1 POSITION TITLE: Full Time Firefighter Agency: Bismarck Rural Fire Department 2013 FLSA Status: Non-Exempt Reports To: Fire Chief Description of Work General Statement of Duties: Performs firefighting work that includes preventing, combating, and fire suppression, in answering emergency calls. Operate and maintain fire department equipment and apparatus during and after service calls. Work involves duties of protecting life and property through the performance of firefighting and rescue activities under general training and certification procedures. Incumbents are required to learn and participate in the operation of apparatus and in the performance of hazardous tasks under emergency conditions. These conditions may require strenuous exertion under such handicaps as fire, heat, smoke, and cramped or hazardous surroundings. A portion of the work time requires drilling, studying methods and techniques of combating fires. Work may also include performing routine stations duties. Supervision Received: Works under the general supervision of the Fire Chief, Assistant Chief, Captains, Lieutenants, or Senior Firefighter as designated. Supervision Exercised: May supervise subordinates when performing duties as a Senior Firefighter. Periodically, work responsibilities and assignments are shared with other department personnel or higher ranking officers without the designation of a ranking supervising officer. EXAMPLES OF WORK: An asterisk (*) denotes those functions important and essential in accomplishing the purpose of this job. Some of the reasons why a function could be considered essential are: 1. The position exists to perform the function. 2. There are a limited number of other employees available to perform the function, or among whom the function can be distributed. 3. A function is highly specialized and the person in the position is hired for special expertise and ability to perform it. * Daily: Responds to emergency and non-emergency incidents, which include: fire, EMS, hazardous materials, extrication, swift water rescue, specialized rescue, natural and man-made disasters. Establishes command in the absence of a chief officer to assume responsibility for personnel and scene safety to assure rapid implementation of strategies providing earlier incident stabilization/mitigation and increase life safety/rescue operation results. Develops and implements initial action plan, strategies, and tactical operations based on preplans, size-up, and incident priorities. Supervises and directs personnel and equipment in a safe, effective and efficient manner. 1

2 Work involves operating radio and other communication equipment. Perform activities such as; removing persons from dangerous environments; emergency aid activities including administering pre-hospital care and auto extrication. Perform firefighting activities including driving fire apparatus, operating pumps and related equipment, laying hose, and performing fire combat, containment and extinguishment tasks. Work closely with higher-ranking officers to establish incident command practices at all calls for service. Perform salvage operations such as sweeping, pumping water, removing debris, and general clean up duties at call for service locations. Helps determine fire cause and origin by preserving evidence and by safeguarding and securing the scene to prevent accidents and/or unauthorized entry. Assign personnel and equipment to such duties and uses as the service requires; evaluate the need for, and recommend the purchase of new equipment and supplies. Work closely with higher-ranking officers to establish incident command practices at all calls for service. Work and maintain cleanliness of building and department vehicles. * Daily: Perform general maintenance and repair duties that include cleaning and maintaining the fire department buildings, grounds and vehicles. Test and perform minor maintenance of fire fighting apparatus and equipment. Complete all required reports related to inspections of department property, equipment, and as required by department policy. Assure the operational readiness of department fire apparatus and equipment after calls for service. Notify supervisors if repairs are required on department equipment. * Weekly: Attend training classes in order to enhance firefighting skills, pre-hospital care, fire suppression, emergency response techniques, and other training as required by the Bismarck Rural Fire Department. Maintain all required certifications and training requirements. Coordinate and participate in fire prevention activities such as, fire inspections, preplanning, and public education, in order to reduce fire deaths, injuries, and fire related property losses. Assist in developing plans for special assignments such as emergency preparedness, training programs, firefighting, hazardous materials, and emergency aid activities. Assist in the development and implementation of policies and standard operating procedures for the department related to training of personnel as directed by the Fire Chief. Participate in strategic planning, evaluate service demands, and analyze impact of allocated resources as directed by the Fire Chief. Assist with training procedures and policies to alleviate deficiencies in firefighter performance. Provide coaching and mentoring of personnel. Minimum Qualifications: Must be 18 years old and have a minimum of a High School Diploma or GED. Must have or be able to obtain a valid ND driver's license. Must obtain a ND Class B CDL with tanker endorsement within one year of employment. Must pass a pre-employment physical which may include a pulmonary functions test and a drug test. Must pass an extensive background and criminal record check. Must have a minimum of two years fire fighting experience as a part time or volunteer firefighter or one year as a fulltime fire fighter at the time of employment. An Associate s degree in Fire Science or equivalent degree may substitute for the work experience requirement. Must have completed certification as a Fire Fighter I/II curriculum as approved by the North Dakota Firefighter's Association which conforms to NFPA Must possess a National Registry EMT certification or higher. Must be legally authorized to work in the United States. 2

3 Credit for the two years of firefighting experience will be granted if the incumbent has a 60% attendance record with a fire department related to training and call for service within the previous three years with that department. Required Knowledge, Skills and Abilities: Considerable knowledge and demonstrated ability to apply modern firefighting principles, procedures, techniques and equipment. This knowledge includes fire prevention, suppression, emergency, medical treatment, extrication, rescue, hazardous materials, disaster principles and the incident command system. Considerable knowledge of the layout of the Fire District and thorough knowledge of the road system and physical layout of the district. Knowledge of emergency medical principles and their applications. Knowledge of principles and practices of supervision. Knowledge of applicable Fire Codes, Ordinances, and department rules, regulations, policies and procedures. Ability to plan, organize, assign, direct, supervise, inspect and instruct subordinates in firefighting and fire prevention activities including; suppression, emergency medical treatment, extrication, rescue, hazardous materials and other work assignments. Ability to follow written and verbal instructions. Ability to communicate effectively orally and in writing. Ability to perform work under conditions of extreme height, intensive heat, cold and smoke requiring good physical health. Ability to meet necessary special requirements such as work and call back procedures. Ability to establish and maintain effective working relationships with employees, other agencies and the public. Skill in the use of firefighting and rescue equipment and apparatus. Ability to maintain and produce logs, reports, and records. Ability to recognize and anticipate problems or situations under duress. Ability to exercise sound judgment in evaluating situations and making decisions. Knowledge in operation and general maintenance of all firefighting and emergency apparatus and equipment. Skill in communication, interpersonal skill as applied to interaction with co-workers, supervisor, general public, etc. sufficient to exchange or convey information and to provide and/or receive work direction. TOOLS AND EQUIPMENT USED Telephone; measuring devices; camera; power tools; hand tools; chain saws; shovels; brooms; ladders; exhaust fans; automobile; fire apparatus; emergency medical equipment; oxygen; medical diagnostic equipment; general medical equipment; patient lifting devices; breathing apparatus; steel-tip boots; hearing and eye protection; firefighting clothing; hazardous chemical clothing; and other personal protective equipment as necessary. Sitting tolerance: Occasionally to Frequently, average 6 to 8 hours per day, generally able to change position as needed (driving, doing computer and paperwork) Standing: Occasionally to Frequently, 2 to 6 hours in up to 30-minute blocks, change of position generally allowed Walking tolerance: Occasionally, average 2 to 3 miles per day in up to 350 foot increments (one city block) while doing hydrant flows, inspections and pre-planning Stair climbing: Occasionally, stairs in station, on emergency and during inspections. Ladder climbing: Rarely, 8 to 102 feet, less than one time per day Vertical ladder climbing: Rarely, during inspections and training Balance: Occasionally to Frequently, working on uneven surfaces, unprotected heights, ladders, ice Hand dexterity/coordination: Frequently to Continuously, gripping, pinching, handling tools and equipment including patient care and computer; may do sustained gripping for extended periods of time. Vision: Frequently to Continuously, correctable if necessary for driving, computer, patient and emergency assessment. Color vision needed for hazard assessment and thermal imaging equipment. Hearing: Frequently, for communication and response to imminently hazardous situations. Smell and Taste: Rarely, hazardous material identification, detect smoke and gas Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion. 4

5 Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Other conditions may pre-empt candidates from eligibility. The physical requirements of this position are: Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. The visual acuity requirements including color, depth perception and field of vision for this position are: MACHINE OPERATORS (including inspection), INSPECTION, CLOSE ASSEMBLY, CLERICAL, ADMINISTRATIVE: This is a minimum standard for use with those who operate cars, trucks, and fire apparatus. Far visual acuity shall be at least 20/30 binocular, corrected with contact lenses or spectacles. Far visual acuity uncorrected shall be at least 20/100 binocular for wearers of hard contacts or spectacles. Visual field performance without correction shall be 140 degrees in the horizontal meridian in each eye. The conditions the worker will be subject to in this position are: The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes. The worker is subject to outside environmental conditions: No effective protection from weather. The worker is subject to both environmental conditions: Activities occur inside and outside. The worker is subject to extreme cold: Temperatures below 32 degrees for extended periods of time. The worker is subject to extreme heat: Temperatures above 100 degrees for extended periods of time. The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals, human waste or other body fluids. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system or the skin: Fumes, odors, dusts, mists, gases, or poor ventilation. The worker is subject to oils: There is air and/or skin exposure to oils and other fluids. The worker is required to wear a respirator or use a self-contained breathing apparatus.
