1 PRESCRIPTIONS OF THE HELLENIC NATIONAL AUTHORITY (HELLENIC OFFSHORE COMMITTEE / HELLENIC SAILING FEDERATION) TO THE INTERNATIONAL RACING RULES OF SAILING ACCORDING TO RRS 86.1(a) FOR 2012 OFFSHORE SAILING RACES The present prescriptions are valid through March 1 st, 2013 for all offshore events in Greece organized by clubs, members of the Hellenic Sailing Federation (HSF), which are included in the 2012 official calendar of races of the Offshore Committee of the Hellenic Sailing Federation (HOC/HSF). 1. RULES Offshore events will be governed by the following rules, as these are valid at the time of the event: 1.1 The ISAF Racing Rules of Sailing. 1.2 The ISAF Offshore Special Regulations. 1.3 From sunset to sunrise, the International Rules for Preventing Collisions At Sea shall replace Part 2 of the RRS. 1.4 The event s documents cannot amend the present prescriptions. Amendments are possible in special occasions, after the organizer is granted permission by the HOC/HSF. This permission shall be posted on the event s notice board. 2. ADVERTISING 2.1 Any boat displaying advertising under ISAF s advertising rule (RRS 20.3) is required to pay a fee according to the relevant HSF instructions. 2.2 A list of all valid advertisements is published at the HOC/HSF website. 2.3 An advertisement that cannot be removed shall be stricken through. 3. BOAT INSURANCE 3.1 All participating boats shall be covered with a valid third party liability insurance of a minimum coverage as required by the Greek Law (Ν. 2743/99). A copy of the insurance policy must be submitted along with the boat s registration form for the event. 3.2 The insurance policy must cover explicitly third party liability when participating in sailing races. 4. SCHEDULE OF EVENTS Races shall be conducted on the dates mentioned in the yearly race calendar issued by the HOC/HSF. To conduct a race at a different date, the event organizer must request permission from the HOC/HSF

2 5. ELIGIBILITY FOR ENTRY 5.1 All boats that belong to a class or have a valid ORC International, ORC Club or IRC rating certificate are eligible for entering a race The participation of a boat having an ORC Club certificate issued by a foreign national authority is permitted only if she meets the requirements for acquiring an ORC Club certificate, as stated by the HOC in this regulation. Nevertheless, the event organizer reserves the right not to accept the entry In cases of international events at which boats holding an ORC Club certificate are accepted, the event organizer must include in the Notice of Race the conditions for participation of these boats, according to the this regulation. 5.2 Every boat may participate in a single rating category (ORC International, ORC Club, IRC) in each event. The calculation of parallel (double) results is not permitted (i.e. the same boat being scored in multiple rating categories), unless the required number of participants is not met in order to validate the race In the case above, the event organizer shall announce the issue of parallel results until 21:00 of the day before the starting day. In this announcement the organizer may announce their choice concerning the results of the rating category that will be taken into account for the yearly ranking list If the organizer does not choose a rating category, then the results of the category with the most participants shall automatically be taken into account for the yearly ranking list. If these are of equal number then the category with the most started boats shall be taken into account. If these are again of equal number then the category with the most finished boats shall be taken into account. 5.3 For every boat in which 50% of her crew are Greek citizens, at least two of the crew must hold athletic IDs (HSF registration card), one them being either the skipper or the boat s representative. The boat shall be scored with zero (0) points at the yearly HOC s ranking list for the races where this regulation was not observed. 6. RATING CERTIFICATES 6.1 All boats have the right to acquire an ORC International and/or an IRC rating certificate. 6.2 An ORC Club certificate may be issued: For all boats having GPH >= For boats having GPH < 700 having their mainsail and headsails made of polyester material only, not including materials such as Kevlar, Carbon etc. 6.3 For boats with an ORC certificate, the selected certificate category for 2012 (International or Club) shall be observed for the whole athletic year until the expiration of the certificate

3 6.4 In order to issue a certificate for 2012 it is necessary to submit a confirmation by the relevant club that the boat belongs to its fleet. Alternatively, the club may send a list of all the boats belonging to its fleet. 6.5 A temporary certificate of limited validity period may be issued for local events or due to special conditions. 7. PARTICIPATING BOATS INSPECTIONS - MEASUREMENT 7.1 At least 10% of the participating boats in all events that are included in the HOC/HSF s calendar shall be inspected. 7.2 The forms of every inspection performed shall be submitted to the HOC/HSF. 8. SAIL NUMBERS The identifying sail number for every boat is be allotted by the HOC/HSF. 9. RACE DOCUMENTS It is recommended the Notice of Race and the Sailing Instructions to be compiled according to appendices K and L of the International RRS or the standard documents published on HSF s website. 10. PROTEST COMMITTEE RACE COMMITTEE 10.1 Τhe composition of the Protest Committee and the Race Committee shall be mentioned in the Sailing Instructions or shall be published on the event s official notice board before the start of the first race The HOC/HSF recommends that clubs organizing international races, who wish decisions of the Protest Committee to be final, to compile an international Protest Committee. 11. CLASS DIVISION 11.1 For a race to be valid at least five boats must apply for entry and three boats must start the race The organizer may divide the boats in classes according to participation Each class must be formed by at least five boats Fleet division ORC International The organizer may divide ORC International boats as follows: In classes according to their rating (GPH) In Category ORC-i A and Category ORC-i N, as mentioned in HOC/HSF s instruction 01/ In any other way the organizer considers appropriate according to the entries

4 ORC Club IRC The organizer may divide ORC Club boats in classes according to their rating (GPH) or in any other way they consider appropriate according to the entries When the Notice of Race provides for the composition of a nonspinnaker class, it is mandatory for boats with this kind of certificate to participate in this class. The organizer may divide the IRC boats in classes according to their rating (TCC), or according to their Hull Factor, or according to their DLR Factor, or according to a combination of the above or in any other way the organizer considers appropriate according to the entries It is recommended that the bounds between classes be set in such a manner so that similar boats of the same type (e.g. Χ-35, Platu 25, J/24) participate in the same class When due to poor participation, there are fewer than five entries in either ORC International or ORC Club categories, then the organizer shall merge these categories without any penalty to either one of them The List of Entries including the boats rating and any division into classes shall be announced along with the Sailing Instructions or at least two hours before the start of the first race of the event. 12. TIME LIMITS 12.1 It is recommended that the time limit of the race is calculated for each boat according to the following formula: GPH x Distance x 2 (for boats holding an ORC certificate) BSF x Distance x 2 (for boats holding an IRC certificate) 12.2 The organizer must state the time limit calculation formula of each race in the Sailing Instructions The time limits of all participating boats must be announced at least an hour prior to the start of the respective race. 13. TIME CORRECTION FOR ORC CATEGORIES 13.1 Time correction must be performed using any of the methods prescribed by the ORC The time correction system must be stated in the Notice of Race In case the Constructed Course method is selected, the organizer must define an alternative time correction method which will be used in case of windless conditions or when there are not enough data in the judgment the Race Committee, to use the Constructed Course method

5 13.4 The organizer may request boats to submit a sail course log. The use of the submitted data lies solely in the Race Committee s judgment and does not constitute grounds for redress by the competitors The Race Committee shall announce the data that were used for the time correction calculation (courses, wind speed, distance, etc) along with the race results. These data shall also be sent to HOC/HSF along with the results. 14. SCORING METHOD In the Notice of Race the organizer must state the scoring method, as well as if the class scoring will be extrapolated from the overall scoring or if it will be calculated independently. It is required that the same scoring system be used in both the overall scoring and the class scoring. 15. CLASS RULES AND OFFSHORE SPECIAL REGULATIONS BREACHES 15.1 For breaches that are considered minor or not important, according to the Protest Committee s judgment and according to the rules of each class, no penalty may be imposed For breaches that are not considered minor or not important, according to the Protest Committee s judgment and according to the rules of each class, a penalty of 50% on the race position and up to disqualification of the boat from the race may be imposed. 16. RACE RETIREMENT 16.1 A boat retiring a race for any reason shall notify the Race Committee as soon as possible A boat retiring a race must display her national flag. 17. RACE REPORT 17.1 Within 20 days after completion of the event, the organizer shall submit copies of the following to the HOC/HSF, either in printed or digital form: 1. Notice of Race and Sailing Instructions, and their amendments, if any. 2. Start Sheets (List of Participating Boats, Finish Time Limits of each race). 3. Overall results for each rating category and for each race. The type of course of each race shall be stated (controlled race track or free sailing), according to HOC s ranking list rules. 4. Inspection Documents of the boats inspected or Inspection Report for each boat by the inspector. 5. Copies of any protests along with the respective Protest Committee decisions. 6. Crew list of participating boats including all athletes identification numbers and clubs The organizer must submit to the HOC/HSF the original documents of the race results and participating boats and crew lists in due time

6 17.3 Not complying with paragraph 17.1 will result to a reduced race weight factor for the organizer in the ranking list of the next race season. For every breach of paragraph 17.1 the organizer s race weight factor is reduced by one tenth. Races incorporated in the official race calendar after the deadline have a weight factor of 0, Race results including the same boat in more than one rating category shall be filed according to the prerequisites of paragraph 5.2 of the present prescriptions Race weight factors for 2012: For 2012 the race weight factors as they have already been formed based to the clubs compliance to the above paragraphs for year 2011 shall apply
