1 XXVII INTERNATIONAL VILA DE PALAMÓS OPTIMIST TROPHY 11th NATIONS CUP OPTIMIST EXCELLENCE CUP 2016 February 18 21, 2016 Club de Vela Palamos, Catalonia, Spain SAILING INSTRUCTIONS (SI) ORGANISING AUTHORITY The XXVII Trofeu Vila de Palamós is organised by the Club de Vela Palamós and Club Nàutic Costa Brava in conjunction with the AECIO, the Real Federación Española de Vela and the Federació Catalana de Vela. This Regatta is part of the OPTIMIST EXCELLENCE CUP RULES 1.1 The Regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 No national authority prescriptions will apply. 1.3 English shall be the official language for the Championship. 2. ADDITIONAL IDENTIFICATION While racing each boat shall display a coloured ribbon corresponding to the fleet to which she has been assigned and attached to her spring top. Ribbons will be available from the race office. All boats shall display on the bow the event sticker which will be provided by the Organising Authority. A notice showing the location of the sticker will be posted on the Official Notice Board. 3. NOTICES TO COMPETITORS All notices to competitors will be posted on the official notice board located in the Race Office. (See attachment 1) 4. CHANGES TO THE SAILING INSTRUCTIONS Any change to the SI will be posted before 09:00 hours on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 hours on the day before it will take effect. 5. SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed from the official flagpole located in the Beach Area. (See attachment 1). When a signal is displayed over a fleet flag it applies to that fleet only. 5.2 Flag D with a sound signal means: the warning signal will be made not less than 30 minutes after flag D is displayed. Boats shall not leave their berthing places until this signal is made. 5.3 Flag B displayed means that instruction 19.3 applies. 6. SIGNALS MADE AT SEA 6.1 Besides the signals foreseen in RRS Race Signals, the following special signal will be made:

FORMAT OF RACING 7.1 The regatta will consist of a qualifying series and a final series. 7.2 For the qualifying series, boats will be assigned to fleets: Yellow, Blue, Red, Green and White, of, as nearly as possible, equal size and ability. Initial assignments will be made by a seeding committee appointed by the organizing authority. The decision of the Seeding Committee under this SI will be final and will not be grounds for redress. This changes rule 62.1(a). Those assignments will be posted by 0900 of each racing day. 7.3 (a) In the qualifying series boats will be reassigned to fleets after each day of racing, except if on the first day only one race is completed. If all fleets have completed the same number of races, boats will be reassigned on the basis of their ranks in the series. If all fleets have not completed the same number of races, the series scores for reassignment will be calculated for those races, numbered in order of completion, completed by all fleets. For five fleets, and similarly for any other number, reassignments will be made as follows: (b) (c) Rank in Series First Second Third Fourth Fifth Sixth Seventh Eighth Nine Ten and so on Fleet Assignment Yellow Blue Red Green White White Green Red Blue Yellow If two or more boats have the same rank, they will be entered in the left column in the order of fleets in instruction 7.2. Assignments will be based on the ranking available at 20:00 hrs at the end of the each day regardless of protests or requests for redress not yet decided. If all fleets have not completed the same number of races by the end of a day, the fleets with fewer races will continue racing the following day until all fleets have completed the same number of races. All boats will thereafter race in the new fleets. 7.4 (a) Boats will be assigned to final-series fleets Gold, Silver, Bronze, Emerald, White, on the basis of their ranks in the qualifying series. There will be the same number of fleets in the final series as there were in the qualifying series. The final-series fleets will have, as nearly as possible, equal size but so that the Silver fleet is not larger than the Gold fleet. Boats with the best qualifyingseries ranks will race all final-series races in the Gold fleet, boats with the next-best qualifyingseries ranks will race in the Silver fleet, etc. (b) Any recalculation of qualifying-series ranking after boats have been assigned to final-series fleets will not affect the assignments except that a redress decision may promote a boat to a higher fleet. 3 8. SCHEDULE OF RACES 8.1 Programme: 18/02 Official Arrival Day. Registration. 14:00 Training Race 19/02 09:00 Coaches Meeting (mandatory) Qualifying Races 20/02 Qualifying Races 21/02 Final Races. Prize Giving 8.2 Number of Races: (a) The total number of races scheduled is 9 races, with 1 to 3 races per day. (b) One extra race per day may be sailed, provided that no fleet becomes more than one race ahead of schedule. 8.3 The scheduled time of the warning signal for the first race each day is 1100 hours. 8.4 To alert boats that a race or sequence of races will begin soon, the orange flag will be displayed, with one sound signal, for at least four minutes before a warning signal is displayed. 8.5 On Day 4 no warning signal will be made after 1500 hours. 9. CLASS FLAGS For each start, the Class Flag (RRS 26) will be a coloured flag of the fleet to be started, with according to the following table: colours FLEET Yellow/Gold Blue/Silver Red/Bronze Green/Emerald White / White CLASS FLAG Yellow Blue Red Green White 10. RACING AREA Attachment 2 shows the location of the racing area. 11. THE COURSE The diagram in Attachment 3 shows the course, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 12. MARKS 12.1 Marks 1, 2, 3 and 4 will be Red, inflatable, cylindrical. Pg 3 / 11

4 12.2 The starting and finishing marks will be Race Committee boats at both ends of the starting and finishing lines. 13. THE START 13.1 The starting line will be between staffs displaying orange flags on the starting marks Individual recalls will be made in accordance with rule 29.1 except that flag X will be displayed for up to 2 minutes. This changes rule Once the starting sequence for the first fleet has started, all boats from other fleets shall wait inside the waiting area. The waiting area windward boundary will be designated by Yellow inflatable cylindrical buoys. Boats of the next fleet to start, may approach the starting line only after the starting signal of the previous fleet has been made and no individual or general recall has been signalled. If an individual recall has been signalled, boats may approach the line only after the X flag has been removed. Boats that have finished shall return directly to the waiting area or ashore, keeping well clear of all boats racing and of all boats whose warning signal has been made If flag U has been displayed as the preparatory signal, no part of a boat s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned. This changes rule 26 Starting Races and RRS When flag U is used as the preparatory signal rule 29.1 Individual recall does not apply. The scoring abbreviation for a flag U penalty is UFD. This changes A11 Scoring Abbreviations A boat starting later than 4 minutes after her starting signal will be scored Did Not Start (DNS). This changes rules A4 and A THE FINISH The finishing line will be between staffs displaying orange flags on the finishing marks. 15. PENALTY SYSTEM 15.1 A boat that has taken a penalty or retired according to rule 44.1 shall complete an acknowledgement form at the Race Office within the protest time limit The penalty for breaches of Class Rules, Sailing Instructions 2, 5.2, 6.1, 13.3, 15.1, 19, 20, 21 and 23 may be less than disqualification if the jury so decides Appendix P will apply as changed by instruction In addition to taking action in accordance with Appendix P, if a member of the jury sees a boat breaking a rule they may make a sound signal but her sail number will not be hailed. If the appropriate penalty is not taken the Jury may protest one or more boats The scoring abbreviation for a discretionary penalty imposed under instruction 15.2 will be DPI Rule P2.3 will not apply and rule P2.2 is changed so that it will apply to any penalty after the first one. 16. TIME LIMITS AND TARGET TIMES 16.1 Time limits and target times (in minutes) are as follows: Time limit Mark 1 time limit Target time If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a) Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish (DNF). This changes rules 35, A4 and A5. PROTESTS AND REQUESTS FOR REDRESS 17.1 Immediately after finishing, a boat that intends to lodge a protest will inform the Race Committee boat at the finishing line about the boat/boats she intends to protest until her intention is recognised by the Race Committee. (Addition to RRS rule 61.1a) ) Protest forms are available at the Race Office. Protests and requests for redress or reopening shall be delivered there within the protest time limit The protest time limit is 60 minutes after the last boat has finished the last race of the day, or the race committee signals no more racing today, whichever is later Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Jury Room located in the Club Vela Palamós - CNCB Area (See attachment 1). No protest hearing will be started after 22:00 hrs Notices of protests by the Race Committee or Jury will be posted on the official notice board to inform competitors according to rule 61.1(b) A list of boats that, under instruction 15.3, have been penalised for breaking rule 42 will be posted on the official notice board For the purpose of measurement rule protests (rule 64.3 (b)) the authority responsible is the Measurer appointed by the Organising Authority Breaches of instructions 2, 5.2, 6.1, 13.3, 15.1, 19, 20, 21 and 23 will not be grounds for a protest by a boat. This changes rule 60.1(a) On the last scheduled day of each series a request for reopening a hearing shall be delivered (the following changes rule 66): (a) Within the protest time limit if the requesting party was informed of the decision on the previous day; (b) No later than 30 minutes after the requesting party was informed of the decision on that day On the last scheduled day of each series a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule Decisions of the Jury are final as provided in RRS SCORING 18.1 Four Races are required to be completed by each fleet to constitute a qualifying series. If four races are not completed by 21 th February, the qualifying series will be extended to complete them Three races are required to constitute a regatta for all boats (a) If at the end of the qualifying series some boats have more race scores than others, scores for the most recent races will be excluded so that all boats have the same number of race scores. (b) For the qualifying series, rule A4.2 is changed so that the scores are based on the number of boats assigned to the largest fleet (a) When fewer than 4 races have been completed, a boat s series score will be the total of her race scores. (b) When 4 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score Except for race scores excluded under instruction 18.4, a boat's series score for the regatta will be the total of her race scores from the qualifying races completed by all fleets and her final races. Different final-series fleets need not have completed the same number of final races. The boats in the Gold fleet will be ranked highest, in the regatta except for a boat disqualified from a final race under rule To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the race office OPTIMIST EXCELLENCE CUP SCORES (a) The 30% boats of the number of entries, ranked highest in the overall ranking of the regatta will be scored. For example with 100 entries, the first will be scored 30 points, second 29, etc and thirtieth 1 point. The OEC Series score for a boat will be the sum of all the regattas scores, with no discard Ties in the OEC Series Pg 5 / 11

6 (a) If there is a series score tie between two or more boats, each boat's regatta scores (ie. E1, E2, E3 etc) shall be listed in order of best to worst, and at the first point(s) where there is a difference, the tie shall be broken in favour of the boat(s) with the best (i.e. highest) score. (b) If a tie remains between two or more skippers, they shall be ranked in order of their regatta score in the last regatta. Any remaining ties shall be broken by using the tied skippers' scores in the next-to-last regatta and so on. 19. SAFETY REGULATIONS 19.1 A boat that retires from a race shall notify the Race Committee as soon as possible and shall also fill in the relevant form available at the Race Office Each day of competition, before flag D is displayed, the Coaches or Team Leaders shall notify the Race Office of the boats not intending to race that day When code flag B is displayed ashore each Coach or Team Leader shall sign the checklist within 45 minutes after the flag has been displayed, to indicate that all team members have returned to shore. Flag B will be displayed not before than the last boat has finished the last race of the day or the race is abandoned Competitors who require assistance should blow a whistle or wave the paddle or one arm. The Race Committee reserves the right to assist competitors who in its opinion require assistance, regardless of the wishes of the competitor. This will not be grounds for redress. This changes rule 62.1(a) All boats shall only return to their assigned places in the Trofeu Vila de Palamós Boat Park Area located in Palamós beach next to the Race Office (see Attachment I). Due to safety reasons, from Thursday 8 p.m. to Sunday 5 p.m., Vila de Palamós participants are not allowed to stay in Palamós harbour under any circumstances. Boats that, for any reason, arrive ashore at a point different from Vila de Palamós Boat Park Area and that cannot reach the place by their own means, must immediately inform at the: Race Coordination Centre Tel: (or VHF channel 72) Trolleys must be identified with the sticker with the sail number provided by the Organisation All competitors shall carefully observe this sailing instruction. Otherwise they can be requested to pay the expenses of search and rescue operations. 20. REPLACEMENT OF EQUIPMENT 20.1 Substitution of damaged or lost equipment will not be allowed unless approved in writing by the Race Committee. Requests for substitution shall be made to the Race Committee at the first reasonable opportunity Substitution of damaged equipment may be permitted providing that the relevant form has been filled out at the Race Office, the damaged equipment has been checked by the Race Committee and the substituting equipment has been inspected If the substitution was made on the water between races, both the damaged and the substituting pieces of equipment shall be presented to the Race Committee after the end of the day s racing. In this case, the substitution is subject to the approval of the Race Committee given retrospectively. 21. EQUIPMENT AND MEASUREMENT CHECKS 21.1 A boat or equipment may be inspected at any time for compliance with the Class Rules, the NoR and the SI. If a boat is required for inspection after the finish of a race, no adjustments shall be made on the boat before the measurement inspection. Pg 6 / 11

OFFICIAL AND ACCREDITED BOATS 22.1 Official boats will be marked as follows: Race Committee signal boat White flag marked with black RC All other Race Committee boats Yellow flag Jury Boat White flag marked with black J Rescue Boat White flag marked with black RSQ Equipment Inspector Boats White flag marked with black M Support and Coaches boats White flag marked with black National Letters (RRS G1) 22.2 Accredited boats will be marked as follows: Press, spectators and VIP boats White flag marked with black Media 23. SUPPORT BOATS 23.1 Unless the SI 23.3 applies, Team Leaders, Coaches and other support personnel shall stay outside areas where boats are racing from the time of the warning signal for a division s race until all boats in all divisions have finished or the Race Committee signals a postponement, general recall or abandonment. To observe the race, support boats will be able to move from leeward to windward through the port side of the course keeping well clear of the exclusion boundary, approximately 100 meters outside of the course area. Support boats may also go to the finishing line from the waiting area through the centre channel. (See Chart below). 8 23.2 The penalty for failing to comply with SI 23.1 may result in the disqualification (from the race/s in which the infringement took place) of all boats associated with the infringing boat or any other penalty at the discretion of the Jury When the Red Cross emblem (a red cross on white background) is displayed on the Race Committee signal boat, coaches and other team support boats shall collaborate with the organizing committee in rescue assistance. For this purpose each coach is assigned at one of the areas according to the diagram of SI 23.1 for rescue operations. The list of assignment of the coaches to the different areas is posted on the Official Notice Board Coaches and other team support boats must be moored at the Club Nàutic Costa Brava facilites as show in ATTACHMENT BEHAVIOUR 25. SPARE Team members and officials shall observe the regulations of the host club and the house rules of the hotel and shall behave correctly at all times. Bad behaviour at any time, whether on shore or afloat, with or without any damage to the facilities, may be investigated by the Jury, who may call a hearing and impose a scoring penalty when appropriate. 26. PRIZES 26.1 Prizes will be awarded as follows: - Overall: 1st through 10th - 12 and under: 1st through 3rd - 13 and over: 1st through 3rd - Top girl: 1st through 3rd 26.2 NATIONS CUP. Scoring system For the Nations Cup, the total points without discard of the 4 sailors with the best individual cumulative results from each country in all races which count will be added to give a team total score. The Trophy will be awarded to the country with the lowest team total score More prizes may be awarded at the criteria of the Organising Committee. 27. DISCLAIMER OF LIABILITY 27.1 Competitors participate in the regatta entirely at their own risk and responsibility. See rule 4, Decision to Race The Organising Authority and any other party involved in the organization of the Championship will accept no liability whatsoever for any injury, damage, loss or claim, whether personal or material, incurred by or inflicted to participants before, during or after the Championship All competitors and support staff will be required to sign a liability waiver. 28 INSURANCE 28.1 Each participant should be insured with valid third-party liability insurance with a minimum cover of Euros 300,500.
