2 Ishinomaki City Plan and Goal of R10-HTC2013 The first Humanitarian Technology Conference of IEEE Region 10, held in Sendai, Japan Contributions, current limitations and future possibilities of the technologies that we have learned from March 11 disaster in Japan and similar disasters around the world to share the experience of the tragedy and to seek a measure to avoid and reduce the damages of possible future natural disasters through the discussions. 3 Organizing Committee Conference President : Dr. Fumio Harashima, IEEE Life Fellow He is the president of Metropolitan university of Tokyo. He has a lot of experiences in IEEE volunteer works, including HQ secretary, society president and also Tokyo Section chair. Organizing Chair: Dr. Tomonori Aoyama, IEEE Life Fellow He is the professor of Keio University. He has experienced in IEEE activities, especially in Communication society. He is the IEEE Tokyo Section chair He also served as the president of IEICE Japan. The conference was sponsored by Region10 and Japan Council on behalf of all nine sections in Japan

15 Photo Snaps: Second Day Keynotes Mr. M Loeb Mr. M. Loeb talked on Hurricane Sandy, a lesson from U.S. case. Prof Tadokoro of Tohoku University presented robotics for disaster recovery, including nuclear plant accident Mr. Kobayashi of NTT introduced damage and recovery activities as a telecom operator. A panel session on future energy was led by Organizing Committee chair Prof. Aoyama 16
