1 Graduate Assessment Plan Executive Masters in Health Care Administration Compiled by: Justin Thomas PHONE MOBILE Zayed University, Abu Dhabi, United Arab Emirates
2 Executive Masters Health Care Administration (EMHCA) Launched in 2004 with a cohort of 26 students, the EMHCA program provides a unique opportunity for existing healthcare professionals, and ailed service providers/managers, to develop the knowledge and skills required for senior leadership positions within the increasingly globalized health economy. The program has 12 courses contributing to four clear learning outcomes (1) Global health care systems awareness, (2) Evidence based management and decision-making, (3) Strategic leadership and (4) Corporate and clinical governance. (1) Global awareness (health care context) Graduates will demonstrate an awareness of the overall health care system. This will include comparative international perspectives, socio-historical context and key contemporary concerns focusing on emerging trends and the implications for their own local contexts. (2) Evidence based management and decision-making Graduates will demonstrate the skills required for making evidence based administrative and policy decisions. They will also demonstrate the ability to transform data into actionable intelligence (3) Strategic Leadership Graduates will demonstrate the knowledge, skills and attitudes to meaningfully contribute to integrated health care systems planning. They will demonstrate the ability to integrate strategic, organizational and information level objectives. They will also demonstrate core leadership attributes, able to exhibit different styles of leadership as context demands. (4) Corporate and clinical governance Graduates will demonstrate an understanding of transparency, autonomy and accountability in both clinical and corporate contexts. They will also demonstrate the knowledge and skills essential for making significant contributions to continuous quality improvement. Executive Masters in Health Care Administration 2

The first is the ability to embed the assessment so it does not appear to be an additional, potentially burdensome, adjunct to routine course assessment. It is however important to note that this is program level assessment and the actual nature of the assessment will go beyond the specific course learning outcomes. The second consideration was to try to ensure all key assessment points are within courses delivered by ZU faculty. This ensures smother communications between the EMHCA cocoordinator and the faculty member administering the assessment of learning outcomes. The course EMHCA 605 is delivered by Justin Thomas a ZU instructor (UAE based). Governance is being assessed in a course (610) delivered by an overseas instructor; however, this instructor has had a lot of experience with learning outcomes assessment previously. None of the learning outcomes require prerequisites, so any order of assessment is totally legitimate. The assessment of GPLOs is a nascent initiative within the institution so starting where we have most control is deemed the best strategy for a successful process at this time.
