9 FCC History? Initially International Trade Shows only Supervise multi-national participants. Protect UK public demos approved prior to displays. Accidents with large loss of spectators lives (e.g. Ramstein) prompted broader supervision Some UK shows started to introduce FCCs in late 1980 s. CAP Very strongly recommends FCC for 7 items.

10 CAP 403 (Feb 15) FCC Roles: assist the FDD in monitoring display standards provide specialist knowledge for specific display items offer in-depth opinion in the case of infringement of the rules

11 CAP 403 (Feb 15) FCC Should: comprise pilots experienced on the types being displayed who hold, or have held, a civilian DA, or have extensive military flying display experience. be available throughout the period of the flying display. have clear authority of the Event Organiser to curtail or stop any display item the whole flying display on the grounds of safety.

12 As well as CAP 403 requirements - FCC should: Assist the FCC in all respects: Be ready to answer questions from display items Airspace & other rules, transport, timings Assist, mentor & debrief display items as requested Re-brief, Monitor safety of all items Intruders, crowd incursion, etc.. You are the surrogate FDD

13 As well as CAP 403 requirements - FCC should: Monitor the FDD Fatigue during a long show Assist with the basics Domestics, transport, paperwork, comms FDD + FCC should be a single team

14 FCC members should be ready to: Cover/give the Display Brief Especially at large events of if important when multiple Agencies involved Watch: The acts (including arrivals & departures at the airport and display) The crews, the crowd, (the shipping), the whole area for intruders Worry about: The clock Next act ready/positioned? - This act finishing time? Display Pilots - Will they have trouble with: Timing, Fuel Remaining, Other Participants, the Weather? Airspace & aircraft co-ordination Stop the Display if necessary

15 RULES: It is always better to transgress safely than to achieve a limit and crash BUT: Repeat transgressions = incompetence
