1 Salem Community College Course Title: Principles of Emergency Management Course Code: EM 100 Lecture Hours: 3 Lab Hours: 0 Credits: 3 Prerequisite: None Course Description:This is a three credit course introducing the student with an overview of the skills needed at the local, state, and national level for emergency management operations involving all hazards. This class is appropriate for business, industry, firefighters, emergency managers, emergency medical services, police and other interested parties. Place in College Curriculum: EM100 is a required program course for students pursuing the A.A. degree in Emergency Services. In addition EM100 can be utilized as an open elective by students matriculated in other programs of study at SCC.

3 Course Performance Objective #1: Explain the importance of studying the emergency services. Students should identify and explain: the variety of career opportunities. the components of the history and roots of emergency management. the modern history of emergency management and FEMA. the changes made in emergency management as a result of terrorist attacks and Hurricane Katrina. Course Performance Objective #2: Explain the natural and technological hazards of emergency management the range of natural hazards and systems to measure their magnitude. the causes and effects of technological hazards. the terrorist threats and weapons of mass destruction. Course Performance Objective #3: Explain the disciplines of emergency management mitigation. the variety of mitigation tools available to planners. impediments to mitigation. mitigation programs and methods. Course Performance Objective #4: Explain the disciplines of emergency management response. the roles of first responders and emergency managers. how states are involved. the role of volunteers. the incident command system and communications. the presidential disaster declaration process. the national response plan Course Performance Objective # 5: Explain the disciplines of emergency management recovery how the national response plan guides disaster recovery operations. the recovery programs of FEMA, and other federal agencies. tools that are available for community recovery

4 Course Performance Objective # 6: Explain the disciplines of emergency management preparedness why preparedness is the building block of emergency management. the difference between mitigation and preparedness. why evacuation planning is important. the types of exercises. Course Performance Objective #7. Explain the disciplines of emergency management communications Students should identify and explain: the mission of effective communications as it relates to response, recovery, preparedness, and mitigation. how to work with the media. Course Performance Objective # 8. Explain the international disaster management important issues that influence the management of international disasters. the components of United Nations disaster response. Course Performance Objective # 9. Explain the terrorist threat the government response to 9/11. how the department of homeland security was formed how hurricane Katrina affected terrorism and response. the past and future of emergency management. the new FEMA. Course Requirements: See instructor s syllabus addendum for specific course requirements. Assignments: Assignments must be turned in on day due by the end of the class period. No late work accepted. Quizzes: There will be one lecture quiz at the start of each class. If you are not present for the quiz a zero grade will be assigned. Lecture Exams: There will be five unit exams. One unit exam may be made up within a week of the original test date. It is the responsibility of the student to contact the instructor and make arrangements for the makeup exam. Missed unit exams beyond the one allowed will result in a zero and be averaged into the unit exam grade average.

5 Course Activities: Lecture and class participation as well as in class assignments stressing cooperative learning, are major means of instruction. Academic Honesty: Cheating in any form will result in an F in the course. Any person whose work is not their own in quizzes, tests, or other assignments will receive an F. Any person allowing someone to use their work or verbally gives answers is also considered to be cheating and will receive an F. In turn, it is also the philosophy of the college and its expectations that faculty and staff will assist the student in every way possible to sustain this commitment. This commitment by the students of Salem Community College entails sustaining, as a minimum standard, 2 hours of outside preparation for every hour in class, active consistent participation in all scheduled classes, and meeting the institutional classroom preparation/study guidelines stated below: 1. Students are expected to be present in every scheduled class or laboratory session. 2. Students are expected to make up activities and assignments missed because of unavoidable absences. 3. Students are expected to read thoroughly and keep current with each course syllabus. It is the student s responsibility to understand and meet all the expectations and requirements of the syllabus.

6 4. Students are expected to be prepared for class, including active class participation. 5. Students are expected to be present for all examinations and other activities when scheduled. 6. Students are expected to turn in all required work on time in the format specified by the instructor. (Formal submission will normally have to be typed.) 7. Students should expect to do a minimum of 2 hours of outside preparation/study for every hour in class. 8. Class preparation/study time should include such activities as reading, doing research, solving problems, writing papers, editing and revising work for submission, as well as reflection about what has been read or presented in class. 9. The formal class preparation/study can and should be supplemented by such activities as conferences with instructors, meeting with tutors, group study, informal discussions, and formal review.
