3 EXECUTIVE SUMMARY RYAN PARK WATER SUPPLY PROJECT INTRODUCTION The 1991 Wyoming Legislature authorized the Wyoming Water Development Commission (WWDC) to prepare a Level I feasibility study and conceptual design for a water system for the unincorporated community of Ryan Park, Wyoming. Ryan Park, as shown in Figure 1, is located along Highway 130 on the West slope of the Medicine Bow Mountains in Carbon County at an elevation of approximately 8300 feet and does not have a community water system. Water is supplied by individual wells and low yielding springs. Two small local water companies use springs to supply their members. The sponsor for the Ryan Park Water Supply Project is the Ryan Park Tract "B" Water Company. Coffey Engineering & Surveying, Inc. (CESI) in concert with James M. Montgomery Consulting Engineers, Inc. (JMM) of Laramie were selected to perform the WWDC Level I Study. PRESENT AND FUTURE WATER NEEDS Historically, the Ryan Park area served as a timber community; recent years use has been limited to seasonal recreation. Eightythree existing homes and cabins having an estimated population of 216 people during the summer months. Although the 320 acres within the Ryan Park area are surrounded by the Medicine Bow National Forest, the population has continued to increase in this area during the past 20 years while the balance of Carbon County has experienced a decrease in population. Since the Ryan Park area serves as a year-round residence for approximately 10 per cent of the owners of homes and cabins, a near term peak-day water demand of 51 gpm is recommended. This rate of supply should continue to serve the needs of Ryan Park for an extended period of time if appropriate conservation measures are adopted by the water users. EXISTING SYSTEMS INVENTORY AND EVALUATION OF WATER SUPLY ALTERNATIVES The State Engineer's office records and questionnaires mailed to all individual landowners, identified within the Ryan Park area were used to inventory the existing water systems at Ryan Park. Over 17 residences are known to depend upon unprotected springs as their primary water source. Water quality is reported to be good with regard to dissolved solids; however, many residents connected to the springs are aware of the seasonal problems with microbial content. CESI, in concurrence with JMM, evaluated existing springs as potential water supply sources. Springs were ruled out as sources to supply the Ryan Park area for a variety of reasons 1

5 including (1) secure development of the springs from intrusion by surface waters and debris would be difficult, (2) irregular flow patterns, (3) insufficient flow even during summer months, (4) large transmission line distance, and (5) extensive treatment would be required prior to distribution. Investigation of the possibility of the use of surface water from Barrett Creek revealed that the source is large in quantity; however, existing appropriations from Barrett Creek suggest that new current-day rights would be futile if existing rights were fully exercised. The majority of residents using wells report that their existing wells produce good quality water from a potability standpoint, but also report pumpage of fine sand or short term elevated concentrations of iron when the well casing is composed of steel. Approximately 30 permitted wells have been identified in the Ryan Park area. Approximately seventy-five percent of the wells are less than 100 feet in depth; typical yields are less than 10 gpm. There is no apparent correlation between greater yields with increased depths. However, there is an apparent correlation between well location and yield. The formations capable of yielding groundwater to wells and springs in the Ryan Park area are limited to the Precambrian-age rocks of Barrett Ridge or overlying of Quaternary and Tertiary-age valley fill. The alluvial "groundwater" resource is basically an alternate intake method for developing surface water and is thus subsidiary to the previous discussion of surface water. Four sites were identified for further studies of groundwater exploration or development. The Barrett Creek Site was identified after consultation with WWDC and the sponsor as the preferred site with the Ryan Park Deep Well Site as an additional possibility (see Figure 2). CONCEPTUAL DESIGN OF WATER SYSTEM AND PROPOSED OPERATING PLAN CESI has developed a conceptual design for a proposed water system for the Ryan Park area consisting of two wells; a 44,000 gallon concrete reinforced reservoir; a control building with chlorination equipment; and a six-inch diameter transmission line. Two water system alternatives are presented in Figures 2 and 3. A distribution system has also been preliminarily designed for each alternative to allow for estimation of cost to the users of the system. PROJECTED COSTS AND ECONOMIC ANALYSIS CESI has developed estimated project costs including operations and maintenance expenses for two alternative water systems. Both alternatives are of the same general configuration, including two 2

8 wells, storage, transmission line and distribution system. Alternative No. 1 includes the private lands within the Ryan Park area, together with some cabins on Medicine Bow National Forest leased lands. The service area for Alternative No.2 includes only that portion of the Ryan Park area which is platted and in which population density is the highest. Tables 1 and 2 provide cost estimates for the wells, transmission line and storage for Alternative Nos. 1 and 2. Tables 3 and 4 provide cost estimates for the distribution system for each alternative. Table 5 outlines projected operation and maintenance costs for both alternatives. For the purpose of this study, a WWDC grant/loan funding package with a 67 per cent grant and a 33 per cent loan with an interest rate of 4 per cent for a 30 year period was assumed for the well, storage, and transmission line. A Wyoming Farm Loan Board grant/loan funding package with a 50 per cent grant and a 50 per cent loan at an interest rate of 8.5 per cent for a 30-year period was assumed for the water distribution system. Tables 7 and 8 present financial summaries for each alternative. A total number of 83 water users was assumed for Alternative No. 1 and 57 users was assumed for Alternative No.2. In comparison to other small Wyoming water systems, these monthly fees will be slightly higher than the rate of $30.00 per month which will be charged by the Centennial Water and Sewer District anticipates charging, but are lower than the $65.00 per month charge for water in the South Riverside Acres Water, Improvement and Sewer District located near Casper. The formation of an official "District" should be actively pursued and the WWDC should be encouraged to proceed with a Level II Project to develop the water sources so that a more specific prelimanary design and cost estimate can be completed. 7
