2 Progress Report The idea of AP conference was Initiated by President Vladimir Lumelsky, and then the tentative timeline for organizing the first conference was presented by Paul Chao in the last year AdCom. Initial effort thereafter was devoted to cooperate with some existing conferences, however, it later turns to establish an independent conference due to great difficulty in co ops. Have contacted Asian Pacific Conference on Transducers (APCOT) Asian Conference on Chemical Sensors (ACCS) Attached is the proposal for the First Asian Pacific Sensors Conference (APSC) in Kenting, Taiwan and Mar, 2015.

3 About the Proposed 1 st AP Conference It is planned in Mar, to be held annually half way between the previous and following IEEE SENSORS conferences. Competition with flagship IEEE SENSORS is expected to be minimized 200 participants projected to balance budget. It will be in Kenting, Taiwan. A National Park of Taiwan, known in AP by its its beach (surfing), sunshine and scenic mountain, not to mention an international Rock Festival in Mar. Organized by Prof. Masayoshi Esashi (Advisor); Prof. Yung C. Liang (Technical ops, Local SC Chapter Chair in Singapore); Prof. Paul Chao (Conference site). Possibility to be combined with ISSNIP, which is partially sponsored by SC and has in this year evolved successfully from an Australia based conference to an Asian Pacific Conference in Singapore.

6 THE PROPOSAL for The First IEEE Asia Pacific Sensors Conference (APSC) Conference Theme: As a regional conference of the IEEE SENSORS conference, APSC covers the same topics of interests as IEEE SENSORS Conference. APSC is intended to provide a forum for research scientists, engineers, and practitioners in Asia Pacific region and the world to present their latest research findings, ideas, and applications in the area of sensors and sensing technology. Projected Time for the Inaugural Conference: The inaugural conference is planned to be in Mar, APSC is to be held annually in Mar of each year, half way between the previous and following IEEE SENSORS conferences. Venue for the inaugural conference: The venue will be at the Howard Hotel in Kenting, Taiwan. The hotel is at the heart of the Kenting National Park of Taiwan, which is well known in Asia Pacific region for its beach, sunshine and scenic mountain. Projected Attendance: APSC would provide a great opportunity for a large Asia Pacific community of sensors, who may not be able to afford to travel to America or Europe for participating in the IEEE SENSORS conferences. Since APSC would be held six months between the previous and following IEEE SENSORS conference, the competition with the flagship conference can be minimized. On the contrary, it could broaden the basses of IEEE SENSORS participants in the Asia Pacific region. APSC would face the competition from other sensors related conferences currently existing in Asia Pacific region, like the Asia Pacific Conference on Transducers (ACOT), the International Conference on Intelligent Sensors, Sensor Networks and Information Processing (ISSNIP), and the International conference on BioSensors, BioElectronics, BioMedical Devices, BioMEM/NEMS and Applicatins (Bio4Apps). Despite these competitions, recent effort and experience by the organizers to initiate new regional 1

7 sensors conferences in the region indicate that an IEEE sponsored APSC conference stands a fair chance to attract more than 200 attendees. Strong supports are confirmed from the sensors leaders in Japan, Korea, Taiwan, China, Hong Kong and Singapore, etc. They are listed at the end of this proposal. These leaders are either the heads of local sensors societies, experienced organizers for well established international sensors conferences, or internationally known sensors scholars. They are very much willing to contribute to the creation of this regional conference in the initial stage. Operations: The organizing team would like to seek full financial sponsorship from the IEEE Sensors Council. The projected number of attendees is 200. The registration fee is set as $500 per attendee. With additional subsidies possibly from governments of Singapore and/or Taiwan, the total income may amount to $104,000. The initial support of about $60 might be needed from IEEE Sensors Council to guarantee the space and promotional material. A detailed budget plan is listed below. The surplus is projected at 29%, i.e., $30,500. Conclusive Remarks: It is known that large IEEE Societies like CAS, ComSoc. Magnetics and Solid State, have presented their great successes in regional conferences in recent years. Considering the existing large sized sensors community in the Asia Pacific region, APSC stands a fair chance to be a successful conference of attendance up to 200. Assuming the AdCom supports this proposal and then going through the mandatory IEEE HQ approval for three four months, the first APSC is expected to be realized in Mar Conference Organizers: There are three original conference organizers as given below, and it is suggested that one additional organizer would be appointed from IEEE Sensors Council in the future to oversee the conference. Advisor: Professor Masayoshi Esashi received the B.E. degree in electronic engineering in 1971 and the Doctor of Engineering degree in 1976 at Tohoku University. He served as a research associate from 1976 and an associate professor from 1981 at the Department of Electronic Engineering, Tohoku University. Since 1990 he has been a professor and he is now in The World Premier International Research Center Advanced Institute for Materials 2

8 Research (WPI AIMR) and concurrently in Micro System Integration Center (μsic) (director) in Tohoku University. He was a President of Sensor Micromachine Society in Institute of Electrical Engineers in Japan ( ), a President of Japan Society of Next Generation Sensor Technology (2010~), and a Chairman of MEMS Park Consortium in Sendai (2004). He served as a general co chairman of the 4th IEEE Micro Electro Mechanical Workshop in 1991 held in Nara, Japan, a general chairman of the 10th International Conference on Solid State Sensors and Actuators (Transducers 99) in 1999 held in Sendai, Japan and also as the Technical Program Chairman of IEEE Sensors 2006 held in Daegu, Korea. He has been studying microsensors and integrated microsystems. Prof. Esashi has been an active member in the international Sensors society. For example, he is one of keynote speakers for IEEE Sensors Conference 2013 in Baltimore. Organizer for technical program: Prof. Yung C. Liang received the Ph.D. degree in electrical engineering from the University of Sydney, Sydney, Australia in He is currently an Associate Professor with the Department of Electrical and Computer Engineering, National University of Singapore, Singapore. He was a Visiting Academic at the Japan Advanced Institute of Science and Technology, Japan, in 1997 and at the University of California, Berkeley in His research interests include power microelectronics, silicon microsystems, micro fuel cells and ferroelectric devices. He has more than 140 journal and conference publications in these areas. Dr. Liang is a member of the Phi Tau Phi Honorary Society and the Society of Industry Technology (Singapore). He served as the Chairman of the IEEE Singapore Section during He was the founding member for the IEEE International Conference on Power Electronics and Drive Systems (IEEE PEDS) in 1995 and the IEEE International Conference on Sustainable Energy Technologies (IEEE ICSET) in He was the recipient of the IEEE Third Millennium Medal in 2000 and the IEEE Singapore Section Distinguished Volunteer Award in He also received the Transactions Paper Prize from the IEEE Power Electronics Society for his work on high frequency smart power synchronous rectifiers in He currently serves as an Associate Editor for the IEEE Transactions on Power Electronics and the International Journal of Power Electronics. Prof. Liang is currently the chair of the local Singapore chapter for IEEE Sensors Council. Organizer for managing conference site: Prof. Paul C. P. Chao ( received Ph.D. from Michigan State University, USA, and then work for the Chrysler Corp in Auburn Hill, Detroit, USA. He is currently a faculty member of the EE department at NCTU, Taiwan. He is an ASME fellow and IEEE senior member. He was the University Associate Provost of NCTU in Dr. Chao has been devoted to technologies of sensors and actuators for over 20 years. The research outcome has been transformed to over 250 referred publications, 20 US patents 3

9 and a number of awards. Dr. Chao was the recipient of the 1999 Arch T. Colwell Merit Award from Society of Automotive Engineering, Detroit, USA; the 2010/2013 Best Research Paper Awards from the 20 th and 23rd Annual ASME/IEEE Conference on Information Storage and Processing Systems (ISPS), San Jose, California, USA. Dr. Chao s participation in IEEE was dated back to 2009, when he served as the secretary general for IEEE MGA Taipei Section. He received two IEEE awards for this service: The IEEE Large Section Award from IEEE Head Quarter for the outstanding service as the Secretary in , and the IEEE MGA Award from IEEE Region 10 for outstanding service as the Secretary for IEEE Taipei Section, His participation in IEEE Sensors Council (SC) was started from 2010, when he established a new SC s Taipei Chapter as the founding chair. As for conference activities, he served as the special session chair for IEEE Sensors 2012, and currently in the process of establishing a new regional Asia Pacific conference for the Council. Dr. Chao also participated in SC publication activities.
