2 Ishinomaki City Plan and Goal of R10-HTC2013 The first Humanitarian Technology Conference of IEEE Region 10, held in Sendai, Japan Contributions, current limitations and future possibilities of the technologies that we have learned from March 11 disaster in Japan and similar disasters around the world to share the experience of the tragedy and to seek a measure to avoid and reduce the damages of possible future natural disasters through the discussions. 3 Organizing Committee Conference President : Dr. Fumio Harashima, IEEE Life Fellow He is the president of Metropolitan university of Tokyo. He has a lot of experiences in IEEE volunteer works, including HQ secretary, society president and also Tokyo Section chair. Organizing Chair: Dr. Tomonori Aoyama, IEEE Life Fellow He is the professor of Keio University. He has experienced in IEEE activities, especially in Communication society. He is the IEEE Tokyo Section chair He also served as the president of IEICE Japan. The conference was sponsored by Region10 and Japan Council on behalf of all nine sections in Japan

10 Photo Snaps: First Day Tutorial Dr. Day Registration started at 3 pm on 26 th. Dr. Day joined in the tutorial. Video of Disaster area was shown. Tsunami attack was shown. In the first day afternoon, Tohoku Disaster Archive was introduced as a tutorial. 11

12 Photo Snaps: Opening Session Dr. Staecker Prof. Harashima Prof. Harashima, Conference President, expressed his wish to establish disaster free society at his opening remarks Prof. Fukuda Dr. Staecker,IEEE President, stated his expectation to the conference Vice governor of Miyagi Prof. Fukuda, Region 10 director, emphasized Mr. Miura, vice governor of Miyagi Prefecture, the importance of HTA in IEEE activities introduced disaster damage and recovery efforts 13

15 Photo Snaps: Second Day Keynotes Mr. M Loeb Mr. M. Loeb talked on Hurricane Sandy, a lesson from U.S. case. Prof Tadokoro of Tohoku University presented robotics for disaster recovery, including nuclear plant accident Mr. Kobayashi of NTT introduced damage and recovery activities as a telecom operator. A panel session on future energy was led by Organizing Committee chair Prof. Aoyama 16

IEEE president visit was reported in next day news paper. 18

18 Photo Snaps: Tour to Disaster Area IEEE VIPs were looking down the tsunami attacked area in Ishinomaki from Hiyoriyama hill. Ishinomaki city was destroyed by Tsunami attack At the center area of Onagawa Town. Tsunami swept away everything. 19
