1 ACADEMIC AFFAIRS COUNCIL AGENDA ITEM: 4.C.1 DATE: February 25, 2010 ****************************************************************************** SUBJECT: New Site Request DSU BSEd in Elementary Education/Special Education, Internet Dakota State University requests authorization to deliver its B.S. in Elementary Education/Special Education using the Internet. DSU reported that this new site request has been discussed with the Education Discipline Council and is on the EUC five-year plan. The new site request supports the Board s strategic goals and State initiatives: Educational Attainment: Increase number of graduates by providing distance delivery of programs. Economic Development & Quality of Life - Contribute to workforce development. Internet delivery would allow people who cannot relocate to a university to prepare for a career in K-12 teaching Education: Double the number of persons ages 25 and older engaged in postsecondary education. November 17, 2009 President of the University Date After approval by the President, a signed copy of the request should be transmitted to the Executive Director. Post the request on the university web site and notify the Board staff and the other universities of the URL. 1. What is the need for this program in this site (these sites)? What is the expected demand for graduates in the site(s)? DSU is requesting permission to deliver its composite degree B.S.Ed in Elementary Education / Special Education via distance (Internet). Completion of this degree program allows students to teach at the K-8 level and/or to serve as a special education teacher at either the K-8 or the K-12 level. Special education degree programs continue to be a popular choice for both traditional and non-traditional students and employment opportunities continue to be strong. For non-traditional students (particularly those who are place-bound), internet delivery is often the only means of earning the degree program and moving into a professional position in their local school district. In addition, all DSU s education majors earn an educational technology endorsement as part of their undergraduate degree program. This built-in endorsement makes the degree program particularly attractive to individuals who are seeking positions in school districts which have implemented a laptop program. 2. Is any regental university authorized to offer a similar program at the new site(s)? Is any non-system institution offering a similar program at the new site(s)? If either answer is yes, identify the institution(s) and program(s) and explain why authorization is requested. DSU is one of four regental institutions that offer special education in a face-to-face format on their campuses (DSU, BHSU, USD, and NSU). 3 institutions are currently approved to offer their special education degree program via distance. 3. Are students expected to be new to the university or redirected from other programs or both? Complete the table and explain how the estimates were developed. How will the new site(s) affect enrollments in other campus and off-campus programs in the regental system? Students will be both new to the university and may be redirected from DSU s face-to-face, on-campus program. As indicated above, non-traditional students particularly like the flexibility of online programs, which allow them to continue to live and work anywhere in the state while they re completing their degree. The on-campus program at DSU has very strong enrollments currently about 70 students. It is not expected that the distance-delivered program will have much impact on the enrollments in the face-to-face, on-campus program. The same numbers are used in Appendix B Budget. 4. Complete the table and explain any special circumstances. Attach a copy of the program as it appears in the current catalog. If any program modifications are requested, attach that form. Explain how the new courses will be delivered. Attach the new course request forms. The curriculum for the existing program is included in Appendix A. No program modifications or new courses are being requested. As indicated in Appendix A, about twothirds of the courses and credit hours needed for this program (68 credits of the required 107 credits in the major) are already available as distance-delivered courses some from DSU and some from other regental institutions. DSU will work collaboratively with the other regental institutions as the distance program is developed, will examine the distancedelivered offerings from the other regental institutions, and will incorporate them into the delivery plan, as appropriate and as allowed by NCATE accreditation. An additional 17 courses (39 credits) will need to be developed for distance delivery. As shown in Appendix A, the courses that still need to be developed for distance delivery are 300- and 400- level courses. These courses will be developed in the first one-two years that the program is offered, so that the courses are ready for delivery as the first students admitted to the program reach their junior year AAC_4.C.1_new_site_DSU-elemEd-specEd-internet Page 3 of 8

Note that this is a composite degree: students earn both a baccalaureate degree in elementary education and a baccalaureate degree in special education (K-12). No program modifications or new courses are requested. 5. How will you provide student services comparable to those available for students on the main campus? DSU has an existing infrastructure for students who take courses and programs via distance. This infrastructure includes student services. Library and other support services are available via the university s web site to students, regardless of location. Some student services are also available via EUC. Since DSU already offers a variety of degree programs via distance / Internet (both undergraduate and graduate), we do not anticipate any difficulties provide appropriate student services for this degree program. 6. Is this program accredited by a specialized accrediting body? If so, address any program accreditation issues and costs related to offering the program at the new site(s). DSU s elementary education / special education degree program is accredited by the National Council for Accreditation of Teacher Education (NCATE). DSU s education programs were reviewed during an NCATE accreditation visit in spring 2009 and the University recently received notification of reaccreditation from NCATE s Board of Examiners. Once the distance delivery request is approved by the Board of Regents, the University will notify NCATE of this new program delivery mode. 7. Does the University request any exceptions to Board policy for delivery at the new site(s)? Explain requests for exceptions to Board policy. Costs, Budget & Resources: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, etc needed to implement the program at the new site(s). Complete Appendix B Budget using the system form. The new site budget is provided as Appendix B. The University has applied for EUC funds to cover program redesign and course development. If those funds are not available, DSU will cover the cost of program development through reallocation of institutional dollars and through the self-support tuition dollars that are generated. Course development costs (development of an existing course for distance delivery) are approximately $1,000 / per credit. Since 17 courses (39 credit hours) in the major need to be developed for distance delivery, course development costs are estimated at $39,000. Some of the major-specific courses are already being offered via distance by other SDBOR institutions.
