2 Welcome: INTSOK is very pleased to welcome all of you to the 12 th Annual Russian Norwegian Oil and Gas Conference. This year arranged in the "capital" of Northern Norway and "Norway's Paris": Tromsø City. We are again organising the Conference in cooperation with Arctic Frontiers - as we did four years ago. The theme this year focuses on what is really going on in Russian and Norwegian waters in the North. Norway has developed Snøhvit LNG and Goliat is in process. More significant discoveries are being made, which will see new developments. Russia has developed Prirazlomnoye and has started to drill other structures. The postponement of the Shtokman field underlines the importance of coming up with improved and cost efficient solutions. The RU-NO Barents Project, which is described in the program, really deals with Arctic challenges, solutions and also addresses any gap. Given the actuality of the Project, we have dedicated this Conference to RU-NO Barents and want to focus on how to drill and develop oil and gas fields in the Arctic in an environmentally friendly way. 5 The RU-NO Barents Project The Arctic continental shelf is believed to be the area with the highest potential of oil & gas. One of the major obstacles to fully explore this region s potential as a future energy supply base, is the industry s capability to provide technology meeting the severe climate conditions affecting field development and operations, environmental demands, presence of ice and long export distances. No less important is the issue of the associated high costs of offshore field developments. Norwegian industry has world class offshore technology, but meets new challenges demanding new/improved technology when moving towards the High North. Russian industry equally has long and valuable experience with severe climate conditions in the High North, but still an emerging Offshore Oil & Gas field development. INTSOK has, with positive support of the Norwegian Government and Norwegian and Russian oil & gas industry, launched this project to address these challenges, identify best available industry capabilities and the need for common innovation and technology development between our two countries. The overriding goal is to support an environmental and safe development of petroleum resources in the High North through increased Russian-Norwegian energy cooperation. The main objective of the project is, through industry cooperation and knowledge of Arctic technology needs, to contribute to the growth of the Russian and Norwegian based industry participation in future petroleum endeavors in the High North. INTSOK will mobilize the industry to: Assess common technology challenges Russia and Norway face in the development of the High North Analyze existing technologies, methods and best practice Russian and Norwegian industry can offer for the High North today Based on the above: Visualize the need for innovation and technology development the industry in our two countries needs to overcome Promote stronger industrial links between our two countries The project launch started February 2012 and will run for 3 years, focusing on 5 major areas of an offshore oil & gas field development: 1) Logistics and transport (2012) 2) Drilling, well operations and equipment (2012/13) 3) Environmental protection, monitoring systems and oil spill contingency (2013) 4) Pipelines and subsea installations (2013/14) 5) Floating and fixed installations (2014) 5
