2 IL&FS Infrastructure Development Corporation Ltd (IL&FS IDC) is the infrastructure development arm of Infrastructure Leasing & Financial Services Ltd (IL&FS). It domiciles the vast experience and expertise that IL&FS has pioneered in the infrastructure sector in the country. Infrastructure Leasing & Financial Services (IL&FS) was formed in 1987 as a dedicated financial institution for the development of infrastructure in India. Originally promoted by the Central Bank of India (CBI), Housing Development Finance Corporation Limited (HDFC) and Unit Trust of India (UTI), IL&FS has widened its shareholding base to include the State Bank of India (SBI), ORIX Corporation, Japan, International Finance Corporation (IFC), Washington, Credit Commercial de France and Indivest Pte Ltd, a subsidiary of Government of Singapore. IL&FS has assets of $1 billion, with a net worth of more than $160 million. The firm manages approximately $200 million on behalf of leading Indian and international institutions and has developed infrastructure projects with a total value exceeding $2.5 billion. Over the years IL&FS has developed strong relationships with multilateral and bilateral agencies such as the World Bank, Asian Development Bank, KfW and USAID. IL&FS IDC is uniquely positioned as a one stop shop to provide the entire range of services to the infrastructure sector ranging from technical and financial consultancy to assistance in project structuring in Public Private Partnership (PPP) formats, financing, implementation and operations. IL&FS IDC also provide policy advisory and institutional restructuring services to government agencies both within and outside India. IL&FS also managed the process of procuring a Developer using ICB procedures, which led to the selection of L&T as Developers for this project. 4 Gangavaram Port, Andhra Pradesh Development of Greenfield Gangavaram Port is another pioneering initiative of our company. IL&FS IDC established the project development strategy and helped in the procurement of the developer. Since there was no precedent of a Greenfield port development, IL&FS IDC developed a unique phasing and fee structure, which induced the Consultant to share the riskreward framework. Project Cost: Rs Crore (USD 264 Mn) Date of completion: October 2005 Delhi-Noida Bridge Project The Delhi Noida Bridge was successfully commissioned in February 2001 along with an eight-lane approach road, across the river Yamuna connecting Noida to South Delhi. The project was among the first large private sector initiatives in the surface transport sector in India. It has been completed four months ahead of schedule and within budgeted costs, despite difficult economic conditions. Project Cost: Rs. 408 Crore (USD 90 Mn) Date of Completion: December 1998 IT & E-GOVERNANCE Department of Company Affairs, Government of India, DCA 21 Program DCA 21 is an innovative e-governance initiative to transform and modernize Department of Company Affairs, Government of India through Information Technology. IL&FS IDC is the advisor to National Institute of Smart Government (NISG), Government of India on this program. The Program aims at continuously repositioning DCA as an organization capable of fulfilling the aspirations of its stakeholders in the 21st century. The program will provide citizens easy and secure access to all the DCA services throughout the country, any time and in a manner that best suits the citizens and businesses. Uttaranchal IT Project IL&FS IDC is advisor to Department of Science and Technology, Government of India and Government of Uttaranchal to develop sustainable IT Infrastructure and Service Delivery System in the state. The project involves creation of public private partnership framework for putting IT front end (Kiosks) that will deliver value and need based services at the doorstep of citizens. 5 AREA DEVELOPMENT & EXPORT ORIENTED INFRASTRUCTURE PROJECTS IL&FS/ IL&FS IDC has undertaken development of industrial parks, special economic zones and projects related to provision of industry related infrastructure such as water supply, wastewater treatment, hazardous waste management etc. IL&FS has also been mandated by the Ministry of Commerce, Government of India to develop export oriented infrastructure in the states under its ASIDE program. IL&FS IDC also offer advisory services for the development of infrastructure policy and identification of a shelf of infrastructure projects at the state level.
