). At the same time there will be run Polish Cross Country Championship competition (here and after RMPST) and Czech Cross Country Championship (here and after MMCR). The conditions of the aforementioned event will be set out in separate Supplementary Regulations. Competitors classified solely in competition specified by these Supplementary Regulations will start before the participants from the Polish Cross Country Cup (here and after RPPST). The event will be twinned with an Polish Cup for Baja Rallies motocycle competition (here and after PPRB). Therefore the required interval (except for the ST n o 1) will be observed. The conditions of the aforementioned motorcycle competitions are set out in separate Supplementary Regulations. Unless specifically covered within these Supplementary Regulations, the text of the 2014 TIS General Prescriptions and 2014 RPPST Regulations applies and should be referred to. In case of differences in the interpretation of these regulations, the polish text will be binding. OPENING AND CLOSING DATES FOR ENTRIES opening: Monday :00 closing date 1 st term Friday :00 closing date for entries Sunday : ENTRY PROCEDURE Delivery of the entry form and obligatory attachments is the responsibility of the participants. Any participant willing to enter BAJA ŻAGAŃ 2014 is obliged to correctly fill in the entry form till 17 th October, 2014 /Friday/ 1 st term with reduced entry fee, or till 19 th October, 2014 /Sunday/ 2 nd term (deadline) with normal entry fee The entry form shall be filled in solely via the internet website or zgloszenia.pzm.pl. Correctly filled, with attached confirmation of payment of the entry fee and approved entry form shall be automatically sent by electronic mail to the Event Organiser and to the participant on his address, mentioned in his entry form An entry will be accepted only if accompanied by confirmation of payment full sum of entry fee When completing the on-line entry form and attachments, also the following files are automatically generated: - Administrative Checks Card and Scrutineering Card (OA and BK-1 cards), - Personal Safety Equipment Card, - Additional Service Park Space Order Form (optional), - The Same / Neighbouring Service Park Space Order Form (optional) Each participant who wants to obtain an invoice for the entry fee and additional space in service park fee must provide all necessary invoice data through on-line entry form. The invoice will be given at the Administrative Checks After closing of the second term for entries, using of website will be possible only for edition of crew members and the vehicle, according to Art and 11.5 of 2014 TIS General Prescriptions. It is possible by actualizing entry form formulary, which was sent on e- mail address mentioned by participant in his entry form NUMBER OF ALLOWED ENTRIES AND DIVISIONS INTO GROUPS The maximum number of entries that will be accepted is 40. 8 Group 2 Series Production cross country vehicles vehicles in accordance with Appendix 1 of the 2014 TIS General Prescpiptions ENTRY FEE The entry fees for one entered crew are as follows: Group I term (reduced fee) II term (normal fee) Group 1 Group PLN PLN In the case of refusal to put an additional advertising stickers of the Organiser, the entry fee will be increased by 60% SERVICE AREAS The Entry fee includes payment for 50m 2 of service area. The organizer may, at participant request, allow additional service area, if space will be available. The participant must bear the cost of bank transfers ENTRY FEE REFUND Each participant who registers and then will not be able to start in the Event is obliged to send at least 1 day before the Scrutineering a written explanation of the absence reason. In case of unjustified absence the Organizer will induce GKSS PZM to impose a penalty on the participant. Entry fee will be returned in full only in case of cancellation of the Event or refusal of entry of a participant. The Organizer may return 50% of the entry fee in case of particiant who will present a written explanation from their club, confirming a force majeure. 4. INSURANCE 4.1. Participants must be in possession of a valid (throughout the whole event time) civil liability insurance for owner of a car registered in country or abroad, according to actual law regulations. Casco insurance with sport extension is also recommended. The organizer is not responsible for any damages/losses occurred during the event Every participant takes part in the event at their own risk. By signing of the Entry Form the participants renounces all rights to any compensation for accidents and damages occurred during the event. This renouncement refers to FIA, PZM, the organizer, the event officials and other participants. Strona 8

9 4.3. In accordance with legal regulations, the organiser has taken out an civil liability and accident insurance policy. The indemnity provided under this insurance policy is: PLN 5. TIRES In accordance with Art. 10 of the 2014 TIS General Prescriptions. 6. ADMINISTRATIVE CHECKS 6.1. LOCATION Event Office, HOTEL WILLA PARK in ŻAGAŃ, 19 PIŁSUDSKIEGO STREET, ŻAGAŃ, 6.2. PROGRAMME The Administrative Checks will take place on /Friday/ between 10:00 a 15: ADMINISTRATIVE CHECKS SCHEDULE The Administrative Checks schedule will be published in separate bulletin on the official event website on /Tuesday/. Presence in scheduled time of participants or their authorized representatives is obligatory. Each crew that reports to the Administrative Checks on any other time than that scheduled will be sanctioned with a fine of 100 PLN DOCUMENTS TO BE PRESENTED original, signed by all crew members entry form, valid and appropriate authorization to drive the vehicle (valid and correct category driver's license) of the both crew members. 7. SCRUTINEERING, SEALING, MARKING 7.1. LOCATION DISTRICT VEHICLE INSPECTION STATION OKRĘGOWA STACJA KONTROLI POJAZDÓW 5 KOŻUCHOWSKA STREET, ŻAGAŃ 7.2. PROGRAMME The Scrutineering will take place on / Friday / between 11:00 a 16: SCRUTINEERING TIME SCHEDULE The Scrutineering schedule will be published in separate bulletin on the official event website on /Tuesday/. Presence in scheduled time of participants or their authorized representatives is obligatory. Each crew that reports to the Scrutineering on any other time than that scheduled will be sanctioned with a fine of 100 PLN. Only those crews who have completed the Administrative Checks may present their vehicle at Scrutineering in accordance with the published time schedule REQUIREMENTS Before a car enters the Scrutineering, it must meet the following requirements: have all the required labels fixed (starting numbers, advertisement, rally plate) according to the Attachment 2 to these Regulations. 10 during the scrutineering, crews are obliged to present required safety equipment of crew members, in accordance to Appendix 3 of the 2014 TIS General Prescriptions and 2014 RPPST Regulations. 7.5 ADDITIONAL REQUIREMENTS Crews of vehicles without the windscreen are obliged to have closed type helmets with full face protection. In case of helmets without face protection appropriate glasses are mandatory. All crews are required to have protection glasses (motocross type goggles) in case the car windscreen might be broken The act of presenting a vehicle for scrutineering is considered an implicit statement of conformity (Art of 2014 TIS General Prescriptions). Scrutineering carried out before the Start of the Event will be of a general nature to ensure general conformity with the Group and Class entered, essential safety items are carried and conformity with the national Highway Code, this Scrutineering does not in any way infer that the vehicle in concern complies with the technical regulations (Art of 2014 TIS General Prescriptions). 8. BRIEFING FOR PARTICIPANTS 8.1. LOCATION Event Office, HOTEL WILLA PARK in ŻAGAŃ, 19 PIŁSUDSKIEGO STREET, ŻAGAŃ, 8.2. Briefing will take place on /Friday/ at 17:30. The briefing is compulsory for at least one of the members of the crew, who must confirm his presence by signature. 9. HONORARY START/ OFFICIAL EVENT START 9.1. PUBLICATIONS OF THE LIST OF THE CREWS AUTHORISED TO START AND STARTING ORDER The list of crews authorised to start will be published on the Official Notice / Results Board on / Friday / at The Honorary Start Time Schedule will be published on the Official Notice / Results Board on / Friday / at Starting lists for Leg 1 and Leg 2 will be establish in accordance with Art. 16 of the 2014 TIS General Prescriptions and will be published according to the Event Programme PRE-START PARK Friday, from 18:30 to (entry till 18.30!!!) KLASZTORNY SQUARE, ŻAGAŃ On the day of the Honorary Start, the Pre-start Park shall be established for all crews. Each car must report in pre-start park before Mechanics are allowed to insert competing car into the pre-start park. A penalty for late appearance at the pre-start park entry control point will be 100 PLN. All participants dressed in sporting suit and ready for start must be present in the area of the Honorary Start at 18:40 to participate in the Honorary Start ceremony HONORARY START Friday, from KLASZTORNY SQUARE, ŻAGAŃ Strona 10

11 9.4. OFFICIAL EVENT START Saturday, from Service Park 26 DWORCOWA STREET, ŻAGAŃ 10. RUNNING OF THE EVENT ROAD SECTIONS AND SELECTIVE SECTIONS The route of Baja Żagań 2014 is composed of Road Sections with a scheduled driving time, open for road traffic, and of Selective Sections on roads closed for the traffic WITHDRAWAL Crews who withdraw from the Event before the end of the event or who leave the official route must notify the Clerk of the Course of their withdrawal within one hour and return their time card and signed withdrawal form at the closest control point. Participants failing to abide to this prescription will be fined 100 PLN of penalty OFFICIAL EVENT TIME The official Event time will be communicated via GPS. The time measurement accuracy of the Special Tests is 1 second. Attention!!! ON NIGHT WITH 25 TH TO 26 TH OF OCTOBER THERE WILL BE CHANGE OF TIME FROM THE SUMMER TIME TO WINTER TIME SAFETY TRACKING EQUIPMENT It is compulsory for the participants to equip their vehicles with AutoGuard ASTO safety system, for active monitoring and communication with all competing vehicles. AutoGuard ASTO safety system includes live tracking and route & velocity recordin. Commands and warnings from/to Event Control are incorporated and managed in one AutoGuard ASTO safety system unit AutoGuard ASTO safety system units will be delivered and mounted by organizer personnel, during the Scrutineering No participant with a vehicle without properly mounted and fully operational the AutoGuard ASTO safety system unit will be authorized to start Recording route & velocity The Clerk of the Course will use the data recorded by the unit for verification of the event regulations obedience (route, speed limits). All deviations and especially short cuts will be reported to the Stewards who may apply penalties Any attempt to tamper with, to manipulate or to interfere with the tracking device fitted to the competing vehicle or any device that fails to record a track due to external interference, will be reported to the Stewards who may impose a penalty up to exclusion Rental & installation conditions The rent fee of the ASTO unit is not included in the entry fee. Fee for rental AutoGuard ASTO safety system unit is 200 PLN. The system renting, manual and installation method will be presented at the Official Event website TIME CONTROL POINTS (TC) LATENESS-MISSING-PENALTIES The maximum lateness at a Time Control Point is thirty (30) minutes. A penalty of 1 minute will be applied for each minute or fraction of minute of differences to target time, in accordance with Art of the 2014 TIS General Prescriptions. Strona 11

12 Any lateness exceeding thirty (30) minutes on the target time in a road section between two Time Controls will entail the application of a Fixed Penalty indicated in Art of these regulations STARTING SYSTEM FOR THE SPECIAL TESTS At each Start, there will be 2-digit electronic starting device with 2 green lights, coupled with a photocell responsible for detection of false starts. The photocell will be placed about 40 cm beyond the start line. The display will be placed so to be well visible to a crew sitting in a vehicle on the starting line. The vehicle with the crew is placed at the start line. The starting device continuously counts down to the moment of the green light. Numbers are shown in the sequence: 30, 15, 10, 5, 4, 3, 2, 1 and the green light. The green light will stay on for 20 seconds. Within this time, a crew must start MAXIMUM TIMES TO PERFORM / FINISH THE SPECIAL TESTS No ST Special Test name Maximum time ST 1/2/3 SZPROTAWA LOTNISKO maximum time: 30 min ST 4/5/6/7 ŻAGAŃ - POLIGON maximum time: 2 h The maximum driving times at the Special Test may be modified at the request of the Clerk of the Course by the Stewards of the Meeting. The crews will be notified of any such modification as soon as possible. Crews that exceed the maximum time to perform / finish the Special Stage are obliged to leave the Special Stage route through the first available evacuation route. About the above fact the crew will be informed at the first SOS point encountered along the Special Stage route. Failure to comply with this provision will result in exclusion the crew from the event FIXED PENALTIES Fixed penalties for the failure to complete (finish) / exceed the maximum time of the Special Tests ST nr Special Test name Start and not completing / finish Not Start to Special Test ST 1/2/3 SZPROTAWA - LOTNISKO 1 hour 2 hour ST 4/5/6/7 ŻAGAŃ-POLIGON 3 hour 4 hour For being classified with all the applied penalties and avoid the exclusion from the event, a crew has to follow: to have started in all the Legs of the event, to have regularly carried out (in shorter time then the maximum time) at least one Special Test in the Leg 1 and one Special Test in the Leg 2, to have started in the first Special Test of each Leg, put the car into the Parc Ferme in working hours of TC 4B EARLY CHECK IN AT THE END OF A LEG An early check in is allowed for the following control points: TC 2C Parc Ferme - In, TC 4B Parc Ferme In HANDING IN, EXCHANGE AND COLLECTION OF TIME CARDS Time cards will be handed in, exchanged and collected at: Leg 1 /SATURDAY/ Section 1 TC 0 Service Out /handing in/ Section 2 TC 1C Regrouping In /exchange/ Strona 12

Any member of a crew taking part or wishing to take part in Baja Żagań 2014, whose will be found present on the route of any Special Test before will be considered as a violating this rule COLLECTION OF VEHICLES FROM THE FINAL PARC FERME Vehicles must be collected from the Final Parc Ferme (Sunday, 26 th of October, 2014) immediately after publication of the decision of the Stewards of the Meeting authorise its opening. 11. SERVICE PARK, REFUELLING SERVICE PARK During the Event, there will be ONE Service Park, located in ŻAGAŃ, 26 Dworcowa street Former Military Unit ENTRY OF SERVICE VEHICLES Service cars may enter the service park no later than one hour before the departure time of the 1 st car scheduled in the Time Schedule (TC 0) During Baja Żagań 2014, participants that are still in event are permitted to help each other on the whole route During the Event, service vehicles must bear SERVICE plates. Vehicles without such stickers are not allowed to enter the Service Park Displaying advertisement in Service Park out of designated surface for each participant is accepted only after receiving a written permission of the Organiser. Should the Service Park Manager detect any insubordination in this field, the participant will be punished with penalty in the amount of 500% of Entry fee REFUELLING Any refuelling activity is prohibited in the Service Park. The organizer allows refuelling at petrol stations located on the event route and indicated in the Road Book GENERAL REGULATIONS FOR THE SERVICE The assistance and repairing is permitted only if carried out: a) at all the event route (included the Special Tests): By the crew of the concerned car By the crews of another competing car still in event. b) in the Service Parks By the crew of the concerned car By the crews of another competing car still in event. By the crew of assistance vehicles regularly engaged and identified by the SERVICE plates supplied by the Organiser Any infringement of servicing and refuelling rules will be reported by the Officials to the Stewards of the Meeting. For any infringement a penalty at the discretion of the Stewards of the Meeting, including exclusion, may be imposed. Strona 13

PROTESTS AND APPEALS 5th round of Polish Cross Country Cup All protests and appeals must be made according to the procedures of 2014 ISC, 2014 TIS General Prescriptions and 2014 RPPST Regulations Protests must be made in a written form, and accompanied by a payment the deposit of 100% of the paid entry fee. The deposit will be returned if the protest is proven right If the protest requires a partial or total car or part disassembly and concerns control of used fuel the deposit value will be determined by the Stewards at the Technical Delegate request If the protest is not proven right and the protest consideration costs exceed the deposit paid, the difference will be covered by the protestor. In case the protest consideration costs are lower than the deposit, the difference will be returned to the protestor In case the protest is proven right, all costs will be covered by the participants who the protest is against Deposit fee for an declaration of appeal to GKSS PZM, against Stewards decision is 2500 PLN. 13. CLASSIFICATIONS Provisional Final Classification will be published on the Official Notice / Results Board on Sunday, 26 Th of October, 2014 at in EVENT OFFICE, HOTEL WILLA PARK IN ŻAGAŃ, 19 PIŁSUDSKIEGO STREET, ŻAGAŃ CLASSIFICATIONS DURING BAJA ŻAGAŃ 2014: Classification of Special Tests and classification after ST, Partial Unofficial Classification of Leg 1, Partial Unofficial Classification of Leg 2, Official Final Classification in Groups. 14. PRIZES PRIZE GIVING CEREMONY Prize giving ceremony will be held on 26 Th of October, 2014 at 17.00, next to DUCAL PALACE 14 SZPROTAWSKA STREET, ŻAGAŃ Each participant is obliged to behave in a proper manner during the event, personally participate in the award ceremony and if receiving an award be clothed in sporting suit, i.e. overalls buttoned up and shoes complying with the provisions of automobile sport PRIZES 1,2,3 position in the Group 1 Classification- 2 cups per crew, 1,2,3 position in the Group 1 Class Classification 2 cups per crew, 1,2,3 position in the Group 1 Class Classification 2 cups per crew, 15. FINAL PROVISIONS The organizer reserves the right to interpret, change and supplement this Regulations and to cancel the Event. Strona 14

15 The organizer does not take any liability for damages and losses occurred to participants or caused by them towards third persons through all the Event. By signing the entry form the participants with their service crews declare obedience to this Regulations as well as to traffic rules, fire safety and other applicable regulations in the event and the place of accommodation ENVIRONMENTAL PROTECTION All the participants are obliged to comply with the rules of the PZM Environmental Protection in Motorsport Regulations, in. use protective sheets against the destruction and pollution of the ground surface with petroleum materials. Any maintenance work without the security required under the car found by organiser, would entail the imposition of a fine up to 100 % of Entry fee or other penalties by decision of the Stewards.
