1 KSSS SAILING INSTRUCTIONS Page 1 (8) SAILING INSTRUCTIONS Åf Offshore Race is open to: - ORC International with General Purpose Handicap (GPH) up to and including 675,0 - SRS according to SRS table 2013 or SRS certificate dated 2013, with SRS rating not less than 1,040 DATES June 27 th - July 3 rd 2013 Start in Stockholm June 30 th Restart in Sandhamn may be necessary for the offshore part depending on weather conditions. 1 RULES 1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS); except that, between 23:00 and 03:00 hours RRS part 2 shall, in applicable parts, be replaced by the International Regulations for Preventing Collisions at Sea. 1.2 ISAF Offshore Special Regulations, Category 3 Monohulls with Life Raft will apply with the following amendments: a) One fire extinguisher must be reachable from cockpit. b) Emergency navigation lights, according to paragraph , do not have to comply with the International Regulations for Preventing Collisions at Sea concerning light angles (2.03.3). c) Life raft, according to paragraph 4.20 must have been serviced after d) Vacuum packed life rafts must have been serviced after if the specifications from the manufacturer and the service station certificate allow this. e) Life rafts of valise type on board chartered boats and rented life rafts must have been serviced after f) Life rafts complying with ISO 9650 Standard shall follow ISO type 1 regulations (high wind speeds and significant waves may be experienced). Temperature class B and equipment pack 2 (<24 h) are accepted. g) Inflatable life jackets must have been inspected after by the person in charge and the auto inflation devices expiry dates must be in accordance with the manufacturer s specifications. h) A mainsail reefing shall be able to reduce the luff with at least 25% (changes OSR g). 1.3 International Measurement System IMS and ORC Rating Systems will apply for ORC International class. The SRS rule will apply for SRS classes. 1.4 Swedish competitors shall follow the licensing rules for advertising as decided by the Swedish Sailing Federation. 1.5 All boats shall in accordance with ISAF regulation 20 display advertising provided by KSSS (one flag and two stickers). Boats with delicate hull surface may be granted an exemption by sending a written application to the Race Committee.

2 KSSS SAILING INSTRUCTIONS Page 2 (8) 1.6 RRS 51 is modified to allow the moving of canting keel and declared water ballast only. All other movable ballast as defined by RRS 51 shall be subject to that rule. 1.7 RRS 52 does not apply. 1.8 All boats shall be equipped with AIS and have it in active mode during the race. 1.9 In the area for the part Stockholm - Sandhamn heavy commercial traffic will appear. Participating boats have to keep well clear from all commercial ships. In case of risk for a close situation the engine shall be used to avoid such situations. 2 ELIGIBILITY REQUIREMENTS 2.1 Competitors shall comply with ISAF regulation 19. The person in charge shall be at least 21 years old. 2.2 Each participating boat shall be insured with valid third party liability insurance. 2.3 Competitors participate in the race entirely at their own risk. See RRS 4, Decision to Race. KSSS will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the race. 2.4 Participating boats shall accept a journalist/photographer or other person, appointed by the Race Committee, to stay on board during the race. Such a person does not count as part of the crew weight. 2.5 Participating boats shall have valid VHF certificates from the relevant national authority. Swedish boats shall also have a license agreement with Stockholmradio. 2.6 A boat shall accept to carry positioning and/or camera equipment on any given position on board during the race. The Race Committee will supply the equipment. 2.7 The Race Committee has full authority to determine the eligibility of any boat to enter and will divide into starting classes and adjust length of courses at its discretion when time for entries has expired. 2.8 Boats less than 7 m can only participate after approval by the Race Committee. 3 MESSAGES TO COMPETITORS Messages to competitors will be posted on the official notice board outside the Race Offices, in Stockholm on Skeppsholmen and in Sandhamn outside the KSSS Club house. As a service to competitors a copy of the notice board will be published on the Internet. The address will be announced at registration. Messages to competitors may also be transmitted via VHF radio in connection with weather reports. See Information and The use of VHF Radio. 4 CHANGES TO SAILING INSTRUCTIONS Any changes to Sailing Instructions will be posted not later than June 29 th at 19:00 hours.

3 KSSS SAILING INSTRUCTIONS Page 3 (8) 5 SIGNALS ASHORE Signals ashore will be displayed in Stockholm in the rig of sailing ship af Chapman moored at Skeppsholmen, Stockholm and in Sandhamn in front of the KSSS Club House. 6 TIME SCHEDULE Thursday June 27 th Harbour in Stockholm open for mooring Race Office and Safety Inspection Station open for registration Friday June 28 th Race Office and Safety Inspection Station open for registration Latest time for mooring Saturday June29 th Race Office open Safety Inspection stations open Skippers meeting Sunday June 30 th Race Office open First start Earliest time for restart in Sandhamn (depending on weather) Wednesday July 3 rd Prize Giving Ceremony in front of the KSSS Club House followed by Regatta Dinner. 7 CLASS FLAGS See the starting program. 8 a STARTING AREA in Stockholm 8.a)1 Entering the starting area must be done under engine operation through area B. Se appendix Starting Area in Stockholm. The starting time K for each starting group is announced in the Starting program. Before start all competing boats shall pass a gate outside Skeppsholmen to have access to the starting area. The banner with the boat's reporting number shall be visible from Skeppsholmen. Boats that do not pass the gate will be noted as DNS. The location and design of the gate is shown in the appendix Starting Area in Stockholm. 8 a)2 The starting area is located between Kastellholmen and Stadsgården quay. The location and design of the starting area is shown in the appendix Starting Area in Stockholm. The starting line is between two yellow buoys.

4 KSSS SAILING INSTRUCTIONS Page 4 (8) 8 a)3 For safety reasons the starting area is prohibited for all boats except participating boats. During the starting procedure and after the start participating boats are not allowed to enter area F (designated obstruction ) unless under engine operation for restart after general recall. 8 b) STARTING AREA in Sandhamn restarts procedure depending on weather 8 b)1 Between and on Sunday 30 th of June all participating boats shall pass a gate located next to Skanskobb (Island in position 'N, E) before entering the starting area. The gate will be between a flagpole with KSSS pennant hoisted at Skanskobb and a buoy with a blue flag. The flag buoy may be equipped with yellow flashlight, Fl Y 1s. The banner with the boat's reporting number shall be visible from Skanskobb. If the mainsail is hoisted the sail number must be visible from Skanskobb. Boats that do not pass the gate will be noted as DNS. The location and design of the gate is shown in the appendix Starting Area Sandhamn. 8 b)2 The starting area is located east of Sandhamn close to Svängen lighthouse. The location and design of the starting area is shown in the appendix Starting Area Sandhamn. 8 b)3 Two spectator areas are arranged for safety reasons, area A and B, on either side of the starting box. Orange buoys with red identification flags, hoisted on 2 meter high poles, restrict the spectator areas. A boat that is racing is not allowed to sail into the spectator areas; these are obstructions according to the RRS Definition - Obstruction 9 COURSE Positions in Latitude and Longitude are approximate. When passing in darkness both the reporting number and the sail number have to be illuminated. 9.3 The skipper is responsible for making a notice of time in the Time Report when passing the gate. 9.4 Areas marked Tillträde förbjudet/entry prohibited, or where it is stated that entry is prohibited in any other way, are designated obstructions. 9.5 A boat shall report via VHF radio the passing of rounding marks as stated in the SI 21. If it is not possible to establish VHF contact, reporting shall as soon as possible be made via telephone to KSSS Race control alt. SMS to +46 (0) THE START 11.1 The starting line is between two yellow buoys of cylindrical shape In order to simplify the start and recalling possible OCS starters, VHF Radio, channel 71, will be used to complement visual signals. Messages over the VHF Radio will be read in English language only. Any failure of this service will not be a reason for redress Competitors are not allowed to call the Race Committee on the VHF channel 71. For urgent matters the Race Committee will monitor channel By general recall in Stockholm all boats shall go to area B. Lower the sails, start engine and go through the gate for new starting sequence after the last starting time and in the same order as stated in the starting program By general recall in Sandhamn new starting sequence after the last starting time and in the same order as stated in the starting program When pennant N over number pennant 1 is hoisted part one of the race is abandoned. All boats should then do a Parade of sail according to appendix Parade of sail. 12 FINISH 12.1 The finishing line will be between a flagpole with KSSS pennant hoisted at Skanskobb and a buoy with a blue flag. The flag buoy may be equipped with yellow flashlight, Fl Y 1s.

6 KSSS SAILING INSTRUCTIONS Page 6 (8) 12.2 A boat approaching the finishing line shall, from passing the light buoy Kröken (1 Nm SE Skanskobb) until 500 m beyond the finishing line, have the reporting number banner visible from Skanskobb. The size of the banner is approx 50 x 75 cm and it has eyelets for fixing. When finishing at night, the banner and the sail number must be illuminated The skipper shall note his finishing time on the Time Report. 13 PENALTY SYSTEM 13.1 Except for what is stated in RRS 64.1a, the Protest Committee can penalize a boat with a 2,5, 5 alternatively 10% addition of the sailed time A boat notified as OCS will be penalized in accordance with paragraph SI 13.1 for actual part of the race As an alteration of RRS 63.1, a boat not reporting rounding and passing on VHF, in accordance with SI 17 and 21, can be penalized without a hearing in accordance with paragraph SI Such boat will be notified in the result list. 15 PROTESTS 15.1 Protests shall be written on forms available at the Race Office and shall be handed in to the Race Office within two hours after finish of part 2. If the finish occurs between 20:00 and 07:00 hours, the finishing time will be counted as of 07:00 hours Notices of protests submitted before Wednesday July 3 rd at 12:00 will be posted on the official notice board at the following times: on Tuesday July 2 nd at 10:00 and 16:00 hours and on Wednesday July 3 rd at 10:00 and 12:30 hours. Notice of the hearing will be posted when all parties in a protest have finished A boat shall be responsible for checking if called to a hearing at the above mentioned times. There will be no further notification Notification of hearings about protests submitted after 12:00 Wednesday July 3 rd will be sent by letter. Such protests shall be submitted either to the Race office or to the KSSS office in Saltsjöbaden not later than on the day after the boat has finished. Protests from retired boats shall be submitted as soon as possible. 16 SCORING 16.1 Part one Stockholm Sandhamn and part two Round Gotland are one single race where part one will score 10 % on placing of total scoring For ORC International the time allowance will be based on Performance Curve Scoring. Ocean for PCS will be used. Boats competing in ORC International will receive a Scratch Sheet which gives the time allowance at different wind speeds. Errors in the Scratch Sheet are not grounds for redress. This changes RRS For SRS Time on Time will be used. Rating is shown in the starting lists.

7 KSSS SAILING INSTRUCTIONS Page 7 (8) 16.4 Rating certificates cannot be changed after June 24 th 2013, except by the Official Race Measurer. 17 SAFETY 17.1 Special instruction for the part Stockholm Sandhamn. In the area heavy commercial traffic will appear. If a competing boat is in danger of interfering with a ship and wind only is not enough for her to keep clear, she must use engine to get clear but no longer than necessary to avoid close contact. Using engine must not improve the boats result. Another competitor believing that engine has been unduly used may protest the other boat for infringing the SI. Rule 61 applies Identification flag, two stickers and a banner with the reporting number will be handed out at the Race Office after safety inspection and submitting of the crew list. The flag shall be flown on the backstay and the stickers shall be attached to the hull as close to the bow as possible, until the end of the race Skipper shall note the times of rounding, passing and finishing in the Time Report which must be submitted to the Race Office together with the banner as soon as possible after finishing Should a sail obscure navigation light, a powerful torch must be at hand to illuminate the sails Skipper decides when life jackets shall be worn (KSSS implementation of Swedish racing regulations). 18 CREW 18.1 Crew shall consist of a minimum of two persons For ORC International the crew weight is stated in the certificate, 18.3 Except for the crew five more people are allowed onboard during part one of the race after approval by the Race Committee. Each boat is responsible for these having left the boat not later than passing the gate at Skanskobb. 19 MEASURMENT Random checks will be made before the race and immediately after the finish. A boat selected for checks after finishing shall proceed to Sandhamn harbor without delay. 20 PRIZES 20.1 Perpetual trophies. See separate list Only boats that finish the race may compete for rounding prizes KSSS prizes in each class according to the number of boats entered in the class: one prize for every five boats or part of five up to eight prizes per class.

8 KSSS SAILING INSTRUCTIONS Page 8 (8) 20.4 A plaque will be given to each crewmember on competing boats when the time report and the banner are returned to the Race Office When scoring for the Hunter CUP class ORC International, the score for the ÅF Offshore Race will be multiplied with 2,0 and for the Sandhamn Open Hav multiplied with 1,0. 21 REPORTING ROUNDING AND PASSING The reporting number shall be used when reporting 21.1 A boat shall report when: - passing Oxdjupet - passing N Kanholholmen light house - passing Gotska Sandön lighthouse in true bearing rounding the special mark app. 0,2 Nm northwest of Visby - rounding the south mark Hoburgs Rev - passing Östergarn lighthouse, in true bearing 090 o or passing Gotska Sandön light house, in true bearing 090 o. - passing Almagrundet lighthouse heading towards the finishing line The reporting shall be via VHF Radio stating the reporting point, the reporting number, time of rounding or passing. See Information and The use of VHF Radio. 22 RETIRING 22.1 The Person in charge on a boat retiring from the race is obliged to notify the Race Control as soon as possible (telephone number ). If a skipper does not comply with this, and by doing so causes expenses for search the skipper is liable to pay those expenses It is recommended that retired boats fly their national flag The damage report and the banner shall as soon as possible be submitted to the Race Office in Sandhamn or mailed to the KSSS Office in Saltsjöbaden, Box 118, S SALTSJÖBADEN. 23 BOATS NOT STARTING A boat not starting shall inform the Race Office without delay and submit the banner to the Race Office. The entry fee is not refundable. 24 RESULTS Results will be posted on and the notice board in Sandhamn.
