Objectives At the end of this conference, attendees will be able to: 1. Participants will learn about the roles and responsibilities of the District Attorney, Department of Social Services and law enforcement in elder abuse prevention, intervention and prosecution. 2. Participants will learn about the elder population, population growth, the risk of elder abuse, types of elder abuse, Penal Code 368, indicators of abuse, profile of abuse, the Court System and crossover with civil system and local cases. 3. Participants will learn about the prevention of financial elder abuse: embezzlement/forgery, taking money under false pretenses, investment scams, phone/ internet scams. 4. Participants will learn how the Sheriff Office and Santa Maria Police Department will respond to a call of elder abuse, including investigation procedures. 5. Participants will learn how the Department of Social Services, Adult Protective Services conduct their case management process when a report of suspected abuse or neglect of an elder or dependent adult is received; learn about community resources and collaborating agencies to coordinate services for vulnerable elders; and learn how APS social workers work with law enforcement, if appropriate. Abuse Prevention Council Mission Statement The Mission is to prevent elder and dependent adult abuse and to develop comprehensive and collaborative community response to abuse in Santa Barbara County. West, FAST Coordinator, Area Agency on Aging Sponsors Special Conference Sponsor Woods Family Foundation Alzheimer s Association Area Agency on Aging Santa Barbara County District Attorney s Office Santa Barbara County Sheriff s Office City of Santa Maria Police Department City of Santa Maria Recreation & Parks Department County Department of Social Services Speakers Mary Barron Mary Barron is a Senior Deputy District Attorney with the Santa Barbara County District Attorney s Office, where she has been employed since Currently, she serves as the lead prosecutor assigned to the Vulnerable Victims Unit in the south county office. This unit is responsible for prosecuting felony crimes involving adult sexual assault, child sexual abuse, elder and dependent adult abuse, and domestic violence. In addition, she has prosecuted major felonies including assault, murder and attempted murder, and gang related crimes. She was recently appointed to head the Arson Task Force, with a focus on the prosecution of arson crimes involving both structures and wildfires. From , Mary headed the elder and dependent adult abuse prosecution unit in the Santa Barbara office. In 1998 she graduated from Santa Barbara College of Law while she was working as the Director of the Office of Emergency Services for Santa Barbara County. While attending law school she served as a law clerk with the District Attorney s office which inspired her to pursue a career change to become a prosecutor. Prior to that she earned a Master s Degree in Public Health (MPH) from UCLA with an emphasis in epidemiology. She worked as an epidemiologist in Los Angeles County prior to moving to Santa Barbara, where she had always hoped to return after attending UCSB, from which she received her BA in Biological Sciences. Kathy Gallagher A native Californian, Ms. Gallagher s dedication to the field of human services began as a Peace Corps volunteer in Colombia, South America, returning to complete her Bachelors degree in Behavioral Science and Political Science at San Jose State University. Ms. Gallagher also completed graduate studies for the Masters Degree in Public Administration from the University of San Francisco. Ms. Gallagher is a lifelong advocate for people in poverty and the disadvantaged among us, including abused and neglected children and the elderly, and is actively engaged in legislative advocacy efforts at the State and Federal level on behalf of social services programs. Her career in the social services field began in Santa Clara County where she rose to an Assistant Director position before moving to Santa Barbara County in Ms. Gallagher was appointed the Director of the Social Services Department in Her priorities
4 for the department are promoting full self-sufficiency for families, maintaining family unity for families and children in the system, and supporting our elderly to maintain their independence. Lt. Jerel Haley Jerel Haley has served as a sworn police officer for the past 19 years. He began his career in law enforcement in the Santa Cruz Police Department and now at the Santa Maria Police Department. Has a Bachelor s Degree in Criminal Justice and a Master s Degree in Organizational Leadership from Mountain State University. Has attended numerous job related training courses certified by the California Commission on Peace Officer Standards and Training (POST). This includes specialized training related to narcotics enforcement, gang enforcement, sexual assault investigations, and problem oriented policing. Holds a POST Managers Certificate and is a POST certified instructor for SIMS/ NEMS, Graffiti Investigations and work as a facilitator for the Sherman Block Supervisory Leadership Institute. Steve Johnson Steven Johnson serves as a Lieutenant in Criminal Investigations in the Santa Barbara County Sheriff s Office. In this capacity he supervises all Detectives in all offices Carpinteria, Goleta, Santa Maria, Buellton, Solvang and Lompoc. He began his career in 1983 at the Santa Barbara Police Department as a Patrol Officer and also completed crime scene investigations, Motor Cycle Patrol and Accident Investigations. After five years in private industry investigations, he began his career at the Sheriff s Department in He has steadily rose through the ranks and completed duties such as Bomb Technician, Bomb Squad Commander, Special Investigations Sergeant and Human Resources. Jerry Lulejian Mr. Lulejian has the full responsibility for North County Consumer/Environmental civil and criminal prosecutions; including complex white collar crimes prosecutions, criminal insurance fraud prosecutions, environmental law prosecutions, asset forfeiture and extraditions. Previously served five years as North County major narcotics prosecutor, including two wiretap and electronic surveillance related cases netting 18 and 32 defendants, respectively, and one year with full responsibility for all North County juvenile delinquency proceedings and representation of minors in dependency matters. He has worked in the County District Attorney Office since Prior to that he served in the Tulare County District Attorney s Office and in private practice in San Luis Obispo and Glendale. He earned his J.D. Degree in Law in 1982 from Southwestern University School of Law. He earned a BA (Economics) in 1978 from CSU Long Beach. He was admitted to the Bar in California in December Pamela Relyea Pamela Relyea has most recently been employed as Crime Prevention Specialist for Santa Barbara County Sheriff s Office. Ms. Relyea joined the Sheriff s Office in 2007 after working in criminal process for several years in the District Attorney s Office. Over the course of her crime prevention duties she was involved in Project Lifesaver, senior elder abuse prevention and developed Operation Medicine Cabinet. Operation Medicine Cabinet, a safe and green medications disposal program, was awarded the 2010 California State Counties Award for innovation. Along with citations by the Sheriff and Board of Supervisors, in 2009 she was honored by the California Crime Prevention Officer s Association as Crime Prevention Officer of the Year for the State of California. She has a Bachelor s Degree in Organizational Leadership at Azusa Pacific University, an Associate s Degree in Liberal Arts, and is a Microsoft certified expert in networking, computer programming and database operations.
