1 Homeland Security Issues and Administration CJS 1155 Spring Semester 2014 Room Tuesday-Thursday 5:30-6:45 pm Overview of Homeland Security threats, statutes and resources. The role of law enforcement officers as first responders, with emphasis on interagency cooperation. Examination of contemporary security issues in public and private spaces including risk analysis, critical incident management, inter-agency collaboration, specialized security fields, intelligence gathering and litigation. Use information legally Important Dates: January 7 First day of class February 25 Mid-Term April 117 Term Paper Due April Group Projects and Presentation Course Requirements: Reading Assignments: Chapters 1-9 must be read by February 24rd Chapters must be read by April 27th Aside from our text book I will have presentations discussing the KKK, the 1972 Munich Olympic terrorist incident and the Kenya and Tanzania twin embassy bombing attacks and more. The final exam will cover these incidents. Each week the class will start with a current issue. Each student will search credible resources for a current issue related to homeland security. You will not need to write anything about it but be prepared to explain it (so be sure to read it and review it don t read it to us in the class). Then you will need to explain why it is a homeland security issue and who it is relevant to. Each member of the class will research a manmade or natural disaster. This will be both a 5-10 page paper and a class presentation of 10 minutes. It will cover the pre-incident and pre incident indicators of the terrorist incident. Explain the incident in some detail and then discuss the response from the authorities with special attention being given to the police or military response to the incident. You will also be expected to include the phases of emergency management employed in the incident (mitigation-preparednessresponse and recovery). You will need at least 3 credible sources. The paper is to be double spaced with 1 inch margins. Since we are doing presentations your topic must be cleared with the instructor so there are no duplicate incidents. The last part of the grade will come from classroom participation. Hint* - don t miss too many classes or at least get very good notes from someone who did go to class. Grading: Mid Term 20%
3 Paper 15% Presentation 15% Final 30% Participation 20% What I Expect From You: Academic honesty I expect your work to be your work and not someone else s work. Your answers to be your answers. If you use someone else s work (this is especially true when using the internet where it is too easy to cut and paste and claim the work to be your own), give that person or entity the credit for that work. If caught cheating or plagiarizing, you will receive a failing grade for that assignment or test. Participate in class much of learning occurs when we interact with each other and discuss our thoughts and perceptions on a topic. Do not sit and keep those thoughts to yourself. Offer insights and opinions so we can all gain something from each other. Be respectful of others this is a MUST. We can disagree with an idea or comment but we will not be disagreeable with each other or disrespectful! Read coursework and read the daily paper homeland security is a topic that is constantly changing. You need to start paying attention to the world around you to keep current with events. Think on this our enemies watch our every move and learn from history to protect ourselves shouldn t we do likewise?
