1 South Tahoe Public Utility District Job Description JOB TITLE: Information Technology Systems Specialist I/II UPDATED: 1/25/12 REVIEWED: 1/1/12 DEPT: Information Systems APPROVED STPUD: NH APPROVED LOCAL 39: CS JOB SUMMARY: Under the direction of the Network Telecom Systems Administrator I/II and/or Information Systems Manager, performs a variety of specialized duties in the training and support of users of all District computer systems, including personal computer systems, Finance, Payroll, Utility Billing, Imaging systems, Security systems, telephone and Internet systems and local area networks. Some support is also provided for the Preventive Maintenance, SCADA and GIS systems. The IT systems Specialist II is distinguished from the IT Systems Specialist I by the types of projects assigned and the independence with which work is performed, and by the higher proficiency requirements. ESSENTIAL FUNCTIONS: 1. Supports the Network Telecom Systems Administrator and the Information Systems Manager in providing customer service and in achieving the departmental and District mission, plans, objectives and values. 2. Provides excellent service to internal customers. 3. Installs, configures and upgrades personal computer hardware and system software and District standard software. ITSS II will assist with installation and configuration of network equipment. 4. Provides information to users of personal computer systems regarding software availability; assists in systems analysis and/or evaluation of software programs to meet user needs. 5. Identifies and solves operating problems with personal computers, software, printers, and other peripheral equipment. 6. Assists in configuration, operation, administration, documentation, user instruction, and trouble-shooting of local area network. ITSS II will assist with network maintenance and enhancements. 7. Develops training materials to assist employees in personal computer use, including operating system and standard office application programs. 8. Prepares and presents formal and information instruction for all applicable hardware and software systems to District employees. Page 1 of 7

Works with District staff regarding new hardware and software products being installed identifies strengths, weaknesses and future benefits; and assists with evaluation of future needs (ITSS II). 10. Provides technical assistance to personnel in the operation, configuration, and diagnostics of virtual desktops, personal computers, printers, and other peripheral equipment. 11. Maintains current District wide hardware and software inventory documentation. 12. Develops and maintains documentation and user procedures. ITSS II assists with procedures and documentation of network and databases. 13. Prepares and submits regular status reports of all projects and service requests. 14. Performs periodic preventive maintenance procedures for District P.C.s and printers. 15. Creates and maintains District intranet. (ITSS II) 16. Assures timely updates of District Web Page. (ITSS II) 17. Assists with support of Financial, Payroll, and Utility Billing software applications. (ITSS II) 18. Administers, configures, and provides timely employee response for Laserfiche (imaging software) and Track-it (help desk/inventory software). (ITSS II). ITSS I tracks all calls and s to Track-It (help desk software) to provide timely, professional and courteous support on District hardware and software. Logs all calls and s into Track-It database and uses Track-It software proficiently as designated. 19. Assists in programming and maintenance of CyberAudit security and gate access systems. 20. Assists in providing proactive support for infrastructure servers and shared support for desktop systems. (ITSS II) 21. Assists with all server systems backup and recovery of District data. 22. Assists with support, training, programming and troubleshooting District telephone system. 23. Assists users with operation of and scheduling program. 24. Works with support vendors to resolve complex issues and facilitate repairs. Page 2 of 7

3 25. Provides technical and functional coordination to contract consultants as appropriate (ITSS II). 26. Participates in process to keep the I.T. Strategic plan and I.T. policies current. 27. ITSS II assists Network/Telecom Systems Administrator I/II with evaluating, troubleshooting, and diagnosing computer hardware, software, and network connectivity problems; resolves complex problems related to local, virtual, and wide area network switches, computers, printers, servers, software, peripherals, and other related equipment. 28. ITSS II assists with monitoring network traffic, analyzing server and network activity; maintains performance monitoring systems as well as other software programs including intrusion detection and virus scanning applications. 29. Assists in proving support for specialized systems, including but not limited to, SCADA, Geographic Information Sytems, and Global Positioning Systems. 30. ITSS II assists the I.S. Manager in supporting existing Crystal Reports and developing new Crystal Reports as needed. 31. ITSS II provides technical guidance for planning, directing, monitoring, and implementing information systems. 32. ITSS II provides training and backup to entry level I.T. staff. 33. Adheres to and enforces all stated District safety policies and procedures. OTHER FUNCTIONS: 1. Assists in installation of wiring for hardware. 2. Maintains accurate record of work performed. 3. Performs the duties of the Network Telecom Systems Administrator I/II in his/her absence. 4. Performs various other related duties as assigned by supervisor. JOB SPECIFICATIONS: EDUCATION 1. High school graduate or equivalent. Page 3 of 7

4 2. College education and/or degree in related field, is desired. EPERIENCE 1. Information Technology Systems Specialist I requires two (2) years experience operating and installing personal computers and/or providing training on personal computer software. 2. Information Technology Systems Specialist II requires three (3) years experience operating and installing personal computers and/or providing training on personal computer software. 3. A combination of education and experience in a related field, equivalent to the above experience/education requirements may be acceptable. RESPONSIBILITY 1. Responsible for maintaining and documenting a technology systems support help desk. 2. Responsible for installing, configuring, and trouble-shooting personal computer systems. 3. Responsible for maintaining inventory of District hardware and PC software. 4. Responsible for maintaining District intranet (ITSS II). 5. Responsible for maintaining timely updates to District Internet site (ITSS II). 6. Responsible for training personnel in personal computer operation. 7. Responsible for performing periodic preventive maintenance procedures for District P.C. s and printers. 8. Responsible for maintaining discretion when working with confidential information. PHYSICAL REQUIREMENTS 1. Requires sufficient strength to move a box of computer paper weighing approximately 40 pounds. 2. Requires strength to move and set up personal computers, printers, and presentation equipment. 3. Requires the ability to operate a keyboard, calculator, and various types of computer hardware. 5 4. Requires the ability to respond to employee questions via the telephone. 5. See attached Job Analysis for complete physical requirements. PROFICIENCY REQUIREMENTS: 1. Information Technology Systems Specialist II requires Computing Technology Industry Association A+ Certification or equivalent. 2. Information Technology Systems Specialist II requires Microsoft Office User Specialist Core Certificate. 3. As required by job duties, maintains knowledge of current and upcoming desktop technology and applications and implements as appropriate. 4. Requires ability to work independently, taking initiative in line with departmental/district priorities. 5. Requires ability to read, understand, and follow written or verbal instructions. 6. Requires the ability to utilize logical problem-solving skills for analyzing complex user problems. 7. Requires the ability to operate a computer with word processing, spreadsheet, database, and desktop publishing capabilities. 8. Requires the ability to convey complex technical concepts in a simplified manner. 9. Requires the ability to foster and maintain cooperative relationships with co-workers and supervisors. 10. An aptitude for effective use of programming logic concepts is desired. 11. Requires the ability to maintain self-discipline in relation to personal phone conversations and use of District time. 12. Requires a valid, current drivers license, acceptable by the State of California, with a driving record which enables insurability. 13. Must have current, valid CPR and First Aid certificates.
