2 Long Term Vision and Plan The main focus of the LTVP is the rehabilitation of the Centre, West and East Blocks. Major Crown Projects is responsible for the implementation of these projects. In order to empty the Centre Block of all occupants and functions, a series of projects to create permanent and interim accommodation have been undertaken. 2

4 Long Term Vision and Plan Developed in 2001 and updated in 2007 and A guide for change for the Parliamentary Precinct and for future designers and decision makers. The LTVP is comprised of three components: 1. The Vision and Principles 2. The Demonstration Plan 3. The Implementation framework approvals sought for rolling 5 year programs of work Implementation has three components: Major Capital Program focus of this presentation Recapitalization Program Planning Program 4

6 LTVP implementation The 5-year rolling plan provides: Flexibility in responding to government priorities, and More accuracy in developing functional requirements and establishing project costs and schedules. The opportunity to construct four committee rooms in the former Canadian Museum of Contemporary Photography allowed the West Block to begin construction 4 years early. 6
7 Flexibility Another opportunity led to the revision of the LTVP. The Government Conference Centre was selected to provide interim accommodation for the Senate while Centre Block undergoes rehabilitation. 7

11 Nature of MCP Projects Complex: Heritage (masonry, sculptural elements, decorative ironwork) Located in the Parliamentary Precinct (security, tourists, traffic, lay down areas) Seismic upgrades within a heritage building Mechanical /Electrical/Multimedia upgrades within a heritage building Special Purpose Space (House of Commons Chamber, Committee Rooms, MP suites) Oversight (internal, external, public interest) Security The adaptive re-use of a former Banking Hall to be used for Parliamentary business and Ceremonial events requiring significant mechanical, electrical, multimedia and security upgrades 11 11
12 Nature of MCP Projects, continued Project Cost is typically greater than $100 M: Treasury Board approves all LTVP contracting and expenditure authorities Attestation of substantive estimates by CFO, PWGSC Multiple Stakeholders: Parliamentary Partners (House of Commons, Senate of Canada, Library of Parliament) National Capital Commission (NCC), Federal Heritage Buildings Review Office (FHBRO) RCMP, other PWGSC Branches, City of Ottawa, etc. Must not impact the Operations of Parliament: Noise control Traffic control Careful coordination and ongoing communications 12
13 Implementation The implementation approach is tailored to the location, schedule and funding. Design/Bid/Build General Contractor Construction Management Design/Build Valour Building West Block, Wellington, SJAM, GCC Food Production Facility (not on the Hill) Construction Management is used for most LTVP projects as the optimal model. Proven track record Allows for schedule acceleration Provides off ramps 1 Rideau Start construction in parallel with design Options exercised when funding becomes available Balances risk, flexibility and efficiency for large complex projects 13

15 West Block as-found conditions LTVP projects often require hazardous material abatement & structural investigations prior to completing full tender documents. CM fast tracking provides schedule benefits. Unit prices are at times used when precise quantities cannot be determined prior vacating building. Precise scope of work is progressively defined on site (measured, recorded and validated) Fox and Barrett floor assemblies, from 1865 construction, are found and replaced Unused fireplaces and chimneys are uncovered and the brick consolidated. Fresh air intake tunnels, from 1865 construction, are discovered below grade. 15
16 Oversight of CM Contract The CM contract is service based, remunerated as a monthly fee + % fee of Cost of Work The CM is responsible to issue and award contract packages by sub-trade Crown requires the CM to follow open, fair and transparent tendering practices (twostage public tender process for larger than $100K, 3 bids for less than $100K) Any planned expenditure against the contract needs authorization by PWGSC (multiparty review ) Continuous review of work on site to ensure value and quality of work Clerk of Works Prime Consultant full-time on site representatives PWGSC and private sector project management support specialists 16
17 Managing the Schedule Pre-Design: Initial schedule is prepared by PWGSC based on previous project experience, lessons learned PWGSC schedule consultant engaged to validate activity durations and logic (updated monthly) Design: Prime Consultant scheduler provides detailed design and preliminary construction schedule PWGSC schedule consultant reviews and challenges Construction: Construction Manager or General Contractor is responsible for preparing a detailed construction schedule and monthly schedule report. PWGSC schedule consultant reviews and challenges Schedule is reviewed monthly as a minimum 17
18 Managing Risk Risk is managed and monitored throughout the project Developed based on previous projects & Lessons Learned database Quantified by a Risk Matrix, validated through Monte Carlo simulation Varies due to the nature of the project Heritage designation, masonry deterioration, hazardous material abatement, challenging site conditions & fit-up of ceremonial spaces. Carried as part of budget for each project 18

20 Program Oversight Fairness Monitoring All major procurements are monitored by an independent Fairness Monitor. Audit Regime The Auditor general audited the rehabilitation of the Parliament buildings in 2010 and concluded that PWGSC has put in place generally sound project management practices. An independent 3rd party assessed project management practices in the Precinct in 2012 concluding that sound project management systems, controls, outputs and practices are in place for the West Block, Wellington and other projects. PricewaterhouseCoopers conducted audits of the West Block, Wellington and Sir John A. Macdonald construction management contracts, issuing clean audit reports for all three projects. 20

26 Visitor Welcome Centre Phase1 The Visitor Welcome Centre Ph1 will provide a new visitor entrance to the West Block (outside the footprint of the heritage building) containing security screening services and Shipping & Receiving. It will later become the West Entrance to the future Visitor Centre, after the Centre Block rehabilitation is complete.
