1 Scope This specification stipulates the minimum requirements for mechanically linked three-phase electronic sectionalizers, for use on outdoor medium voltage overhead lines of 15, 27, and 38 kv. Electronic sectionalizers are designed to coordinate with medium voltage distribution networks. The use of electronic sectionalizers in branches and service connections, instead of a fused sectionalizer, allows better coordination in the event of faults. This results in a decrease in both operating costs and the number of power outages. Mechanical linkage three-phase electronic sectionalizer allows three-phase tripping, meeting the needs of three-phase distribution network systems. General This specification is for a three-phase sectionalizer, similar to or equal to the ABB Type Three-Phase AutoLink. It is a mechanical gang mounting trip arm with three sectinilizing tubes. Each tube use a resettable mechanical tripping device, which requires no tools to reset, and must be controlled by means of an electronic device to discriminate a permanent fault from a temporary fault, thus granting immunity to symmetrical and asymmetrical inrush currents. For each phase there will be one sectionalizing tube. These three tubes are mechanically linked, so when one of them trips, the remaining two are activated by the linkage to drop open. The sectionalizer has to operate in a maximum temperature of 55 C and a minimum temperature of -25 C, and in relative ambient humidity for 100% with high salinity. Operating principle The operating cycle with a three-phase electronic sectionalizer set in 2 counts, in case of a permanent fault, will be as follows: A permanent fault is produced, the fault current will be greater than the actuating current, and will produce the opening of the recloser. The electronic sectionalizer/s of the faulted phase/s will make the first count and store it in its/their memory. The recloser will make the circuit open during a certain period of time (dead time) after which it will produce the first reclose. As the fault is permanent, the current will still be a fault current; this will produce the second recloser opening, this time three-phase tripping and the second count in the electronic sectionalizer/s. This triggers the mechanical device/s producing the opening of the affected sectionalizer/s, opening the three-phase branch and allowing the recloser to restore power to the nonfaulty branches. The electronic sectionalizers will remain closed as long as current flows through them, and will only open during the recloser dead time. All phases will open within the dead time, tripping at first stage the faulted one/s and making the other phase/s to mechanically trip. The sectionalizing tubes that have to be reset are only the ones which tripped electronically. The three-phase electronic sectionalizer s opening will be produced in a time no longer than the minimum operating time, after reaching the number of counts for which the sectionalizer was set. In case of a temporary fault, the fault disappears before the electronic sectionalizer tube reaches the number of counts for which it was set. The sectionalizer s memory is reset after a current lower than the actuating current flows through the sectionalizer for more than the reset time. After this, it remains prepared for a new counting operation. The three sectionalizing tubes will behave the same and will be ready for the next event. Applicable Standards The single-phase sectionalizer must be designed and tested to meet the following standards: ANSI/IEEE C37.63 for manufacturing, design and testing purposes. ANSI C37.42 for construction purposes ANSI C37.41 for testing purposes Design type tests satisfactorily achieved as follows: o Impulse withstand voltage test with a 1.2 x 50 s wave as IEEE C37.63, with the results indicated in the Warranted Technical Data sheet o Minimum actuating current test as IEEE o C Radio influence voltage (RIV) test as IEEE C37.63 o Short circuit current test as IEEE C37.63 o Surge current test as IEEE C37.63 o Temperature rise test as IEEE C37.63 o Mechanical operation test as IEEE C37.63 o Minimum fault detection time test o Asymmetrical fault detection test o Symmetrical and Asymmetrical inrush immunity test

2 o Minimum restraint current test o Counting memory maintenance during a 3 minute dead time test o Reset time test The manufacturing facility for the sectionalizer must be ISO 9001 certified or similar international certification standard. Construction 1. The device will be connected to other elements by means of conductors of aluminum or copper of 35 to 120 mm2 (AWG 2 AWG 4/0) 2. The device must be made of top-grade materials and according to the highest standards of craftsmanship, in compliance with the guidelines defined by IEEE C The main components of this device are the three-phase mechanical linkage support, the three sectionalizing link tubes through which the current flows, brackets to pole mounting. The three-phase mechanical linkage support has stationary contacts on each phase, whereas the link tubes have movable ones. The lower contacts of the three-phase linkage support will engage the three link tubes contacts, allowing it to pivot upon opening which can be either automatic or manual per phase and to be properly fastened. It must have a safety latch to secure closing and a mechanism to avoid tilting while being in the lowest position. The threephase mechanical linkage has got three trip levers, one per phase, that forces to open all phases in case one or more phases open. 4. The three-phase mechanical linkage support will consist of: three insulating elements with the corresponding clamping inserts, the terminals to make electrical contact with the link conductor, and one metallic insert to clamp the device to the cross-arm on the line post, two cross insulators for horizontal rotating shaft, three trip levers, one per phase, to ensure the three phase tripping. 5. All main components will be mounted and delivered together as a single unit. No additional equipment should be required to mount it. 6. Each sectionalizer will be linked to ensure correct opening of all phases during a phase fault. 7. Both stationary and movable contacts will be made of silver-plated copper or bronze. All metallic parts must undergo a corrosion treatment to avoid rusting, and iron parts in particular must be hot-dip zinc plated. 8. The current will flow, in the hinge, through spring contacts. 9. The pressure springs, when necessary, will be made of stainless steel or phosphor bronze to prevent corrosion. 10. Each sectionalizing link tube must display two labels of different colors to identify the link s position from the ground. A red label will be attached to the lower part of the link while a white label will be attached to the upper section of the link. Both labels should be made of weatherproof material. 11. The electronic circuit and the current sensor will be a part of each sectionalizing link tube, which will be furnished with a mechanism to open the electronic sectionalizer after the predetermined operation cycle has been completed, while the back-up recloser remains open. The electronic circuit must verify this no-current condition in order to avoid a hypothetical opening under load. 12. The electronic circuit must be capable of discriminating between the fault current and the transformer magnetizing current (inrush current). The sectionalizer should be immune to symmetrical and asymmetrical inrush currents and should detect and operate in cases of symmetrical and asymmetrical faults. 13. The minimum fault detection time should not be longer than 2 cycles (40 ms in 50 Hz or 33.2 ms in 60 Hz), ensuring that the sectionalizer will be compatible with the latest recloser technologies. 14. The memory maintenance during dead time periods should be longer than three minutes. 15. The reset time should be between 25 to 35 seconds. This time starts after line reclosure with current lower than the actuating current. 16. Minimum dead line detection time should be shorter than 100 ms. 17. Minimum restraint current should be equal or smaller than 250 ma. 18. Operation will not be affected by temperature in the range of -25 to +55 degrees C. The logic unit will be electrostatically isolated to be immune to electric and magnetic fields. 19. This device will not require any external power source; the fault current should provide all the energy it needs to open the medium voltage line. 20. Each electronic sectionalizer must allow individual manual adjustment of the actuating current between 6 and 215 A (with 14 or more actuating current positions available for selection).

3 21. The number of counts between 1 and 4 counts must be individually selectable by means of a combination of switches. 22. The electric utility personnel should be able to perform the actuating current / number of counts resetting operation without requiring additional equipment or devices. 23. The electronic sectionalizer s identification should allow modification as many times as necessary according to the changes in the actuating current and the number of counts. This is accomplished by identification tags placed on the external part of the electronic sectionalizer. 24. The maximum tolerance of the actuating current should be ± 10%. This means the sectionalizer should not take as an actuating current a current value lower than 0.9x (actuating current), and should always take as an actuating current a value equal or greater than 1.1x (actuating current). 25. The normal automatic disconnection of each sectionalizing link tube will be carried out by a manual-reset mechanical device. After automatic disconnection, no device component should be replaced to restore it to its original state. 26. Resetting the mechanical device to restore the actuated tube to its initial condition should be an easy procedure that does not call for the replacement of components or the use of tools. 27. Resetting the trip arm to restore it to its initial position should only require the use of a standard rod. 28. The device can be single-phasely manually opened, under no load, by means of an operating rod; therefore, each link tube must be fitted with a ring to hook the rod. 29. Each link tube must have a ring in its lower part so it can be removed from the mounting base with a rod in order to reset the electronic sectionalizer link after its automatic opening.
