City of Modesto/Modesto Irrigation District 2015 Urban Water Management Plan Public Hearing June 1 4, 2016

What is an Urban Water Management Plan (UWMP)? Long-range water planning document evaluation water supply and demand through 2040 Planning tool to ensure adequate availability and reliability of water supplies to meet current and future demands Serves as a foundational document for Water Supply Assessments (as required by SB610 and SB221) 2015 UWMP is due to DWR by July 1, 2016

Why is an UWMP Required? Urban Water Management Planning Act (AB 797) (Water Code Sections ) Applies to urban water suppliers directly or indirectly serving more than 3,000 customers or more than 3,000 AFY of supply Required to be updated every 5 years Required for MID to remain eligible for State grants and loans MID is an Urban Water Supplier Delivered 15,401 AF of potable water to the City in 2015 The City and MID s previous UWMP was adopted in May 2011

Why a 2015 Joint UWMP with the City? MID provides the City with surface water from the Tuolumne River treated at MID s Modesto Regional Water Treatment Plant (MRWTP) The City is also required to submit an UWMP as it provides a water supply for municipal purposes for more than 3,000 customers City of Modesto and MID previously submitted Joint UWMPs in 1995, 2000, 2005 and 2010 to simplify required efforts and coordinate more closely on urban water needs

Projected Normal Year Water Supply to be Delivered to the City Actual volume and timing of water supplies based on the amount of agricultural land converted to urban uses In Dry Years, surface water supplies from MID may be reduced Reduced by same amount (number of inches) as ag supplies

Actions Completed to Date Provided 60-day notice to Stanislaus County and other local agencies and stakeholders (February 5, 2016) Prepared Draft UWMP for public review and comment (May 31, 2016) Provided copies of Draft UWMP at MID Board Secretary s office, City s Utilities Department, and City and MID websites (May 31, 2016) Provided notice of public hearing in Modesto Bee and on the City and MID websites (May 30, 2016 and June 6, 2016)

Proposed Action Items for Today Conduct Public Hearing for 2015 Draft UWMP Consider adoption of the 2015 UWMP

Upon Adoption of the Final 2015 UWMP Submit 2015 UWMP & provide copies for public review: DWR (electronically via DWR WUEdata tool) California State Library Stanislaus County & Other Key Stakeholders MID Board Secretary s Office (1231 Eleventh Street, Modesto) City s Utilities Department (1010 Tenth Street, 4 th Floor, Modesto) MID and City websites
