2 The service Introduction Emma Clark is registered to provide a care service to a maximum of six children at any one time under the age of 16, of whom a maximum of six will be under 12, of whom no more than three are not yet attending primary school and of whom no more than one is under 12 months. Numbers are inclusive of children of the childminder's family. The childminder is currently caring for eleven children on different days on a flexible, part-time basis to meet families individual needs. The childminder operates her childminding service from her family home which is a semi-detached property in the Clarkston area of East Renfrewshire. The children have access to a ground floor living room and a kitchen which leads on to an enclosed back garden. Children also have access to an upstairs toilet. The service is close to schools, nurseries and parks with access to public transport and shops locally. The childminder's aims include: "Give the children the opportunity to learn from real life experiences." "Provide lots of activities starting with their interests...structured fun activities catering for different needs." To provide; "a family friendly home from home environment where individual needs can be catered for." "Encourage the children to build their self-esteem and confidence by positive role modelling". What we did during our inspection We wrote this report following an unannounced inspection. This inspection took place on Friday 15 July 2016 between the hours of 11.10am and 1.05pm. We gave feedback to the childminder on the same day at the end of the inspection. Over the course of the inspection we gathered information from various sources. This included observations of interactions between the childminder and the children, activities and choices available to the children and discussions about general routines and practices. We also spoke to five children. We viewed the areas accessible to the children both indoors and outdoors and sampled relevant sections of documentation. Views of people using the service Three minded children, aged two, seven and nine years were present during the inspection. The childminder's own children aged nine and thirteen years were also present. It was clear the children were happy and content in the care of the childminder. They told us about a wide range of activities and outings that they had fun participating in through the service. We received four completed questionnaires from the parents of the children who attended the service. These page 2 of 8

3 contained written comments. We have included some comments and some 'ticked' responses to the questions asked within the questionnaire within the relevant sections of this report. Self assessment We received a fully completed self assessment document from the childminder before the inspection. We were satisfied with the way this was completed and with the relevant information under each of the themes that we grade services under. The childminder identified what she thought the service did well, some areas for improvement and any changes she had planned. She told us how people using the service had been involved and how their views and suggestions were sought and respected. What the service did well It was clear that the childminder had built close relationships with the children and families who used her service. We observed the childminder to be caring and nurturing towards the young child present, creating a warm, homely atmosphere. The childminder is very good at sharing information with parents and carers as well as involving them in making decisions about improving the service. Children have opportunities to access a wide range of suitable equipment, toys and materials and very good use is made of local outdoor play environments. What the service could do better Children's personal plans and feedback for parents should be adapted to more fully reflect SHANARRI well-being indicators. All future training should be evaluated to record the impact this has had on outcomes for individual children or the service as a whole. Strategies designed to support the wider involvement of children in risk assessing play environments should be developed and implemented. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good 5 - Very Good not assessed 5 - Very Good Quality of care and support Findings from the inspection The childminder was very good at providing effective care and support for children. She was warm and nurturing with the children being cared for during our inspection. She knew them well and was responsive to their needs and interests. We saw that children experienced a child centred, relaxed and homely environment with lots of fun and enjoyment. The childminder had very good relationships with parents and communicated with them to meet their children's individual needs. One parent commented: "Emma is an outstanding childminder. My child loves going there after school. It is a home from home environment with more fun. Emma is forever planning and delivering creative times which are driven from the children's interests." page 3 of 8

4 The childminder recorded information in personal plans for all children including their contact details, routines, care and health needs. We found she used this information to take children's interests into account when planning care, activities and outings. We discussed how using the wellbeing indicators from Getting It Right For Every Child (GIRFEC) could help her adapt written plans to make a more meaningful assessment of how she was meeting the child's individual needs. GIRFEC is the national approach in Scotland to improving outcomes and supporting the wellbeing of children. The wellbeing indicators that are essential for children and young people to flourish are: safe, healthy, achieving, nurtured, active, respected, responsible and included (SHANARRI). The childminder had a good knowledge of nutrition and provided snacks and meals for children that promoted healthy eating. She highlighted the value of undertaking food hygiene training and registering as a food business with East Renfrewshire Council. This helped to ensure that the childminder was complying with legislation and give assurance to parents that food was stored and prepared safely. The childminder discussed how she safely administered medication and made sure that parents completed appropriate consent forms before this was given. This meant that children who had particular health needs were included in the service and that their health and wellbeing were promoted. The childminder demonstrated a clear knowledge and understanding of the procedure to be followed, if a child spits out, or refuses medication. She agreed to revise her written policy to reflect this understanding. Overall, we found the childminder's practice to be in line with national guidance from the Care Inspectorate: The Management of Medication in Daycare of Children and Childminding Services. The childminder had accessed child protection and child development training and showed confidence in telling us about the steps that she would take if she had any concerns about a child's welfare. House rules had been agreed and negotiated with children an included: "sharing is caring", "no jumping on furniture" and "play nicely". These helped children to take responsibility for their behaviour and promoted inclusion. We discussed the value of undertaking further training in promoting children's positive behaviour relevant to the different ages and stages of children using the service. This could help to increase her knowledge and confidence in this area and ensure positive outcomes for children. Children enjoyed playing in a clean, well maintained home. We found that regular energetic play activities including, trampolining, ball games, hula hoops and mud kitchen play were provided in the garden. In addition, the childminder told us that she frequently took the children to the local libraries, theatres, National Trust properties, parks and farms. These opportunities encouraged children to page 4 of 8

5 be safe, active and experience regular fresh air and exercise. One parent commented: "Emma is a strong advocate of outdoor play and does lots of arts and crafts and messy play." During our inspection we observed five children aged between two and thirteen years creating and participating in a 'foam forfeit' game. The experience offered them opportunities to have fun and play and work together cooperatively. The childminder confirmed that toys and activities were changed on a regular basis to maintain the children's interest. All of the parents who returned our questionnaires agreed that there was a suitable range of toys and resources. Effective systems were in place to record and share information with parents about any accidents or incidents. This meant that parents were kept informed about issues affecting their children. The childminder had accessed training in Paediatric First Aid, which helped to assure parents and children she knew how to deal with any accidents. The childminder was very good at helping children to learn about how to keep themselves safe, for example, she talked with children about how to manage risks when they were at the park. This helped the minded children develop personal responsibility and promoted health and safety. We discussed wider strategies for the risk assessment of play both inside and outside the home. The childminder agreed to incorporate these within her service to extend children's opportunities to manage their own risks. Quality of management and leadership Findings from the inspection The childminder stated that she kept up-to-date with best practice and legislation through Care Inspectorate and SCMA (Scottish Childminding Association) websites, magazines and publications. She had also established Facebook links and attended meetings with other local childminders to share ideas, good practice and access training opportunities. Since commencing her service in August 2015, the childminder had attended several courses. These included: - Introduction to Childminding page 5 of 8

6 - Safe Sleeping - Building the Ambition - Outdoor play. We advised that she use her training log and evaluation sheets to record the impact of future training and share this with parents. The childminder had developed a range of written policies and procedures. These were made available to new parents which meant that they knew what to expect of her service. She also used questionnaires to gather parent's views on specific areas of the service such as the settling in process. Overall, her approach ensured that parents and children were included in making decisions about the service and that their views were respected. One parent commented: "Emma constantly updates us with what she is doing and consults us with her plans and regularly asks for feedback and input". There was appropriate public liability and car insurance in place. The childminder demonstrated knowledge of national best practice guidance in in-car child safety. She used a car with children's comfort and safety in mind and through discussion with parents provided appropriate car seats to suit the height and weight of children. The childminder gave parents a copy of the complaints procedure. This created an opportunity for them to raise any concerns they may have about the service. No complaints had ever been received about the service. All parents we surveyed 'strongly agreed' that overall they were happy with the quality of care their child received in the service.
