According to the Procurement Implementation Manual of HEST, the National Competitive Bidding tenders will be addressed in Portuguese language in accordance with the Mozambican Procurement Regulations as per Decree Number 54/2005 of December 13 rd, 2005, overruled by the Decree 15/2010 of May 24 th. 5.
