1 Location: Animal Services & Control Job Title: Animal Control Officer Iredell County Job Description Revision Date: 3/2006, 5/2008, 8/2009, 3/2013, 12/2015, 5/2016 GENERAL STATEMENT OF JOB Under general supervision, performs public safety work in the enforcement of ordinances and statutes related to the control of animals for the Animal Services & Control Department. Work involves capturing, confining, returning, and humanely euthanizing stray, diseased, vicious and nuisance animals; maintaining records pertaining to collection of animals and animal activity; and enforcing animal laws and ordinances. Employee must exercise independent judgment and initiative in ensuring proper capture of animals. Employee must also exercise tact, courtesy and firmness in frequent contact with animal owners and the general public. Employee is subject to the usual hazards of animal control work. Reports to the Field Supervisor. ESSENTIAL JOB FUNCTIONS SPECIFIC DUTIES AND RESPONSIBILITIES Responds to calls for service in assigned area of the County to ensure public compliance with state and county animal control laws; explains animal control laws to citizens and answers questions; notes violations of animal control laws and issues citations or warnings to citizens, and picks up or otherwise controls stray animals, as needed; captures and confines stray, diseased and bothersome animals, including domestic and wild animals, livestock and fowl; impounds animals and places them within the animal shelter according to size, sex, needs, and circumstances involved in pick-up; reports diseased or injured animals to shelter veterinarian; uses traps and/or firearms equipped with tranquilizing ammunition to subdue animals, as necessary. Receives and investigates cases of animal cruelty and neglect; prepares warrants; prepares offense and progress reports; appears in court and testifies, as needed; investigates animal bite cases and ensures that confinement of such animals is proper and complete according to public health law; prepares diagnostic specimens for testing by State labs. Humanely euthanizes and disposes of animals, as appropriate. Prepares a variety of reports, including animals collected and confined, animal bites, poultry and livestock damage caused by other animals, animals destroyed by department, etc.; maintains routine activity reports.
2 ADDITIONAL JOB FUNCTIONS Assists shelter staff and local veterinarians in conducting periodic rabies vaccination clinics for the public; collects monthly vaccination reports from local veterinarians; assists with coordinating contractual activities with spay/neuter clinics. Picks-up and properly disposes of dead animals, as necessary. Maintains County-owned vehicle. Will be required to work weekends, evenings, and holidays on a rotating schedule, or as assigned. Subject to emergency callback in the event of a disaster or other local emergency. Performs other related work as required. MINIMUM TRAINING AND EPERIENCE Graduation from high school and six (6) months work experience involving contact with animals, supplemented by some training in animal control; or any equivalent combination or training and experience which provides the required knowledge, skills and abilities. SPECIAL REQUIREMENTS Possession of a valid North Carolina Driver's License by start date. Must achieve Certification as a Euthanasia Technician, Certification as a Rabies Vaccinator, become firearms qualified, and complete Inmate Custodial Training within six (6) months of employment. This position is designated as an authorized Motor Vehicle Operator for Iredell County and requires adherence to the Iredell County Vehicle Operations Policy. Completion of continuing education as required by the State of North Carolina involving techniques, laws, and procedures. Must reside in Iredell County or must relocate to Iredell County within three (3) months from hire date. Additional Certifications and Licenses Preferred Certification in Large Animal Rescue Certification in Bite Stick Certification in Pepper Spray (OCAT) NACA Animal Control Officer Certification PERFORMANCE INDICATORS Knowledge of Job: Has general knowledge of laws and ordinances related to animal control, including humane animal collection, care and disposal methods. Has general knowledge of the geographic layout of the County. Has general knowledge of safety practices concerning the handling of animals. Is able to use equipment for capturing and destroying animals. Is able to prepare and maintain records concerning daily activities. Is able to exercise tact 2
3 and courtesy in explaining and enforcing laws and ordinances pertaining to animals. Is able to exercise initiative and independent judgment in applying laws and ordinances to work situations. Is able to understand and follow oral and written instructions. Is able to communicate effectively orally and in writing. Has sufficient physical strength and agility to perform assigned tasks. Is able to maintain readiness to work on a 24-hour, call-in basis. Is able to exercise tact, courtesy and firmness in frequent contact with animal owners and the general public. Is able to make oral presentations before groups of people. Is able to establish and maintain effective working relationships. Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under "Specific Duties and Responsibilities." Dependability: Assumes responsibility for doing assigned work and meeting deadlines. Completes assigned work on or before deadlines in accordance with directives, County policy, standards and prescribed procedures. Accepts accountability for meeting assigned responsibilities. Attendance: Attends work regularly and adheres to County policies and procedures regarding absences and tardiness. Provides adequate notice to higher management with respect to vacation time and time-off requests. Initiative: Maintains a self-reliant and self-starting approach to meet job responsibilities and accountability. Strives to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision. 4 Physical Requirements and Working Conditions: Please briefly summarize the Physical Requirements of this position: This position performs basic office and outside work tasks and helps move boxes and bags weighing up to 40 pounds, occasionally drags hoses, and controls and contains sometime large or dangerous animals in all locations and all climates. Position also requires retrieving dogs and cats from kennels, sometimes elevated kennels, and sometimes large dogs. Please review and complete as necessary for this position: 1. The PHYSICAL ACTIVITY of this position (please mark ALL boxes that apply): A. CLIMBING: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and lefts and/or hands and arms. Body agility is emphasized. This factor is import if the amount and kind of climbing required exceeds that required for ordinary locomotion. B. BALANCING: Maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium. C. STOOPING: Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles. D. KNEELING: Bending legs at knee to come to rest on knee or knees. E. CROUCHING: Bending the body downward and forward by bending leg and spine. F. CRAWLING: Moving about on hands and knees or hands and feet. G. REACHING: Extending hand(s) and arm(s) in any direction. H. STANDING: Particularly for sustained periods of time. I. WALKING: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. J. PUSHING: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward. K. PULLING: Using upper extremities to exert force in order to draw, drag, haul, or tug objects in a sustained motion. L. LIFTING: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles. M. FINGERING: Picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand or arm as in handling. 4
5 N. GRASPING: Appling pressure to an object with the fingers and palm. O. FEELING: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of the fingertips. P. TALKING: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Q. HEARING: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound. R. REPETITIVE MOTIONS: Substantial movements (motions) of the wrist, hands, and/or fingers. 5
