1 Attachment I ACADEMIC AFFAIRS COUNCIL AGENDA ITEM: 4.C.3 DATE: November 9, 2010 ****************************************************************************** SUBJECT: New Site Request NSU, AA in General Studies, Bachelor of General Studies, Huron Northern State University requests authorization to deliver the A.A. in General Studies and the Bachelor of General Studies. The University intends to deliver on-campus scheduled courses to Huron and other DDN locations. Some courses may be offered online. may be taught in Huron when the enrollments are large enough to generate sufficient self-support revenue to cover salaries and other costs. The new site request supports the System Strategic Goals (Policy 1:21) and the 2010 Education Initiative: Educational attainment: Increase college participation rates. Increase the number of graduates. 2 South Dakota Board of Regents New Site: Request to Offer an Existing Degree Program Use this form to request authorization to deliver an existing degree program at a new site or by distance delivery. The Executive Director or the Board may request additional information. Northern State University University Degree(s) and Program Associate of Arts in General Studies & Bachelor of General Studies New Site(s) Huron and Distance Technology Proposed Implementation (term) Spring 2011 University Approval To the Board and the Executive Director: I certify that I have read this request, that I believe it to be accurate, and that it has been evaluated and approved as provided by university policy. President of the University Date After approval by the President, a signed copy of the proposal should be transmitted to the Executive Director. Only after Executive Director reviews should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. What is the need for this program in this site (these sites)? What is the expected demand for graduates in the site(s)? Northern State University requests authorization to deliver the Associate of Arts in General Studies and the Bachelor of General Studies in Huron. Huron is the largest city in South Dakota without a college or technical institute. Huron has a number of people who are underemployed or unemployed and who would like to earn college degrees without relocating or commuting. Providing these programs will contribute to the development of the workforce. Huron has a renovated facility with a computer lab, video conference unit, study areas, and classrooms available for students enrolled in these programs. Scholarships are offered through the Huron University Foundation. Delivery would be supported with self-support tuition revenue. Off-campus and distance delivery supports the Board s strategic goals and the 2010 Education Initiative: Educational attainment: Increase college participation rates. Increase the number of graduates. Economic development and quality of life: Contribute to workforce development by offering off-campus programs Education Initiative: 11-10AAC_4.C.3_newSite_NSU_AA-BachGenStudies-Huron Page 2 of 9

3 o Increase the number of graduates from Board of Regents' associate degree programs by 10 percent. o Increase the number of graduates from bachelor degree programs by 20 percent o Double the number of persons ages 25 and older engaged in postsecondary education. This request continues the University s history of serving the region. Earlier this year the Board authorized Northern to deliver the M.S. Ed. in Teaching and Learning and the M.S.Ed. in Leadership and Administration in Huron (Minutes, 2010 March-April, pp. 13, ). The programs began in fall Northern expects that most A.A. in General Studies graduates will continue their education. The Board approved the Bachelor of General Studies in June 2010 as a new program for Black Hills State University, Northern State University, Dakota State University and the University of South Dakota. The degree was designed for students who have accumulated credits without meeting the requirements for a degree and for students who change their minds after completing many hours in another program. The Board authorized each university to deliver the entire program at the Sioux Falls, Pierre and Rapid City off-campus centers and by distance technology (Minutes, pp. 1117, ). 2. Is any regental university authorized to offer a similar program at the new site(s)? Is any non-system institution offering a similar program at the new site(s)? If either answer is yes, identify the institution(s) and program(s) and explain why authorization is requested. There are no regental universities authorized to offer the A.A. in General Studies or the Bachelor of General Studies in Huron. 3. Are students expected to be new to the university or redirected from other programs or both? Complete the table and explain how the estimates were developed. How will the new site(s) affect enrollments in other campus and off-campus programs in the regental system? A.A. in General Studies Northern State University anticipates that the majority of students enrolled in the program in Huron will be new to the regental system. The A.A. in General Studies program is an attractive option for individuals who have little or no college credit. The courses in the 2-year degree fit nicely into the general education requirements for the 4-year degree; thus, graduates of the A.A. degree who wish to continue with a bachelor s degree will have a well-rounded, solid foundation. Additionally, there are 18 to 23 credit-hours of electives in the program, which will allow students to focus on specific areas of interest, in preparation for a bachelor s degree. Bachelor of General Studies The Bachelor of General Studies requires 15 credits in each in three emphasis areas which will provide students with a great deal of flexibility as they complete their bachelor s degree. The degree includes 39 credit hours of electives. Students may select electives that will contribute to their professional development. Estimated Bachelor of General Studies enrollments and graduates are provided in the table. The same numbers are used in Appendix B Budget. Impact on Existing Programs Northern State University anticipates no or very little impact on enrollments of existing programs. The large majority of students are expected to be new to the regental system. 4. Complete the table and explain any special circumstances. Eventually, when the enrollment is of sufficient numbers to warrant adjunct faculty, adjuncts will be hired and paid through self-support funds. 5. How will you provide student services comparable to those available for students on the main campus? The University through the Office of Extended Studies will ensure that student services are available to students enrolled in Huron and by distance. 6 advisor who will offer regularly scheduled advising sessions as necessary to meet the needs of the students. Many of the student services are conveniently available through the NSU web site (library, D2L, technology support, etc.) and are supported via and telephone. In addition, the Huron Community Campus (HCC) has a facility, a computer lab, a video conference unit, and intends to provide scholarships. HCC has a full-time director and have plans to offer tutoring services. HCC recognizes that satellite programs can be difficult to complete without a support system. They have plans to work closely with all enrolled students to assist them in any way possible. 6. Is this program accredited by a specialized accrediting body? If so, address any program accreditation issues and costs related to offering the program at the new site(s). There is not a separate accreditation for these programs. Northern State University is accredited by the Higher Learning Commission of North Central Association of Schools & Colleges. On August 18, 2010, the Higher Learning Commission approved Northern State University s request to extend its accreditation to include an additional location in Huron, South Dakota. There are no accreditation issues or costs associated with offering these degrees at the Huron Community Campus. 7. Does the University request any exceptions to Board policy for delivery at the new site(s)? Explain requests for exceptions to Board policy. If no exceptions are requested, enter None. None. 8. Costs, Budget & Resources Related to New at the Site: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, student services, etc needed to implement the program at the new site(s). Complete Appendix B Budget using the system form. The University will deliver on-campus scheduled courses to Huron (at the Huron Community Campus) and other locations using DDN. A budget is not provided because the courses required for the degrees are being taught now. There are no additional instructional costs to provide the courses to Huron and other DDN sites. Delivery to DDN sites will depend on local demand. Student services are available through the web, , and telephone. Self-support tuition revenue will support occasional advising sessions in Huron as needed. No new courses will be developed. In most cases, existing courses will be delivered to Huron Community Campus via DDN. 7 The University has a facilities-use agreement with the City of Huron for its existing programs that are delivered to Huron Community Campus (provided as Appendix B). The agreement is in effect for the academic year and permits Northern State University to use the HCC facility to conduct classes and for other related educational purposes for $100 per month. Revenues from the self-support tuition generated by students in Huron are used to pay for the use of the facility. The agreement can be extended if there are sufficient students in Huron to generate the revenue AAC_4.C.3_newSite_NSU_AA-BachGenStudies-Huron Page 7 of 9
