2 SAILING INSTRUCTIONS 1. RULES 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) The prescriptions of the Fédération Française de Voile will apply, as defined in Attachment A 1.3. The IFA Finn Class Rules will apply RRS Appendix P will apply, as amended by Class Rule C.1.1 (2). (See Attachment F). In accordance with Class Rule A.7.2, the wind speed to be considered by the Race Committee is 12 knots, measured at deck level on the signal committee boat. Decision by the Race Committee to display flags O or R, or not, will not be grounds for a request for redress The maximum wind speed to allow a race to be started or abandoned will be twenty (20) knots in the entire racing area. The decision to start or abandon a race will be made by the Race Committee For the medal race, the sailing instructions of addendum Q (Attachment C) will apply and take precedence over any conflicting instructions If there is a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will take precedence. This changes RRS In case of translation of these Sailing Instructions, the English text will take precedence. 2. ADDITIONAL IDENTIFICATION In case of sailing in more than one fleet : while racing each boat shall display, attached to her mast top, a coloured ribbon corresponding to the fleet to which she has been assigned. Ribbons will be handed out at registration. 3. IDENTIFICATION, ADVERTISING, CAMERAS AND ELECTRONIC EQUIPMENT 3.1 When provided by the Organizing Authority, boats or crew shall carry, display or wear the following as instructed : a) Yellow, blue or red bibs by the competitors top three b) Yellow, blue or red dots on the mainsail of the boats top three c) Bow numbers d) Event sponsor advertising When provided by the Organizing Authority, boats shall carry the following electronic equipment as instructed : a) Cameras b) Sound equipment c) Position (tracking) equipment Competitors shall make a genuine effort to comply with the instructions for operating the equipment as provided by the Organizing Authority While competitors should take every care with the equipment, the Organizing Authority alone is liable for loss or damage of the cameras and the racks or frames used for installing the cameras on the boats For the purpose of RRS part 2 and the related definitions, cameras, racks and frames are not considered to be part of the boat on which they are installed Boats shall avoid contact with cameras, racks and frames on other boats ; however, a breach of this instruction shall not be subject to any penalty. 4. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located on the windows on the first floor of the Club House 5. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted no later than 3 hours before the first scheduled warning signal of the day it will take effect, except that any change to the schedule will be posted by 19:00 on the day before it will take effect. 6. SIGNALS MADE ASHORE 6.1. Signals made ashore will be displayed on the flag pole located on the terrace of the Club House When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes. This changes Race Signal AP. 7. FORMAT OF RACING

3 7.1. The Masters 2013 will be scheduled for a non-scoring Practice Race and a series of maximum seven (7) scoring opening series for each boat. For the last day, approximately ten competitors may be allocated to a separate medal race with separate scoring All details concerning the Format of Racing are given in Attachment B. 8. SCHEDULE OF RACES 8.1. The scheduled time of the warning signal for the first race each day is 14:00, except on May 24 th when it will be 12:00. These times may be changed : if so decided, the newly scheduled time for the first warning signal of a day will be posted on the official notice board by 18:00 on the day before it will take effect When more than one race is to be held on one day, the warning signal for each succeeding race will be made as soon as practicable after the finish of the previous race To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound at least five (5) minutes before a warning signal is made On the last scheduled racing day no warning signal will be made after 17:00. This changes NoR CLASS FLAGS Class flags will be : the Colour Fleet flags, Yellow and Blue, according to the different Colour Groups. 10. RACING AREA Attachment D shows the approximate location of the racing area. COURSES The diagram in Attachment E shows the courses, including the order in which marks are to be passed, and the side on which each mark is to be left No later than the warning signal, the Race Committee signal boat will display the appropriate flag or numeral pennant for the course (NP 1 or NP 2 for groups racing on a trapezoid course) and the approximate compass bearing of the first leg from the signal committee boat. 12. MARKS Course marks 1, 2 and 5 will be ORANGE tetrahedral buoys Gates 3 and 4 will consist of BLACK tetrahedral buoys The offset mark 1A ( dog-leg ) will be a narrow YELLOW cylindrical buoy New marks, as provided in instruction 15.1, will be WHITE FFV cylindrical buoys The starting marks will be either three or two race committee vessels.

4 12.6. The finishing marks will be a race committee vessel at the starboard end and a BLACK cylindrical buoy at the port end A Race Committee boat signaling a change of a leg of the course is a mark as provided in Instruction AREAS THAT ARE OBSTRUCTIONS There are no fixed areas designated as obstructions in the race area. 14. THE START 14.1 Races will be started using RRS 26 with the warning signal made five (5) minutes before the start There will be a Three-boat starting line : The Starting Line will consist of three committee boats : port end line boat (named C), mid-line signal boat (named B) and starboard end line boat (named A). Visual and sound signals will be made only by the mid-line signal boat B, except for recalls (see 14.4) The starting line will be two line segments : one between a staff displaying an orange flag on the midline signal boat B and a staff displaying an orange flag on the port end line boat C ; the other between a staff displaying an orange flag on the mid-line signal boat B and a staff displaying an orange flag on the starboard end line boat A Individual and General Recall flags will be displayed by all three starting line boats When RRS 30.1 Round-an-End Rule is in effect, boats subject to this rule shall thereafter either: - (a) sail from the course side across an extension of the starting line beyond either the port- or starboardend line boat to the pre-course side before starting, or - (b) round the mid-line signal boat before starting, leaving it to port. This changes RRS 30.1 (see the diagram below). C B A 14.3 When flag U has been displayed as the preparatory signal as proposed in 11.5 of RRS Appendix L, no part of a boat s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing and scored OCS, but not if the race is restarted or re-sailed or postponed or abandoned before the starting signal. This changes RRS In the event of a General recall, the race committee will display the warning signal for a new start in accordance with RRS A boat starting later than four (4) minutes after her starting signal will be scored DNF without a hearing. This changes RRS A A Race Committee boat displaying Code flag G may pass to windward of the fleet in the event of an abandonment, postponement or general recall which means: The Race Committee has signaled an abandonment, postponement or general recall. Boats are to return to the starting area immediately Boats whose warning signal has not been made shall avoid the starting area during the starting sequence of other races. 15. CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the Race Committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. The decision to change or not the course is responsibility of the Race Committee and shall not be grounds for a request of redress by a boat Except at a gate, boats shall pass between the Race Committee boat signaling the change of the next leg and the nearby mark, leaving the mark to port and the Race Committee boat to starboard. This changes RRS 28.

5 15.3 When a gate is replaced to change that leg of course, only one buoy will be the new alternate mark as defined in 12.4, the other buoy remaining the original one. In that case, the new gate will consist of one black and one white buoy. 16. THE FINISH The finishing line will be between a staff displaying an orange flag on the Race Committee boat at the starboard end and the finishing mark defined in Competitors who have finished their race shall sail away from the finishing line. This is to avoid being an obstruction for competitors who still have to finish their race. 17. PENALTY SYSTEM RRS Appendix P will apply as changed by Instructions 1.4., and Attachment G RRS P2.3 will not apply and RRS P2.2 is changed so that it will apply to any penalty after the first one. 18. TIME LIMITS AND TARGET TIMES Time limits and target times are as follows: Time Limit to Finish Mark 1 Time Limit Target Time 120 minutes 40 minutes 75 minutes If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a) Boats failing to finish within thirty (30) minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5 19. PROTESTS AND REQUESTS FOR REDRESS Protest forms are available at the race office, located on the ground floor of the SRR Club House near the jury room. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is ninety (90) minutes after the last boat has finished the last race of the day or the Race Committee signals no more racing today, whichever is later If RRS N 1.4(b) applies, the time limit for requesting a hearing under that rule is 30 minutes after the party was informed of the panel s decision Notices will be posted no later than thirty (30) minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located on the ground floor of the SRR Club House Notices of protests by the Race Committee or the International Jury will be posted on the official notice board to inform boats under RRS 61.1(b) A list of boats that have been penalized under Appendix P for breaking Rule 42 will be posted before the protest time limit Breaches of instructions 2, 3, 14.4, 21, 24, 26, 27, 28 and 29 will not be grounds for a protest by a boat. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the Jury so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI On the last scheduled day of racing a request for reopening a hearing shall be delivered : within the protest time limit if the party requesting party reopening was informed of the decision on the previous day. This changes RRS no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes RRS On the penultimate day and the last day of racing a request from a Jury decision shall be delivered no later than thirty (30) minutes after the decision was posted. This changes RRS Decisions of the International Jury will be final as provided in RRS The final decisions on any matters not covered by the RRS and the International Jury shall rest with IFA. 20. SCORING Scoring will be based upon the Low Point system (RRS Appendix A4) Three (3) races are required to be completed to constitute an opening series. If 3 races have not been completed as scheduled, the opening series will be extended to complete them Four (4) races consisting of opening series races and the medal race, if any, are required to be completed to constitute a regatta for all boats

6 If at the end of the opening series some boats have more races than others, scores for the other boats will be awarded average points for their scored races, allowing for discard if applicable so that all boats have the same number of race scores For the opening series, RRS A4.2 is changed so that the scores are based on the number of boats assigned to the largest fleet Except for race scores excluded under Instruction 20.6, a boat s series score for the regatta will be the total of her race scores from the opening series and the medal race or the additional race defined in Instruction B.5. if any For the medal race, RRS A4.1 is changed so that the points are doubled, and RRS A4.2 is changed so that the scores are based on the number of boats assigned to compete in that race When fewer than 5 opening-series races have been completed, a boat s series score will be the total of her scores When from 5 to 7 opening-series races have been completed, a boat s series score will be the total of her race scores excluding her worst score. However, the score from the medal race will not be excluded For boats assigned to compete in the medal race, ties in the regatta score are broken by their medal race score if different. This changes RRS A8. If the boats have the same score in the medal race and are still tied, the tie will be broken by applying RRS A8 to the opening-series score The boats assigned to compete in the medal race will be ranked highest in the regatta except for a boat disqualified from the medal race under RRS 5 or A boat assigned to compete in the medal race shall make a genuine effort to start, sail the course and finish. A breach of this instruction will not be grounds for a protest by a boat. The penalty for this breach will be ranking the boat tenth in the regatta. If there are two such boats, they will be ranked penultimate and last in order of their opening series rank, etc The rankings for the Age Categories { Master (aged 40-49), Grand Master (aged 50-59), Grand-Grand Master (aged 60-69) and Legend (aged over 70) } will be made by extraction from the overall rankings without recalculation. 21. SAFETY REGULATIONS A Sign-On / Sign-Off procedure will be implemented, as defined in Attachment G Each competitor who does not intend to race shall report in writing to the race office as soon as possible A boat that retires from a race shall notify the Race Committee as soon as possible, and complete the adequate form to be returned to the race office within the protest time limit All competitors shall, at all times when afloat, except for a short time when changing clothing, wear a personal floatation device. This changes RRS 40. Flag Y will not be displayed In accordance with RRS 1.2 the personal floatation device shall be of a suitable size and certified by an internationally recognized authority or in writing by the National Authority of the competitor As a complement to the Class rule C.5.2, the mandatory towing rope shall be, at any time afloat, be fixed to the mast and prepared to be easily taken by the personnel of any rescue boat A boat may receive help from any outside source in order to help an ill or injured crew member or one that is perceived to be in danger. This changes RRS 41(a). However, a boat that gains a significant advantage in the race from help received under this instruction may be protested and penalized ; any penalty may be less than disqualification A race will not be started or may be abandoned when the wind speed is in excess of twenty (20) knots over the entire racing area. Failure to comply with this will not be grounds for a request for redress. This changes RRS 62.1(a). 22. REPLACEMENT OF CREW OR EQUIPMENT Substitution of competitors will not be allowed Substitution of damaged or lost equipment will not be allowed unless authorized by the Race Committee. Requests for substitution shall be made to the Committee at the first reasonable opportunity. 23. EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the Class Rules and Sailing Instructions. On the water, a boat can be instructed by a Race Committee Equipment Inspector or Measurer to proceed immediately to a designated area for inspection.

7 24. ADVERTISING Boats may display advertising according to ISAF Advertising Code The regulation of the Fédération Française de Voile concerning personal advertising will apply to French competitors Boats may be required to display advertising supplied by the Organizing Authority Bow numbers and advertising stickers, if any, shall be affixed to the hull in accordance with the instructions posted on the official notice board. 25. OFFICIAL BOATS Official boats will be marked as follows: - Race Committee boats will display a white flag - Mark Laying boats will display a white flag - Boats of the Organizing Authority are marked with a SRR flag - Jury boats will display a yellow flag with Jury in black - Measurer s boat will display a blue flag with Jauge in black - Rescue boats will display an orange flag with SRR Organisation - Press boats will display a blue flag with Press - Medical boats will display a white flag with a red plus Failure for the official boats as defined in SI 25.1, to be on station or to fly their designated flag will not be grounds for a request for redress. This changes RRS 62.1(a). 26. SUPPORT BOATS Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the start until all boats have finished or retired, or the Race Committee signals a postponement, general recall or abandonment Support boats shall register before the first racing day and display at all times the numbered flag received at registration. 27. TRASH DISPOSAL Boats shall not put trash in the water. Trash may be placed aboard support and Race Committee boats. 28. BERTHING Boats shall be kept in their assigned places in the boat park. 29. RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 30. PRIZES Prizes will be given as follows: 30.1 Perpetual prizes for: 30.2 Medals for: 30.3 Memento for each Legend 1. First place in the Overall Result (The Master s World Champion) 2. First Grand Master 3. First Grand-Grand Master 4. First Legend 5. First Lady 6. The first sailor outside the prizes in the Overall Result (i.e. the eleventh sailor in the Overall Result) These perpetual prizes must be returned by the winners before the next Championship 1. Top three Masters 2. Top three Grand Masters 3. Top three Grand-Grand Masters 4. Top three Legends 5. First Lady 30.4 Prizes for the top ten sailors in the Overall Result

8 31. DISCLAIMER OF LIABILITY Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, you agree and acknowledge that: You are aware of the inherent element of risk involved in the sport and you accept responsibility for the exposure of yourself, your crew and your boat to such inherent risk whilst taking part in the event ; You are responsible for the safety of yourself, your crew, your boat and your other property whether afloat or ashore ; You accept responsibility for any injury, damage or loss to the extent caused by your own actions or omissions ; Your boat is suitable for racing ; The provision of a race management team, patrol boats and other officials and volunteers by the event organizer does not relieve you of your own responsibilities ; The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. 32. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1,500,000 per event, or the equivalent, for the entire duration of the Finn World Master Championship It shall be the sole and inescapable responsibility of the competitor to have such an insurance cover and to provide written proof thereof to the Organizing Authority upon request. 33. RIGHTS TO USE NAME AND LIKENESS By participating in the Masters 2013, competitors automatically grant to the Organizing Authority and the event sponsors the right, in perpetuity, to make, use and show, at their discretion, any photography, audio and video recordings and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 9 ATTACHMENT A FINN WORLD MASTER CHAMPIONSHIP La Rochelle, France Prescriptions of the Fédération Française de Voile Racing Rules of Sailing RRS 64.3 DECISIONS ON PROTESTS CONCERNING CLASS RULES FFVoile Prescription (*): The jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of checking arising from a protest concerning class rules. RRS 67 DAMAGES FFVoile Prescription (*): Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and will not be dealt by the jury RRS APPEALS AND REQUESTS TO A NATIONAL AUTHORITY FFVoile Prescription (*): In such circumstances, the written approval of the Fédération Française de Voile shall be received before publishing the notice of race and shall be posted on the official notice board during the event. RRS 78 COMPLIANCE WITH CLASS RULES; CERTIFICATES FFVoile Prescription (*): The boat s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat comply with the equipment and security rules required by the laws, by-laws and regulations of the Administration. RCV 86.3 CHANGES TO THE RACING RULES FFVoile Prescription (*): An organizing authority wishing to change a rule listed in RRS 86.1 in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race, in the sailing instructions, and shall be posted on the official notice board during the event. RRS 88 NATIONAL PRESCRIPTIONS FFVoile Prescription (*): Prescriptions of the FFVoile shall be neither changed nor deleted in the notice of race and sailing instructions, except for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall be neither changed nor deleted in the notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website shall be the only translation used to comply with RRS 90.2(b)). RRS 91 PROTEST COMMITTEE FFVoile Prescription (*): The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the Fédération Française de Voile. Such notice of approval shall be posted on the official notice board during the event. APPENDIX R PROCEDURES FOR APPEALS AND REQUEST FFVoile Prescription (*): Appeals shall be sent to the head-office of Fédération Française de Voile, 17 rue Henri Bocquillon, Paris

10 ATTACHMENT B FORMAT OF RACING B.1. The Masters 2013 will be scheduled for a non-scoring Practice Race and a series of maximum seven (7) scoring opening-series races for each boat. For the last day, approximately ten competitors may be allocated to a separate medal race with separate scoring. B.2. Except for the medal race, each race may be divided into groups, called Colour Groups of as nearly as possible equal size and ability. B.2.1. The aim for the group size will be 125 competitors per group. The final decision for the group sizing will be made by the Masters President in conjunction with the Organizing Authority. B.2.2. If races are divided into Colour Groups : B For the practice race and the first racing day, competitors will be divided randomly. B For the 2 nd till 4 th racing days, competitors will be divided using the overall result at the end of each previous day. See Instruction B.4.1. B.2.3. For the final day, competitors will be divided into Colour Groups, if applicable, using the overall result on the previous day, but excluding the top ten competitors plus competitors with equal points to place n 10 (Top Ten Plus). The Top Ten Plus sailors will sail the Medal Race as soon as the Colour Group has been finished. The medal race will only be sailed if 3 or more opening-series races have been completed by the end of the penultimate day. B.3. When more than one race will be held on one day, the warning signal for each succeeding race will be made as soon as practicable after the finish of the previous race. B.4. For the opening series boats will be assigned to fleets Yellow and Blue of as nearly as possible equal size and ability. B.4.1. Initial assignments will be made as written in Instruction B.2.2. and B.2.3. Those assignments will be posted by 21:00 on the day before it will take effect. B.4.2. Boats will be reassigned to Colour Groups after each day of racing, except if on the first day only one race has been completed. If all fleets have completed the same number of races, boats will be reassigned on the basis of their ranks in the series. If all Colour Groups have not completed the same number of races, the series score for reassignment will be calculated for those races, numbered in order of completion, completed by all Colour Groups. For Colour Groups, reassignments will be made as follows : For 2 Colour Groups : Rank in series First Second Third Fourth Fifth Sixth Seventh Eighth and so on Blue Fleet assignment Yellow Blue Blue Yellow Yellow Blue Yellow If two or more boats have the same rank, they will be entered in the left column in the order of fleets in Instruction B.4. B.4.3. Assignments will be based on the ranking available at 20:00 that day regardless of protests or requests for redress not yet decided. See Instructions B.2.2 and B.2.3. B.4.4. If all fleets have not completed the same number of races by the end of a day, the fleets with fewer races will continue racing the following day until all fleets have completed the same number of races. All boats will thereafter race in new fleets, but except that races to be caught up may be sailed before a day s program, not more than two races will be sailed per day. B.5. B.6. The ten boats ranked highest in the opening series plus boats with equal points to n 10 will be assigned to compete in the medal race. The other boats are scheduled to sail one more race prior to the medal race. Assignments to the medal race will be based on the ranking available at 08:00 on the day of the medal race. The Jury may extend the time limit.

11 ATTACHMENT C : MEDAL RACE RULES Q1 Q2 This addendum has been approved by ISAF in accordance with rule 86.2 and ISAF Regulation Version: January 21, These sailing instructions change the definitions Proper Course, and rules 20.1, 28.2, 44, 60, 61, 62, 63, 64.1, 65, 66, 70, 78.3 and B5. CHANGES TO RACING RULES Additional changes to rules are made in instructions Q2, Q3, Q4, and Q5. Q1.1 Changes to the Definitions and the Rules of Part 2 and Part 4 (a) Add to the definition Proper Course: A boat taking a penalty or manoeuvring to take a penalty is not sailing a proper course. (b) When rule 20.1 applies, the following arm signals are required in addition to the hails: (1) for Room to tack, repeatedly and clearly pointing to windward; and (2) for You tack, repeatedly and clearly pointing at the other boat and waving the arm to windward. Instruction Q1.1(b) does not apply to boards. Q1.2 Changes to Rules Involving Protests, Requests for Redress, Penalties and Exoneration (a) The first sentence of rule 44.1 is replaced with: 'A boat may take a One-Turn Penalty when she may have broken a rule of Part 2 (except rule 14 when she has caused damage or injury) or rule 31 or 42 while racing.' (b) For boards, the One-Turn Penalty is one 360 turn with no requirement for a tack or a gybe. (c) Rule 60.1 is replaced with A boat may protest another boat or request redress provided she complies with instructions Q2.1 and Q2.4. (d) The third sentence of rule 61.1(a) and all of rule 61.1(a)(2) are deleted. Rule B5 is deleted. (e) Rules 62.1(a), (b) and (d) are deleted. In a race where this addendum applies, there shall be no scoring adjustments for redress given under any of these rules for a previous race. (f) Rule 64.1(c) is changed so that the provision for exonerating a boat may be applied by the umpires without a hearing, and it takes precedence over any conflicting instruction of this addendum. (g) Rules P1 to P4 shall not apply. PROTESTS AND REQUESTS FOR REDRESS BY BOATS Q2.1 While racing, a boat may protest another boat under a rule of Part 2, except rule 14, or under rule 31 or 42; however, a boat may only protest under a rule of Part 2 for an incident in which she was involved. To do so she shall hail Protest and conspicuously display a red flag at the first reasonable opportunity for each. She shall remove the flag before, or at the first reasonable opportunity after a boat involved in the incident has taken a penalty voluntarily or after an umpire s decision. However, a board need not display a red flag. Q2.2 A boat that protests as provided in instruction Q2.1 is not entitled to a hearing. Instead, a boat involved in the incident may acknowledge breaking a rule by taking a One-Turn Penalty as described in rule If the protested boat does not take a penalty voluntarily, an umpire will decide whether to penalize any boat and signal the decision as provided in instruction Q3.1. Q2.3 At the finishing line the race committee will inform the competitors about each boat s finishing place or scoring abbreviation. After this has been done for all boats, the race committee will promptly display flag B with one sound. Two minutes later flag B will be removed with one sound. Q2.4 A boat intending to (a) protest another boat under a rule other than instruction Q3.2 or Q4.2(a), or a rule listed in instruction Q2.1, (b) protest another boat under rule 14 if there was contact that caused damage or injury, or (c) request redress shall hail the race committee before or during the display of flag B. The same time limit applies to protests under instructions Q5.4 and Q5.5. The protest committee may extend the time limit if there is good reason to do so. Q2.5 The race committee will promptly inform the protest committee about any protests or requests for redress made under instruction Q2.4.

12 Q3 FINN WORLD MASTER CHAMPIONSHIP La Rochelle, France UMPIRE SIGNALS AND IMPOSED PENALTIES Q3.1 An umpire will signal a decision as follows: (a) A green and white flag with one long sound means No penalty. (b) A red flag with one long sound means A penalty is imposed or remains outstanding. The umpire will hail or signal to identify each such boat. (c) A black flag with one long sound means A boat is disqualified. The umpire will hail or signal to identify the boat disqualified. Q3.2 (a) A boat disqualified under instruction Q3.1(b) shall take a One-Turn Penalty as described in rule (b) A boat penalized under instruction Q3.1(c) shall promptly leave the course area. Q4 PENALTIES AND PROTESTS INITIATED BY AN UMPIRE; ROUNDING OR PASSING MARKS Q4.1 When a boat (a) breaks rule 31 and does not take a penalty, (b) breaks rule 42, (c) gains an advantage despite taking a penalty, (d) deliberately breaks a rule, (e) commits a breach of sportsmanship, or (f) fails to comply with instruction Q3.2 or to take a penalty when required to do so by an umpire, an umpire may penalize her without a protest by another boat. The umpire may impose one or more One-Turn Penalties to be taken as described in rule 44.2, each signalled in accordance with instruction Q3.1(b), or disqualify her under instruction Q3.1(c), or report the incident to the protest committee for further action. If a boat is penalized under instruction Q4.1(f) for not taking a penalty or taking a penalty incorrectly, the original penalty is cancelled. Q4.2 (a) A boat shall not round or pass a mark on the wrong side. If she does so, she may correct her error as provided in rule 28.2 only if she does so before she rounds or passes the next mark or finishes. (b) When a boat breaks instruction Q4.2(a) and fails to correct her error before rounding or passing the next mark or finishing, an umpire may disqualify her under instruction Q3.1(c). Q4.3 An umpire who decides, based on his own observation or a report received from any source, that a boat may have broken a rule, other than instruction Q3.2 or Q4.2(a) or a rule listed in instruction Q2.1, may inform the protest committee for its action under rule However, he will not inform the protest committee of an alleged breach of rule 14 unless there is damage or injury. Q5 PROTESTS; REQUESTS FOR REDRESS OR REOPENING; APPEALS; OTHER PROCEEDINGS Q5.1 No proceedings of any kind may be taken in relation to any action or non-action by an umpire. Q5.2 A boat may not base an appeal on an alleged improper action, omission or decision of the umpires or the protest committee. In rule 66 the third sentence is changed to A party to the hearing may not ask for a reopening. Q5.3 (a) Protests and requests for redress need not be in writing. (b) The protest committee may take evidence and conduct the hearing in any way it considers appropriate and may communicate its decision orally. (c) If the protest committee decides that a breach of a rule has had no effect on the outcome of the race, it may impose a penalty of points or fraction of points or make another arrangement it decides is equitable, which may be to impose no penalty. Q5.4 The race committee will not protest a boat, except following a report under rule 43.1(c) or Q5.5 The protest committee may protest a boat under rule However, it will not protest a boat for breaking instruction Q3.2 or Q4.2(a), a rule listed in instruction Q2.1, or rule 14 unless there is damage or injury.

15 ATTACHMENT F : RRS APPENDIX P SPECIAL PROCEDURES FOR RRS RULE 42 Red FLAGS O and R Yellow Cross on Red background Yellow G.1. As the class rule C.1.1.(1)(c) permits, except on a beat to windward, pumping, rocking and ooching when the wind speed exceeds 12 knots, the Race Committee may signal that those actions are permitted, as specified in the class rules, by displaying flag O before or with the warning signal. The flag shall be removed at the starting signal. G.2. If the wind speed exceeds 12 knots after the starting signal, the Race Committee may display flag O with repetitive sounds at a mark to signal to the boats that these actions are permitted, as specified in the class rules, after they have passed the mark. G.3. If the wind speed becomes less than the specified limit after flag O was displayed, the Race Committee may display flag R with repetitive sounds at a mark to signal to the boats that RRS rule 42, as changed by the class rules, applies after they have passed the mark. G.4. Such decisions made or not made by the Race Committee shall not be grounds for a request for redress from a boat.

16 ATTACHMENT G : SAFETY SIGN-ON / SIGN-OFF PROCEDURE H.1 A personal sign-on ( before going on the water) and sign-off (after the races) procedure will be implemented. It will be located on the terrace of the Club. H.2 Sign-on : Each day racing, each competitor shall personally sign-on before going on the water on the specially provided form, on the line of his (her) number and name. H.3 Sign-off : Immediately after returning ashore after racing, each competitor shall personally sign-off on the same form and the same line. H.4 The signing-on will be open every morning approx. two hours before the scheduled time of the first warning signal of the day and up to the preparatory signal of the first race of the day. The signing-off will be open at the end of the last race of the day up to the protest time limit. H.5 Any boat failing to comply with H.2. or H.3 above, without any reason beyond her control, will receive a penalty of ten (10) points for the race next to the infringement without a hearing. The penalty will be twenty (20) points in case of repetition. This changes RRS H.6 Infringements will be posted on the official notice board no later than thirty (30) minutes after the protest time limit.
