1 Academic Affairs Council AGENDA ITEM: 10.C.2 DATE: March 9, 2006 ************************************************************************* SUBJECT: New Site Request: USD: Educational Specialist (Ed.S) in Educational Administration, Online The attached proposal was removed from the February AAC agenda by Dr. Engstrom pending further discussion. Since then, USD has had conversations with SDSU about their current efforts to develop their M.Ed. in EDAD for online delivery. They will be coming forward with a proposal soon, and USD will have no objections to it. Our two institutions will be having further discussions about how to deliver the coursework for these master s degrees on a rotation that serves both our institutions and our students. USD has also requested information from our sister institutions about EUCapproved courses they have online that might be utilized by students pursuing these degrees. Similar information from Josh has been requested. Information to date is included in Appendix A of the documents. This will be updated as additional information on approved courses is provided. The proposal is scheduled to move forward to the April COPS and Board meetings. ************************************************************************* RECOMMENDED ACTION Provide any comments or concerns to Dr. Gough to be used in the COPS and Board items.

What is the expected demand for graduates in the site(s)? USD has long had approval to offer the Specialist in Education (Ed. S.) degree in Educational Administration. There are five areas of specialization available within this degree: Elementary School Principal, Secondary School Principal, School District Superintendent, Director of Special Education, and Curriculum Director. Completion of these programs within the Ed. S. degree in Educational Administration leads to the administrative certification required for professional practice in South Dakota and nearly every other state nationally. Therefore, there is continuing need for this degree throughout South Dakota, within neighboring states, and nationally. In addition, the Ed. S. degree serves as a feeder program for many students who subsequently enter the Doctor of Education degree program in Educational Administration at USD. In response to the needs of working professionals across the state for convenient access to advanced coursework, many of the courses within Ed. S. degree programs have gradually been redesigned over the last few years for online delivery. Each of the redesigned courses has been developed and approved through the regental Electronic University 03-06AAC_10.C.2_new_site_usd_EdAd_EdS-online Page 2

3 Consortium (EUC) quality assurance process. At this point almost all of the courses comprising the curricula for three of the specializations are entirely available online. These three areas of specialization are Elementary School Principal, Secondary School Principal, and School District Superintendent. Within these three curricula, only EDAD 740 (School-Community Relations, required within the School District Superintendent specialization) and EDER 762 (Foundations of Statistics, required for all three specializations) have not already been approved for online instruction. Both EDAD 740 and EDER 762 are being developed for online delivery and are expected to be approved for quality assurance through the EUC process during the spring 2006 semester. Therefore, by the end of spring 2006, students will be able to complete all the coursework in each of the three identified areas of specialization entirely online; and at this point there are sufficient courses available online to allow students to begin the programs effective spring This proposal seeks authorization to offer online the Specialist in Education degree in the following specializations: Elementary Principal, Secondary Principal, and School District Superintendent. 2. Is any regental university authorized to offer a similar program at the new site(s)? Is any non-system institution offering a similar program at the new site(s)? If either answer is yes, identify the institution(s) and program(s) and explain why authorization is requested. Only USD is authorized to offer the Ed. S. degree. Therefore, these online programs will not duplicate or directly compete with online programs from any other regental institution. However, there are a number of courses offered online by other regental institutions that could be utilized for this degree. These are listed in Appendix A. 3. Are students expected to be new to the university or redirected from other programs or both? Complete the table and explain how the estimates were developed. How will the new site(s) affect enrollments in other campus and offcampus programs in the regental system? Courses comprising the proposed online programs have been available individually online beginning as early as fall As a result, since that time students admitted to the on-campus programs have been opting to take coursework online to accommodate their schedules. With the approval of these three specializations for distance delivery, some students who are currently availing themselves of the online courses may opt to transfer formally to an online degree. As these students are not new to the University, they will be considered redirected (from the existing programs to the proposed online programs) and will comprise the majority of students during the first years of the new programs. It is anticipated that few students who currently study primarily on campus will be redirected to the online programs. At the same time, with the ability to advertise the availability of these online programs, it is anticipated that new students will be recruited and enrolled AAC_10.C.2_new_site_usd_EdAd_EdS-online Page 3

S. degree in Educational Administration in the specializations of Elementary School Principal, Secondary School Principal, and School District Superintendent are attached as Appendices B-D. 5. How will you provide student services comparable to those available for students on the main campus? Following the procedures utilized on the main campus, each student admitted into one of the proposed online Ed. S. degree programs would be assigned a temporary faculty program advisor who will establish initial contact via telephone, electronic mail, or other communication modality with the student. Following successful completion of 9 to 12 credits, the student will be afforded the opportunity to select either the temporary advisor or a different faculty member as a permanent program advisor. These advisors will provide the same services to students that are offered by faculty advisors on the main campus. Whenever possible, particularly during field-based internships, the program advisor will visit the online student in the field-based setting for face-to-face discussion and advising. The support and services provided by the School of Education will be augmented by the staff and services in the Division of Continuing Education, which has well-developed and extensive programming in place to support distant learners. 6. Is this program accredited by a specialized accrediting body? If so, address any program accreditation issues and costs related to offering the program at the new site(s). Based on School of Education unit accreditation, the Ed. S. degree is accredited by the National Council for Accreditation of Teacher Education (NCATE) and the South Dakota Department of Education (SD DOE). Neither NCATE nor SD DOE have specific 03-06AAC_10.C.2_new_site_usd_EdAd_EdS-online Page 4

5 requirements regarding newly developed online programs, but they will be examined during the next accreditation visit by these agencies. In addition, the South Dakota Electronic University Consortium serves as the quality assurance umbrella relative to the Higher Learning Commission of the North Central Association (HLC-NCA) accreditation for online programs delivered within the regental system. Therefore, there do not appear to be any program accreditation issues or costs related to offering the new online programs. 7. Does the University request any exceptions to Board policy for delivery at the new site(s)? No. 8. Costs, Budget & Resources Related to New Courses at the Site: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, student services, etc needed to implement the program at the new site(s). The online programs will be delivered as self-support courses under the auspices of the Division of Continuing Education. Therefore, any costs associated with delivery of the programs, including instructional costs, will be covered by Continuing Education selfsupport revenues. As discussed earlier, with the exception of only two courses, every individual course comprising the curricula for the identified three specializations in the Ed. S. degree is currently available online. Anticipated additional costs, therefore, would be limited to development of the following two courses during spring 2006: EDAD 740 EDER 762 School-Community Relations Foundations of Statistics The Division of Continuing Education reimburses faculty members $3,000 on an overload basis for the development of a course for online delivery. Therefore, the total additional development cost would be $6,000. These development costs would be covered through the Continuing Education self-support funds generated by student tuition from other online courses comprising these programs. 9.
