Not weather dependent (not masked by clouds) Day & night observation capacity Large coverage and high resolution capacity Using satellite high resolution radar imagery, it is possible to: Detect ships, platforms, icebergs, etc Detect et characterize oil pollutions Measure sea state conditions (wind, waves) and characterize meteorological and oceanographic phenomena Near-real time surveillance services with very strong timeliness requirements Satellites can be tasked up to 12 hours before image acquisitions Information retrieved from satellite radar images must be delivered in less than 30 minutes after image reception CLS April 2011

21 What is illegal logging? Illegal logging is the harvesting, transporting, processing, buying or selling of timber in violation of national laws. PAGE 21 Illegal logging exists because of increasing demand for timber, paper and derivative products (including packaging). Removed wood is also woodfuel used for basic energy needs. Illegal logging causes a significant economic impact as well as a social impact
22 Identification of the area of interest Pag e 22 PAGE 22 Areas of interest The illegal transhipment of rosewood on vessels requires mooring areas. Using Satellite AIS data and satellite Radar imagery, three potential areas for transhipment have been identified Area potentially favourable for transhipment due to the presence of a well protected bay and the mouth of a river Mooring area of the vessels detected on SAR image (RO-RO ANDREA) These areas are characterised by a facilitated access to the coast (presence of a beach) and are often close to the mouth of a river that flows through the national park of Masola Mooring areas of the vessels SOLAND et SEABIRD

28 Summary Satellite radar imagery is well adapted to the surveillance of the maritime domain and the non-cooperative detection of illegal activities Satellite tracking systems (Satellite AIS or VMS) are the good complementing technologies to go one step further towards the identification of suspect vessels Satellite radar imagery also offers the unique opportunity to measure sea states at high spatial resolution paving the way to the development of new coastal metocean applications The emergence of more and more EO radar mission players is also a good sign for users: more satellites and imaging capacities to meet users needs, more competition to the benefit of the market development
