2 Dear Friends, We warmly welcome you at the Green (Ecopolitical) Summer University. This event has become a traditional feature in the Hungarian and European ecopolitical movement. This year is the 6th time we give place to more hundred interested people, lecturers and volunteers, to gain insight for 5 days into the system of ecopolitical thinking, to widen their horizon and to find new topics, projects and activity fellows. According to the traditions, our main goal is to make the ecologically conscious and for society responsible thinking and behavioral patterns as widespread as possible. This year the 2014 European Parliamentary and Hungarian elections and the European Year of Citizens give these programs their importance. Additional to the lectures, workshops and trainings about democracy, participation and interest representation we can be part of rich professional programs, in topics like animal protection, sustainable traffic and education. Our lecturers will be prominent European Parliament members, international and Hungarian public life personalities, researchers. Our special program will be the Hamlet.ws performance of the Krétakör and travelogues will be a new genre. Of course this year will have again campfires, concerts, great people and you can try participation principle in small scale, among camp conditions, because every of our camp members will be our volunteer at the same time. We are looking forward to another 5 fabulous days, we wish you a a fruitful learning expereince and pleasant time, The organizers The 6th Green Academy is organized by Ökopolitikai Műhely Foundation in cooperation with the Zöld Fiatalok, the Hungarian Member the Federation of Young European Greens, the Green European Foundation, the European Green Party, the Greens/EFA Group, Friedrich Ebert Foundation and the Free Green University. The event is sponsored by the Heinrich Böll Foundation and plenty of other private donors. 2

3 Practical information Participatory camp The Summer University is organized on a participatory basis, which means we expect everybody to help activate the life of the camp. This way during the whole duration of the camp we all are responsible for successful programmes and meal times with the organisers being simply the coordinators. Of course it doesn t mean long hours of tiresome tasks, but small ones like arranging chairs in the seminar rooms or tidying up after the workshops. We would like you to feel this camp is yours. Everything is possible but for the good atmosphere and flexible programmes we need your voluntary work as well. Tasks divided can be completed in a very short time. A small step for a man a big leap for the community. Based on our experiences we would like to stress a few rules and give a few pieces of useful, practical advice. Meal times The participation fee includes four meal times a day i.e. breakfast, lunch, afternoon snack and dinner all of which is going to be vegetarian provided by Kétker-Étkem. Food in the rooms is not advised to be stored unless you have containers with properly closing lids. Be aware of the ants. Snack bar There is a fairly priced snack bar in the camp offering beer, wine, syrup and fair trade coffee and tea. In the evenings you can enjoy waffle as well. Bathroom and lavatory use It is strictly forbidden to throw anything (panties, socks, refrigerators) in the toilets, because it will clog. We know that you know, but based on earlier experiences (clogging toilets twice every day because of glasses or clothes) it seems we can never emphasize it enough. And please, please, try to spare water and close the dripping taps! Equipment You have to take care of all equipment. If you break something or use it unpurposefully, the person causing damage has to pay for it (set the wooden house on fire, build barricade from the chairs, throw glass or take them home, etc.) Therefore we would like to ask you to take care of everything! If you can, bring your own (metal) cup, this is very practical and cool. Bring a polifoam, it is good to sit on it and you can lend it to those who would like to do yoga in the morning. 3

4 A cutlery, knife, corkscrew can be useful, we will have refundable glasses this year too. Smoking Smoking is only allowed at the places allocated for smoking. Please, do not throw away the stubs. Swimming We have heard there is quite a big bathtub of water in the proximity... Ticks and mosquitos Ticks and mosquitos may occur in the camp, please bring insect repellent, and check your skin for tick bites every day. There will be special tick tweezers at the organizers. Registration and information desk The registration and information desk will be in the center of the camp, it will be open from 9 AM to 8 PM. Valuables Please, do not bring any valuables, however we can lock them away for you. The key will be at the Information desk. The surroundings There will be a shop and bar also selling hot food and a beach. Language Some of the lectures/workshops will be in English, there will be simultaneous translation for most of the programmes. 4

The discussion and the exercises will not only be based on the norms, stereotypes and legal environment of our community (the EU and our own country), but we will also try to find answers for questions related to everyday social issues. We will closely examine different cultures, including ours and have a look at how to give legal and empathic answers for problems arising from differences. What is the difference between an 'ordinary' crime and a hate-crime? Why is it more dangerous if you are attacked because of your religion or color of your skin? What are the effects of these crimes? Come and discuss these important issues! Training, Presenters: Várnagy Emma, Fenyvessy Szilvia 14:00-16:30 Participatory action research explained: A message from a segregated roma community in Szeged (Herman Ottó) HU Participatory action research (PAR) is characterized by cooperation between researchers and participants with the aim of analyzing and improving a problematic situation or activity. It's explicit objective is thus to contribute to positive developments in society. The researchers use consciously forms of scientific knowledge, while continuously and regularly collaborating with stakeholders. The process does not stop at the analysis of data and the publication of results (and may not even be the main purpose of the exercise), but based on the results, the participants work together to realize the action or actions. The "war on terrorism" of the past decade meant a major rollback on civil liberties worldwide. In the name of combating "piracy", media giants and label owners push states to enact more and more limitations to modern communication channels that once were thought to be revolutionary instruments for freedom of opinion and civil initiatives. The economic crisis that broke out as a consequence of neoliberal deregulation and untamed consumerism has led to a radical shift in decision making from parliaments and governments to unelected and uncontrolled institutions. EU member states transfer their sovereignty to Brussels, but citizens do not gain the same level of democratic control they have in national politics. Many governments - like in Hungary - try to capitalize on anti-european resentments using populist explanations, but that only creates further support for euro-sceptic, nationalistic and extremist forces. Is the age of democracy over? How can we defend democracy against authoritarian regimes, technocratic usurpations and populist movements at the same time? Can we bring real democracy to Europe and can Europe bring real democracy to the member states? With a set of workshops GEF together with FYEG aspire to inspire, empower and mobilize young people to debate, to plan green actions and campaigns on European level. Join this workshop and share what are your Green ideas for Europe for which you would stand up and motivate people to join you! The trainings at the CEE Green Summer Academy are part of a series of trainings organized by the Green European Foundation in partnership with FYEG. Trainers from the FYEG Campaign Team are visiting all regional Summer Camps and Academies enabling a high number of activists to receive enough knowledge and motivation in order to create and implement their own campaigns successfully. 7

8 We begin with a Motivation module where all participants will be able to get inspired and to brainstorm about their possible campaign ideas and then present them in little role plays. In the second session participants will be able to share and discuss what is their vision of a greener Europe using interactive and playful methods." (Rachel Carson) There is a huge contradiction between the high social costs of transport (emission of pollutants, noise and vibration nuisance, damages from accidents and health risks) and the ever growing need for motorized private mobility as well as the significant freight need of the economy. Current trends are not sustainable. Panelists will discuss what kind of transport strategy, traffic security and engineering solutions, transport alternatives or IT support can turn today's situation to a sustainable one. The Second Orban Government in the Political Taxonomy (Herman Ottó) The current Hungarian government is known as the so-called National Collaboration System. Their political structure and culture have been evaluated in several ways. Just to mention a few examples: the central field of force, the seed of putinism in the Hungarian democracy, misdirected or illiberal democracy, mafia state, neo-corporate or fascist system, neo-feudalism. Let's forget about the diagnoses of the literary publicists and examine it from a historical perspective. Can we even call this spectacularly fast raising course a system, or at least an era, or there is nothing else behind it just a strong-willed governmental term? At the beginning of the workshop we will try to sketch the profile of the course by involving the audience and create a common point of view about the current situation, then with the help of our historian guests we will find the most likely historical examples and locate Hungary's situation in the scale from Scandinavia to North Korea. The workshop is aimed at concentrating on the discussions about the re-establishing and expanding process rather than continuing the categorization debate. By the end of the workshop we will define the milestones for medium- and long-term actions that are needed to create a well-working, strong Republic. Seminar, Presenters: Tordai Bence, Edouard Gaudot, Pető Andrea, Csigó Péter Presenters: Vay Marci, Kalocsai Kinga, Misetics Bálint 12:30-14:00 LUNCH (Canteen) 14:00-22:00 Action- training (Outside venue) HU, EN The aim of the training is to give hands-on experience for the participants on non-violent actions and civil disobedience, which are getting more and more popular with opposition movements. How does it feel like, how to prepare and for what, and what should be taken care of so that everyone feels OK 8

9 after the action. Only determined participants are expected who attend the full training. In return the trainers offer an exciting, thorough and useful experience working together. Let's meet on the barricades! 16:30-17:00 SNACK (Canteen) 17:00-19:00 Restarting the world of finance (Herman Ottó) As Europe continues to grapple with an unprecedented financial and economic crisis and unacceptably high levels of unemployment, it is clear that there is a need for a new approach. The economic crisis has exposed the banking sector as under-regulated and badly failing to meet the real needs of society, economic or social. The failure of banks to control the risk of their businesses is one of the principal causes of the crisis and continues to make matters worse in most deficit countries. Despite benefiting from gigantic rescue programmers on tax-payers' money as well as massive longterm loans from the European Central Bank, most banks are still unwilling to lend to the real economy. In the first years of the crisis, there seemed to be a general insight in the public debate that strict rules must be introduced on risky financial products. However, the large number of EU "crisis summits" only managed to produce austerity measures further strangling the real economy, while the army of lobbyists paid by the financial industry became, once again, increasingly successful in delaying and watering down any kind of regulation that aimed to let off the steam from the financial bubble. As things stand today, even the celebrated financial transactions tax could become an toothless tiger by the time it comes into force. And the "too big to fail" banks that were main causes of the crisis are bigger than ever before. From a green point of view, it is crucial to force the financial sector to serve the real economy's needs and to function under clear and enforceable rules. However, this is not sufficient. The short-termism inherent in modern finance introduces a bias against green investments that needs to be tackled by additional reforms. Only a European wide coordination of public and private investment orientated towards the Green sector can help boosting our economy, protecting our environment and reducing social inequalities at the same time. What kind of environmental and social problems are caused by the economy and what is solved by economy? Is it true that inequalities are growing nowadays and this is the sources of serious problems? How can we achieve sustainable deal in our economy? Green New Deal could work at all? Comprehensive presentation and conversation about the sustainability of the current economic system. Presentation, Presenter: Boda Zsolt 10:30-12:30 Cooperatives and green jobs (Herman Ottó) Can the green jobs especially the local small-scale agro-industrial job creation be one of the targeted way-outs from this low-level employment in Hungary? The seminar is going to look for answer that good working, small and local cooperatives could be widespread? We would like to know that cooperative model could make possible that successful communal enterprises could be established even though the local authorities are not the driving force of this process. The seminar is going to collect the national good practices and the international experiences in order to give answers to the possibility of the spread of this model. 12 10:30 12:30 Marx on the farmers market: What the heck is ecosocialism? (Jane Godall) A political concept born in the 70s with thinkers such as André Gorz, ecosocialism is now booming across our continent, as the ecological, political and economic crises is revealed in the eyes of our fellow citizens as one and only one crisis. Ecosocialism is the convergence of two political movements. Firstly, socialism which developed out of the struggles of workers, though having got rid of the productivist logic and secondly, political ecology which is firmly anti-capitalist. Far from being an abstract academic theory, ecosocialism offers a practical alternative to address the ecological crisis that threatens Humanity. By defending general interest, it renews the Republican thought by offering to sovereign peoples the possibility to restore the productive system and the economy at the service of human progress and real needs. (Rachel Carson) EN, HU Many seem to know that politics is becoming marketized and mediatized, but less seem to be aware that political actors may see the laws of the market only vaguely. They often try to adapt to imagined and unproved market rules. These images are produced and validated by the experts of the popular media and political market. We examine with the help of a few well-known examples (the Fidesz parliamentary election campaign from 2002, the Haza és Haladás campaign from 2012 summer and the governments campaign concerning the regulation of utility prices recently), whether the images drawn by the experts of media and political market are able to distort reality, and if yes, how. Are people possibly less willing to buy the tricks of populist politics than it is suggested by those experts, who make their living from making up and analyzing those tricks, or by the politicians use them? 13 13:30-14:00 The Iron Curtain Trail - experiencing the history of Europe's division (Herman Ottó) "For almost half a century, Europe was divided into East and West by the ""Iron Curtain"", a border stretching from the Barents Sea to the Black Sea. The Iron Curtain Trail invites people to retrace and experience the former division of the continent on a 6,800 km cycle track along the length of the former border, combining European culture, history and sustainable tourism. The Iron Curtain Trail thereby contributes in a lively and very practical way to the creation of a genuine European identity. In 2005, following the initiative of Green member Michael Cramer, the European Parliament recognized the ""Iron Curtain Trail"" as a model project for sustainable tourism and called upon the Member States for support." Presentation, Presenter: Michael Cramer 14:15-16:15 A salary for nothing? Not so crazy as it sounds! The European Campaign for the Unconditional Basic Income (Herman Ottó) The idea of unconditional basic income is to recognize the dignity of every human being by providing every citizen, rich and poor alike, with a guaranteed regular salary. On top of this 'basic' minimum people can earn an income by working, just as they do now. A basic income constitutes the basis of a social security system and a dignified human existence and is supplemented by social insurances and other benefits for sickness, unemployment, and so on. A full basic income guarantees everyone the means to fulfill basic needs. Economic survival thus becomes a right, not a privilege. As a result, people would not be forced by desperation into the arms of unscrupulous employers any more instead, they will only accept work if conditions are good and pay fair. It increases individual freedom. A basic income also leads to a fairer sharing of resources and wealth, and contributes to the protection of nature and environment. This would free our society from the dire logic of profit maximization and allow us to live our lives much more purposefully, for example by allocating much more time and resources to voluntary work. The European Citizen's Initiative on the Unconditional Basic Income uses a new right of EU citizens. The ECI ( allows, since 1 April 2013, to at least one million citizens from at least seven member states to demand a change to EU law. This particular initiative is asking the Commission, to explore the Unconditional Basic Income (UBI) as a tool to improve the social security systems of the EU member states Workshop, Presenters: Herman Zita, Télémaque Masson, Misetics Bálint 14:15-16:15 Green activism: The eco-film club how-to (Gerard Durrell) HU Videos about sustainability fascinate you, but you aren't sure what to believe from them? Would you like to gather "green people" around you for some deep discussion? You don't know what is bittorrent? On the ecofilm club training we will introduce the method of organizing a film club from the very beginning, from looking for accommodation till the promotion. We will learn the secret of successful preparation for events and how many partners you need to create a long-living club that can overgrow you and become a well-working organization on its own. Farmers' movements in Europe (Herman Ottó) Although all over Europe the situation of farmers shows significant differences, they still face similar problems and challenges. Big agro-business companies, fuel companies hungry for resources, or state stakeholders simply wanting to grab their land for different reasons often disregard the interests of local farmers. At our workshop, farmers show the diversity of their lobby movements all over Europe through French, Polish and Hungarian examples. Good for the person because it is easy, cheap, healthy and the wind blows your hair. Good for the city because the air will be better and there will be more space. So why is not everybody riding bikes? So why are unusable cycle paths created by EU sources? How can we encourage authorized decision-makers to take into priority the development of cycling traffic and to avoid that cycling developments will be like a lottery-wheel, in other words, real competences have to lay down the quality of cycling objects, instead of the blind chance. During the workshop we will map good practices local and global either and form a message to politicians and lobby group- in their language. Workshop, Presenters: Liptay Orsolya, Michael Cramer, László János, Mitja Kolbl 16:30-17:00 SNACK (Canteen) 16:30-18:30 Youth and Revolution (Herman Ottó) Young people across Europe have been hit hard by the multiple crises the continent is facing. Whether in Spain, Greece, Hungary, Romania or now in Bulgaria and Turkey: The youth is out on the streets to demand an end to austerity measures, an end to corrupt politics that sells out their future to international lobbies. They want to change EU policies, from education to macroeconomics to build a different EU and to reclaim their future. They demand a more democratic, solidaric and green educational system focused on creative human development. They support building a more social Europe, introducing more solidarity and equality at work, as well as shaping an inclusive society with strong local communities. But is protesting, even in the most innovative forms, sufficient? Will their voice be heard? Can today's youth movements really transform our societies and make Europe more sustainable, just and democratic? Can they turn their indignation into a true revolution? When can we speak about rule of law? Of course, the question has a vast literature, but there is no consensus definition, there are no legally binding criteria in international law. Therefore, it's also difficult when international organisations such as the European Union have to decide if a state can still be called a democracy or not. In this presentation, we try to introduce to the problem, with a special reference to an ongoing example, the Tavares-report. Based on that we also will discuss, what citizens can do to defend, to improve, and to extend democracy. (Jane Godall) Where is the truth when doctors and nutritionists are convincing us to eat more fish while green activists are drawing attention to the threat of extinction of fish populations? What can a citizen of a landlocked country contribute whose country is the last in the EU in terms of fish consumption?
