Tad Perry New Site: USD, Doctor of Physical Therapy (transitional), online The University of South Dakota has submitted a request for authorization to offer a transitional Doctor of Physical Therapy (DPT) online (Attachment I). The transitional degree is designed for licensed physical therapists who want to complete a doctorate without relocating. The University has had the Doctor of Physical Therapy for new physical therapists since The earlier master s degree program began in Transitional DPT is to require 25 credit hours. Because the University has the Doctor of Physical Therapy, I agreed to handle this as a new site request with the 25-credit hour transitional curriculum to be provided in the request. The program will be offered online at selfsupport tuition rates. The University does not request any exceptions to Board policy. The AAC is scheduled to discuss this request on November 13. I intend to place this new site request on the Board s December agenda with a recommendation that it be approved with the usual conditions. If you have concerns about this request, please share them with President Abbott and me before our meeting on November 20 th. University University of South Dakota Degree(s) and Program Doctorate in Physical Therapy New Site(s) ONLINE Proposed Implementation (term) Fall 2009 University Approval To the Board and the Executive Director: I certify that I have read this request, that I believe it to be accurate, and that it has been evaluated and approved as provided by university policy. President of the University Date After approval by the President, a signed copy of the proposal should be transmitted to the Executive Director. Only after Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. What is the need for this program in this site (these sites)? What is the expected demand for graduates in the site(s)? The University of South Dakota requests authorization to offer the Doctorate in Physical Therapy (DPT) as an online transitional DPT (t-dpt). 1 According to the American Physical Therapy Association (APTA), by 2020 physical therapy will be provided by physical therapists who have received their doctorate in physical therapy and, as such, will be recognized as first contact, primary care health professionals. Currently, licensed bachelor and master s prepared physical therapists often provide services in tertiary care settings (hospitals, clinics), under the direction of or receiving referrals through other primary care practitioners (e.g., physicians). Through its recognition of the doctor of physical therapy (DPT) as the degree reflecting contemporary preparation for autonomous, primary care practice, the APTA has supported the development of educational programs that provide opportunities for practicing physical therapists to receive this doctoral preparation through transitional doctor of physical therapy degree programs. Currently there are 14 on-line transitional (post-professional) doctorate in physical therapy (t- DPT) programs in the US. According to an APTA report summarizing the results from a survey sent to all t-dpt programs in the US, there are an estimated 3,255 students enrolled in a t-dpt 1 According to the American Physical Therapy Association the professional (entry-level) and the post-professional transition clinical doctorate is "DPT." "t-dpt" is used to distinguish between the DPT degree conferred upon completion of a transition curriculum, as is proposed in this new site request, from the DPT conferred upon completion of USD s entry level, campus based curriculum AAC_4.C.2_new_site_USD_PhD_physical_therapy-online Page 3 of 13
4 program nationwide. A recent survey of the 300 graduates of USD s Master of Science in Physical Therapy indicated over half would be interested in obtaining a transitional doctorate in physical therapy (t-dpt). The proposed t-dpt curriculum is designed to prepare the licensed physical therapist for autonomous practice (characterized by independent, self-determined, professional judgment and action). Attracting and retaining physical therapists in South Dakota are paramount. The South Dakota Labor Market Information Center forecasts a 31% increase in the number of physical therapists from 2006 to 2016 and a total average annual demand of The opportunity for non-doctoral level, licensed physical therapists to pursue their DPT degree online (rather than relocating to pursue their doctorate) has the potential to not only retain PTs in the state, especially in the rural, medically underserved areas of South Dakota, but may also serve to attract PT s to our state. 2. Is any regental university authorized to offer a similar program at the new site(s)? Is any non-system institution offering a similar program at the new site(s)? If either answer is yes, identify the institution(s) and program(s) and explain why authorization is requested. No other South Dakota regental or private university is authorized to offer a physical therapy program at the master s level or above. 3. Are students expected to be new to the university or redirected from other programs or both? Complete the table and explain how the estimates were developed. How will the new site(s) affect enrollments in other campus and off-campus programs in the regental system? Students enroll in 10 credit hours the first year 5 in both the fall and spring semesters and 15 credit hours the second year 3 credits in the summer, 5 in the fall semester, and 4 in the final spring semester. Appendix A outlines the specific curriculum and when each class will be extended online. 5 Impact on Existing Programs There is no expected impact on the existing DPT program. 4. Complete the table and explain any special circumstances. Attach a copy of the program as it appears in the current catalog. If any program modifications are requested, attach that form. Explain how the new courses will be delivered. Attach the new course request forms. A copy of the current program as it appears in the catalog is provided as Appendix A. The current program is designed for new physical therapists. The transitional DPT will require fewer credit hours as only licensed physical therapists will be admitted. (Admissions requirements are provided in #9 below.) As demonstrated in Appendix A, this curriculum meets the national requirements for the transitional Doctorate in Physical Therapy. 3 The USD DPT faculty analyzed expected curricular content for the DPT as published in the APTA document A Normative Model of Physical Therapist Education and determined that 13 courses, consisting of 25 credits were necessary to achieve the doctoral-level competencies that were not included when physical therapists could be licensed with a bachelor s or master s degree (evidence-based medicine and diagnostic skills to work as a first contact health professional autonomous practice are highly accentuated in the DPT curriculum) 5. How will you provide student services comparable to those available for students on the main campus? Student support services will be offered to DPT online learners through the Physical Therapy Department, USD s Division of Continuing and Distance Education (CE), and other administrative offices including financial aid, business office, Registrar s office, and The Graduate School. Continuing Education will market the online program and provide recruitment guidance to students interested in the DPT. The prospective students will apply to the Graduate School which will work in tandem with the Physical Therapy Department on the student acceptance process. Once accepted, online learners are assigned a formal advisor in the Physical Therapy program. The advisor coaches students through degree progression and may provide career guidance as well. CE guides students through initial course registration and tuition payment. Moreover, online learners have access the USD library online and to technical assistance via the USD Help Desk. The Help Desk and the Division of CE operate beyond the traditional 8-5 workday hours for the convenience of online and off-campus learners. Finally, students may order their books online and they have access to USD Disability Services. Students are assessed through multiple measurements and USD implements various strategies to assure examination security and student identity authentication, e.g., lockdown browsers, proctored testing arrangements, user identification names and passwords to access classes, essay exams, and use of a USD Portal for current students. 3 American Physical Therapy Association (APTA), The Preferred Curricular Model for the Transition Clinical Doctoral Program (tdpt) and the Learner (2006) AAC_4.C.2_new_site_USD_PhD_physical_therapy-online Page 6 of 13
7 6. Is this program accredited by a specialized accrediting body? If so, address any program accreditation issues and costs related to offering the program at the new site(s). No. The Commission on Accreditation in Physical Therapy Education (CAPTE) does not review or accredit transitional Doctor of Physical Therapy programs. The transitional doctorate in physical therapy curriculum is based on the recommendations from the APTA. All students admitted to the transitional Doctorate in Physical Therapy will have current license to practice in the United States. 7. Does the University request any exceptions to Board policy for delivery at the new site(s)? Explain requests for exceptions to Board policy. If no exceptions are requested, enter None. NONE 8. Costs, Budget & Resources Related to New Courses at the Site: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, student services, etc needed to implement the program at the new site(s). Complete Appendix B Budget using the system form. The budget is provided as Appendix B. The DPT program will be delivered on self support tuition which is in keeping with BOR Policy 5:5:3 any student taking an Internet course only will be assessed the self-support tuition rate. The program is specifically designed for off-campus learners. 9. Additional Information. Admissions Criteria for the Transitional DPT The DPT is an entry-level clinical degree. The DPT earned through this transitional process is designed to build upon the skills acquired in clinical practice. The applicant must: 1. Have graduated from a PT program that is accredited by the Commission on the Accreditation of Physical Therapist Education. 2. Hold a Certificate in PT + bachelor s degree in select field + 20 years of experience in the field of physical therapy, or 3. Bachelor s Degree in PT + 10 years of experience in the field of physical therapy, or 4. Master s Degree in PT + 2 years of experience in the field of physical therapy 5. Have a 2.7 cumulative GPA 6. Hold a current license to practice physical therapy. The student will be able to develop a physical therapy plan of care that is safe, effective, patient/client centered, culturally competent, and consistent with legal, ethical and professional obligations as a first contact health professional. 6. The student will be able to provide evidenced-based physical therapy interventions to achieve patient/client goals and outcomes 7. The student will be able to incorporate biological and physical sciences in the practice of the profession. 8. The student will be able to examine patients by selecting and administering culturally appropriate and age-related tests and measures. 9. The student will be able to evaluate data from the examination to make evidence-based clinical judgments regarding patients/clients. 10. The student will be able to determine when patients/clients need further examination or consultation by a physical therapist or referral to another health care professional. 11. The student will use consistently apply current knowledge, theory and professional judgment while considering the patient/client perspective in patient/client management. 12.
