1 SOUTH DAKOTA BOARD OF REGENTS Full Board AGENDA ITEM: BB 4 DATE: December 15-16, 2011 ******************************************************************************* SUBJECT: New Site Request: SDSU B.S. in Nursing, Aberdeen South Dakota State University requests authorization to offer the B.S. in Nursing (BSN) in Aberdeen. This delivery site responds to the long-term need for baccalaureate registered nurses in South Dakota and in the northeast region. (Board Policy 1:21: Economic Development & Quality of Life: Contribute to workforce development with off-campus programs.) SDSU intends to offer the BSN using the accelerated (12-month) curriculum designed for students who have completed a bachelor s degree in another discipline. The first Aberdeen cohort would begin in January 2013 and finish in December SDSU reports that the accelerated BSN has been successful in Sioux Falls. The first cohort began in August 2002 and graduated in August Students finish the program: The retention rate for all nine cohorts is 98%. The NCLEX-RN licensure pass rate averages 95% compared with a 2010 state and national NCLEX-RN pass rate of 87%. Sixty-seven percent of the SDSU accelerated Sioux Falls graduates work in South Dakota. Twenty two of the 327 have continued on for graduate education as nurse faculty, nurse anesthetists, or advanced practice nurses. SDSU does not request new State resources or increased student fees. Delivery in Aberdeen would be supported with state-support tuition and Nursing program fee revenue. The budget is based on annual cohorts of 40 students. SDSU intends to pay Northern State University for computer support, secretarial services, and academic advising services. Northern is to provide office and laboratory space. ******************************************************************************* RECOMMENDED ACTION OF THE EXECUTIVE DIRECTOR Authorize South Dakota State University to deliver the B.S. in Nursing in Aberdeen as described in Attachment I.
2 ATTACHMENT I 2 South Dakota Board of Regents New Site: Request to Offer an Existing Degree Program Use this form to request authorization to deliver an existing degree program at a new site or by distance delivery. The Executive Director or the Board may request additional information. University South Dakota State University Degree(s) and Program B.S. in Nursing New Site(s) Aberdeen, South Dakota Proposed Implementation (term) January 2013 University Approval To the Board and the Executive Director: I certify that I have read this request, that I believe it to be accurate, and that it has been evaluated and approved as provided by university policy. President of the University Date After approval by the President, a signed copy of the proposal should be transmitted to the Executive Director. Only after Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. What is the need for this program in this site (these sites)? What is the expected demand for graduates in the site(s)? South Dakota State University (SDSU) requests authorization to deliver the B.S. in Nursing (BSN) in Aberdeen. Aberdeen area residents who hold a BS or BA in non-nursing fields are requesting that a 12-month BSN be offered in Aberdeen so that they do not need to relocate to Sioux Falls for the SDSU BSN Accelerated (12-month) Option. The demand for the program includes a current list of 30 students who have worked with the Academic Advisor at Northern State University to complete their current degree and have indicated that they are interested in an accelerated option to study nursing at the baccalaureate level. The Institute of Medicine Report (2010) strongly recommends that by 2020, 80 percent of all RNs should be prepared with a minimum of a BS in Nursing. The 2010 South Dakota ratio is 33 percent prepared at the BS or BA in Nursing plus 7 percent with an MS/MA in Nursing; and 2 percent with doctoral preparation (42% with BS or above) and 58 percent with an AS/AA or Diploma in nursing; The 2011 Report from the South Dakota Center for Nursing Workforce (SD Board of Nursing, p ) indicates that the population of 13,597 RNs in South Dakota is aging. The average age of current active RNs is 46 years old. Forty percent of the RNs are younger than 40 years of age with 37 percent 51 years and older. There are programs which prepare RNs geographically distributed throughout South Dakota, however, in Aberdeen which has the third largest population (behind Rapid City and Sioux Falls), there is only one RN program in Aberdeen at Presentation College and none within a 100 mile radius which prepare Baccalaureate RNs for the ST Site BS Nurs Aber Nov21 Page 2 of 6 Printed: , 2:43 PM

New RNs need to be educated at the baccalaureate level in the Northeast Region of South Dakota to be available for all of the health systems in this geographical area. For example, Sanford Health System will open a new 39-bed hospital in spring of 2012 in Aberdeen. The Chief Nursing Officer at Sanford Health System has indicated that additional RNs will be needed for this new facility to be fully staffed and for ongoing turnover of RN staff. The RN graduates from the proposed SDSU Accelerated baccalaureate program would be available to any agency in the Northeast South Dakota area or at any other location. The University intends to offer the program with a cohort size of 40. The program would be cost effective with 40 students with travel in and around Aberdeen to have student experiences at key clinical facilities. The SDSU Accelerated BSN has been successful since its inception in 2002 in Sioux Falls. The total number nine cohorts of students have graduated 327 new RNs since The retention rate for all nine cohorts is 98 percent. If either answer is yes, identify the institution(s) and program(s) and explain why authorization is requested. No South Dakota Regental university delivers the B.S. in Nursing in Aberdeen. Yes. One private institution, Presentation College, offers associate and baccalaureate degrees in nursing in Aberdeen. According to the South Dakota Board of Nursing Report in 2010, Presentation College graduated 27 students with a baccalaureate degree in 2010; 34 in 2009; and 63 in With the number of Presentation BSN graduates decreasing and an increased workforce demand in the region, an additional option for Northeast South Dakota is needed. Presentation does not offer a 12-month BSN. 3. Are students expected to be new to the university or redirected from other programs or both? Complete the table and explain how the estimates were developed. How will the new site(s) affect enrollments in other campus and off-campus programs in the regental system? The first students would begin in January 2013 and graduate in December Expected attrition is one student from each group. SDSU does not expect students from its other programs to be redirected into the BSN in Aberdeen unless they are on the qualified wait list in Sioux Falls for the Accelerated Option. Impact on Existing Programs A cohort of 40 students is budget neutral and will not impact existing nursing programs at SDSU. 4. Complete the table and explain any special circumstances Students will enter the Nursing Accelerated Option with a previous BS or BA degree. This previous degree will include courses that already meet the GE, IGR, and ITR requirements of the SDSU BSN. A copy of the program as it appears in the current catalog is provided as Appendix A. Financial aid and other services are available through the Brookings Campus. 6. Is this program accredited by a specialized accrediting body? If so, address any program accreditation issues and costs related to offering the program at the new site(s). The BS in Nursing program is nationally accredited by the Commission on Collegiate Nursing Education (CCNE). There will be no change in the accreditation status or needs. All sites and undergraduate options at SDSU standard, accelerated, and RN to BS are currently accredited by CCNE. 7. Costs, Budget & Resources Related to New Courses at the Site: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, student services, etc needed to implement the program at the new site(s). Complete Appendix B Budget using the system form. A budget is provided as Appendix B. The site coordinator and faculty members will be new positions. The support personnel, nonfaculty, will be shared personnel with NSU, i.e., secretary, academic advisor, and computer support person. SDSU and NSU are working together to identify space for faculty offices, on-campus laboratories, conference and class room space. Provost Hawley has indicated that NSU is currently planning to house the offices and on-campus laboratory in MeWaldt-Jensen Hall, located with the College of Arts and Sciences. 9. Additional Information. (Optional) Limit the number and length of additional attachments. Identify with capital letters (C, D, E, etc). In some cases, responses to questions from the Board or the Executive Director may be provided as appendices. Letters of support are not necessary and are rarely included with Board materials. Dean Roberta Olson met with external stakeholders in Aberdeen on November 11, 2011: A. Sanford Hospital CEO Gordon Larson and CNO Jackie Striden are very supportive of this proposal to contribute to the Registered Nurse (RN) workforce in the Aberdeen area. B. Avera St. Luke s Hospital CNO KC DeBoer and six nursing leaders were somewhat supportive. They acknowledged their need for RN work force, but requested that SDSU work the nursing program at Presentation College for clinical needs. C. Presentation College (PC) Interim Director, Illa Reeve was concerned about the impact that a new nursing program in Aberdeen might have on the PC program. Dean Olson emphasized SDSU and PC would recruit different populations of students SDSU for students with previous BS or BA non-nursing degrees and PC for recent high school graduates or nontraditional students without previous degrees. Dean Olson and Director Reeve also discussed the sequence of courses in order to have SDSU and PC clinical site use for pediatric and maternity nursing during opposite semesters. The optimum start for SDSU then would be January of Dean Olson met on September with President James Smith, Provost Tom Hawley, and A&S Dean Celestino Mendez to discuss use of space at Northern State University.
