1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A regular monthly meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:30 p.m. on Monday, October 22, 2012 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Sandford with a flag salute. Present were Board Members Vice Chairperson Tom White, Barbara Slifka and alternate member Nick Martin. Also present was Pat Arancio-Remkus, secretary. Absent were Gideon Mendelson, Robert Barandes, Village Building Inspector John Woudsma and Village Attorney Anthony Tohill. I. APPROVAL OF MINUTES MONTHLY MEETING Chairperson Sandford noted that the minutes from September 21, 2012 AHRB meeting have not been completed. II. SOLAR PANELS/GATES/SIGNS Daniels Lane LLC 183 Daniels Lane Applicant proposes construction of entry gates Monique Romeo presented the application. She showed the Board renderings of the gate and noted that the gate is 4 high as per code. Barbara Slifka asked if it is a wood gate to which Ms. Romeo responded yes. She noted that the posts will be stainless steel. Chairperson Sandford asked if it picks up the materials of the house to which Ms. Romeo responded yes. 1

2 Chairperson Sandford asked what type of wood the gates were to which Ms. Romero responded that it is camara wood, a tropical wood. She also noted that there will be 2 3 spacing between the slats. Chairperson Sandford asked if the gate will be set in from the property line to which Ms. Romeo responded yes, it will be set back 7. Tom White noted that the look is too industrial. Chairperson Sandford asked for a motion to approve the construction of entry gates. A motion was offered by Barbara Slifka and seconded by Nick Martin. Tom White was opposed. The motion was approved with three members in favor and one opposed. III. OLD BUSINESS A. Amendments B. Additions/Renovations C. Demolitions D. New Construction 1. Slang Properties, LLC 441 Bridge Lane Applicant proposes construction of a two story, single family residence with attached garage, fire pit, decks and terraces, pergola, finished basement and screened porch John Laffey presented the application. Michael Donnellan of Summerhill Landscapes was also present. Mr. Laffey stated that this was a follow up to the last meeting and noted that he took the Board s suggestions under advisement. He presented a rendering showing the original house and a rendering of the house with changes. They tried to reduce the massing and the totality of the house. He noted that on the garage side he pushed down the gables from 17 2 to 13 3 and reduced the height of the roof. We also clipped all of the gables on the right and left side of the house. We modified all of the window designs from a post modern design to a more traditional design. We have larger windows - 4 over 1 to 6 over 1. We added different light cuts and they have taken out the panel work which reduces the verticality. The roof line was taken down and made into a hip gable so all of the massing is falling back. Mr. Laffey stated that they will have a cedar roof instead of a metal roof and they have removed the upper deck from the middle of the house. Barbara Slifka noted that the house is a different color to which Mr. Laffey responded that they have decided to have white stained shingles with ashwood moss trim. 2

3 Chairperson Sandford noted that the trim color has changed and it is very nice. Mr. Laffey stated that they had originally proposed an industrial gate with brick and have now changed it to wood columns with a paddock style gate. He also noted that they have removed the second driveway cut and they now only have one curb cut. Chairperson Sandford asked if they intend to keep the hedge at 4 to which Mr. Donnellan responded yes. Mr. Laffey showed the house from different views. He noted that the landscaping minimizes the house. Nick Martin asked if they will have internal gutters and leaders to which Mr. Laffey responded no. They will have copper gutters in a deep brown color. Nick Martin noted that this is a nice improvement and nice scale. Barbara Slifka noted that the new gates are welcoming. Nick Martin asked about the parking and how they managed it with the code and the setbacks to which Mr. Laffey responded that he spoke with Village Building Inspector John Woudsma who stated that it all fits together within the setback. Nick Martin noted that this plan is a big improvement. Tom White stated that he appreciates all of the work that Mr. Laffey has done, but he still thinks it is a lot of house for the street. Chairperson Sandford asked for a motion to approve the construction of a two story, single family residence with attached garage, fire pit, decks and terraces, pergola, finished basement and screened porch. A motion was offered by Nick Martin and seconded by Barbara Slifka. It was unanimously approved. IV. NEW BUSINESS A. Signs B. Amendments 1. Beach Breeze 53 Fairfield Pond Lane Applicant proposes amendment to P# remove front portico, detach 2 car garage, change rough cedar siding to cedar shingles 3

4 Stephen Rossetti, architect, presented the application. He showed renderings of the proposed changes. He stated that the roof will have cedar shingles, and the siding will be cedar shingles with bleaching oil. Chairperson Sandford asked for Mr. Rossetti to remind the Board what previously had been approved to which Mr. Rossetti stated that previously there was approval for a two story porch and a garage that was attached. He noted that they are now also proposing cedar shingles as opposed to cedar siding. Chairperson Sandford asked why they are changing the siding to shingle to which Mr. Rossetti responded aesthetics. Barbara Slifka asked why they are detaching the garage to which Mr. Rossetti responded that he did not know. Chairperson Sandford noted that she likes it better. Chairperson Sandford asked for a motion to approve the amendment to P# remove front portico and attached garage, add a detached 2 car garage, change rough cedar siding to cedar shingles. A motion was offered by Tom White and seconded by Barbara Slifka. It was unanimously approved. 2 Farblonjet LLC 872 Sagg Main Street Applicant proposes construction of a pergola Peter Creegan, contractor, presented the application. He noted that the deck and pool were previously approved and they are now proposing a pergola to be set on top of the deck. The pergola will be 275 sq. ft. over the allowable 300 sq. ft. for pergolas. Chairperson Sandford asked if it were more like an arbor to which Mr. Creegan responded yes. It will be planted with wisteria and other such plantings. Chairperson Sandford asked what the materials will be to which Mr. Creegan responded that it will be clear cedar left natural. Chairperson Sandford asked for a motion to approve the construction of a pergola. A motion was offered by Tom White and seconded by Robert Barandes. It was unanimously approved. 4

5 3. Jonathan Sheffer 98 Daniels Lane Applicant proposes addition of rear covered porch and remove pergola Tom Frey, contractor, presented the application. He noted that the previously approved pergola was never constructed and they are removing it from their plan. They are now proposing to add a rear covered porch instead. Chairperson Sandford asked if the rear covered porch will be the rear entry to the house to which Mr. Frey responded yes. Chairperson Sandford asked what materials will be used to which Mr. Frey responded that the flooring and decking will be Douglas fir and the ceiling and around the columns will be cedar ceiling. It will match the front porch Chairperson Sandford asked for a motion to approve the addition of a rear covered porch and removal of a pergola from the previously approved plan. A motion was offered by Nick Martin and seconded by Barbara Slifka. It was unanimously approved. C. Additions/Renovations 1. Lawrence Guffey 320 Parsonage Lane Applicant proposes construction of a one story addition to a detached accessory structure, demolition of 150 sq. ft. of tennis court Eric Woodward presented the application. He showed a site plan for the orientation and noted that there will be an 9 x 16 addition to the pool house. They will also be removing 150 sq. ft. of the tennis court and moving the fence in order to meet the FAR requirements. Tom White asked if there is hedging between the properties to which Mr. Woodward responded yes. Mr. Woodward explained that there will be no windows in the rear of the addition and the roof matches the same character as the main residence. This space will be used as Mr. Guffey s office. He also noted that the colors will match the existing. Chairperson Sandford asked for a motion to approve the construction of a one story addition to a detached accessory structure and demolition of 150 sq. ft. of tennis court. A motion was offered by Nick Martin and seconded by Barbara Slifka. It was unanimously approved. 5

John Rafter 143 Ericas Lane Application proposes construction of a two story addition to a two story single family dwelling with finished basement and 1 st Fl covered porch Phil Consalvo, architect and Shawn Pinson, designer, presented the application. Mr. Consalvo showed renderings of the existing conditions and of the proposed conditions. Chairperson Sandford asked what material the chimney will be to which Mr. Consalvo responded that it will be painted brick or stucco to mirror what was previously done. Mr. Consalvo stated that the siding and roof will be cedar and there will be copper gutters. It will reflect the existing vernacular. He noted that the massing of the house is strange as there were additions added at different periods of time and they do not go well together. This new addition will unite it all and make it more cohesive. Tom White asked what is at the corner on the 2 nd floor where it looks like see through slats to which Mr. Consalvo responded that it is a visual screen. That area is a bathroom area and a shower area that has translucent glass. Mr. Pinson stated that they are trying to simplify the scope of materials because right now it is a hodge podge between the garage and the pool house. He stated that the same material used around the pool and to trim the curbing of the garage area will be used at the front to the walkways and marry it all together. They will install all new windows with a bronze metal finish. Tom White asked if it is a flag lot off of the circle on Ericas Lane to which Mr. Consalvo responded yes. Mr. Consalvo noted that they are constructing the addition in order to make the house more livable on a year round basis. The applicants live in England and their children will be going to college in the U. S. so they will spend much more time in their home. Chairperson Sandford asked if there is a roof deck to which Mr. Consalvo responded yes, it is off of the master bedroom. He stated that the exterior will have cedar slats on the exterior and high windows for privacy in the 2 nd Fl bath. He noted that all of the windows will be the same quality as exists. Mr. Pinson stated that the fireplace might end up being beige colored stucco and if so they will come back to the Board to change this. Chairperson Sandford asked for a motion to approve the construction of a two story addition to a two story single family dwelling with finished basement and 1 st Fl covered 6

7 porch. A motion was offered by Barbara Slifka and seconded by Tom White. It was unanimously approved Ace Realty 190 Hedge Lane Application proposes the construction of a patio addition with a pergola and spa Alex Bluedorn of LaGuardia Design presented the application. He stated that they are proposing a 15 x 20 pergola constructed of epai which will be left to weather. It will be placed by the pool and will be shielded by hedge. He noted that there is a proposed fireplace along the side of the structure, a spa and a terrace dining area constructed of blue stone. They will be adding on to the existing terrace. Chairperson Sandford asked how the rain flows off of the stone to which Mr. Bluedorn responded that it will be pitched away and the stone is set in sand. Nick Martin noted that there is a proposed kitchen area as well to which Mr. Bluedorn agreed. Nick Martin also noted that it is a flag lot to which Mr. Bluedorn agreed and noted that there is a 25 privet hedge between the properties. Chairperson Sandford asked for a motion to approve the construction of a patio addition with a pergola and spa. A motion was offered by Nick Martin and seconded by Tom White. It was unanimously approved. D. Demolitions Ericas Lane LLC 74 Ericas Lane Applicant proposes demolition of a two story, single family residence with 1 st & 2 nd Fl decks and shed Jason Poremba, architect, presented the application. He showed photos of the house, aerial photos of the location and noted that the house was built in He noted that they have excavated for tennis and the pool has already been demolished, which was previously been approved by the Building Department. Chairperson Sandford asked for a motion to approve the demolition of a two story, single family residence with 1 st & 2 nd Fl decks and shed. A motion was offered by Barbara Slifka and seconded by Nick Martin. It was unanimously approved. 7

New Construction Ericas Lane LLC 74 Ericas Lane Applicant proposes construction of a two story, single family residence with an attached garage, 2 nd Fl deck and finished basement Jason Poremba, architect, presented the application. He noted that the style of homes on Ericas Lane is a mixture of blends of architecture from a Fleetwoodesque shingle style sweeping gables to contemporary flat roofs and there recently was an even more modern house that was approved with flat roofs. He noted that the house he is proposing is similar concept to Nick Martin s project on Daniels Lane. It is a similar concept, but I am not going as far contemporary as he his. It is more transitional in terms of architecture in that traditional shapes are done in a more contemporary way with more traditional materials. He believes that he is using a more old Sagaponack materials with horizontal ship lap siding and stucco. He provided photos of homes in the area demonstrating the diverse styles in the area. Chairperson Sandford asked what the square footage of the house was to which Mr. Poremba responded that the house will be 6409 sq. ft. house and the lot is approximately 1.5 acres. Please note that the renderings are darker than what actually will be. The roof will be a grey standing seam roof it is a classic standing seam roof, not a dark black roof as the rendering shows. Mr. Poremba stated that the new house will be rotated towards Ericas Lane to create a more private driveway. The lot is very heavily planted around the perimeter. He noted that it is a narrow house 24 wide and in some parts it is only 22 wide. The main gable is quite narrow. The two story element that runs through the top is 22. Mr. Poremba noted that he tried to break up the mass by adding different elements to the exterior façade. The only modern element is an entry portico that has a flat roof. Chairperson Sandford asked him why he did the combination to which Mr. Poremba responded that he is getting tired of the shingle style regurgitated over and over again. He is moving toward more transitional architecture that blends the two. What becomes most important about these projects is the materiality. He stated that part of this that will be great in Sagaponack is using materials that were used here like a standing seam roof and horizontal ship lap boards. He noted that the siding will be stained a darker grey from the historic collection and the stucco will be pale grey or white. It will be a calm, neutral palette. The windows will match the color of the siding. Chairperson Sandford asked if they are single pane windows to which Mr. Poremba responded yes, they are casement windows. 8

9 Chairperson Sandford asked what color the roof will weather to. Mr. Poremba responded that it will weather to silver. The roof is aluminum instead of lead coated copper and will be silvery grey forever. It will not change color and it will have a matte finish. Mr. Poremba noted that he was inspired by a 35 barn on the neighboring property to the south that has a seamless metal roof. Chairperson Sandford noted that it is a vernacular out here. Mr. Poremba presented a rendering showing the house from Ericas Lane. He stated that the house faces the street and is well hidden behind the plantings at the edge of the street to which Chairperson Sandford responded that the AHRB favors an open view because we favor traditional neighborhoods. Mr. Poremba noted that most of Erica s Lane is heavily planted, but he actually thought that the house would fit best in a more open and wilder front. Barbara Slifka asked what the material of the white section of the house was to which Mr. Poremba responded that it is pale grey stucco up against wood. Nick Martin stated that what he is looking for is two different types of elevation materials the light stucco and the wood.and for the two different elements to read as separate. Other than the columns, the entire first floor is siding and the second floor is stucco. There is something odd about that. He stated this as a general architectural comment. You are adding one piece to another piece and the two are blending together. If you were to expose pieces of the stucco on the first floor, it would read as more of a pure form penetrating the other to which Mr. Poremba agreed. Nick Martin stated that stucco is speaking about masonry, which is very heavy and wood is very light. In a way you are playing a bit of a game where the stucco is actually elevated from the wood. If you look into that it would read a little stronger. Chairperson Sandford asked if that would mean there would be less stucco to which Nick Martin responded that there would be more stucco In other words it is a masonry material that wants to feel heavier and that is why he is elevating it. Chairperson Sandford asked if that is why they want to add more stucco to which Nick Martin responded that he is not saying to add it everywhere, but to some elements of some pieces that are coming through. Otherwise it seems almost like wallpaper wrapping around it. It is a vernacular thing. It might be a stronger piece of architecture if held to some of the more pure forms in that manner. Chairperson Sandford asked if the stucco is stacked above the wood to which Mr. Poremba responded yes. 9

10 Nick Martin responded that is what he was getting at. He stated that when you look at it, it is odd. The models are powerful, but they are not showing shadow lines or depth to which Mr. Poremba responded that part of this, when it is finessed and detailed in the elevations, with the build up of stucco verse the build up of wood, will have some sort of a reveal. There will be some sort of a transition detail to it. Chairperson Sandford noted that she would prefer it to not have a more stucco look. Mr. Poremba stated that he will bring back color samples for the stucco, siding and roof. Nick Martin noted the parking in the front yard and Chairperson Sandford asked why the parking is across the front of the house to which Mr. Poremba responded that a straight shot is not very graceful Chairperson Sandford asked for a motion to approve the construction of a two story, single family residence with an attached garage, 2 nd Fl deck and finished basement subject to the applicant bringing samples of the stucco, the siding and the roof and to Village Building Inspector John Woudsma s review of the driveway and parking in the front yard. A motion was offered by Nick Martin and seconded by Tom White. It was unanimously approved. V. MOTION TO ADJOURN MEETING Chairperson Sandford asked for a motion to adjourn the meeting.
